The Village of Channahon Committee of the Whole met Dec. 18.

Here is the minutes provided by the Committee:

Village President Missey Moorman Schumacher called the meeting to order at 6:00 p.m. with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

VILLAGE PRESIDENT

Winners of the 2017 Channaholiday’s Home Decorating Contest Leti Anselme stated on December 8th, the judges viewed the contestant’s decorations and they picked the top three residential homes that showed the most holiday spirit. She also mentioned the home of Larry Helms, who just lost his wife recently, who chose to decorate his home in her honor with pink lights.

VP Moorman Schumacher presented the Raft family with the 3rd place prize of $50, the Romashko family with the 2nd place prize of $75 and the Weber family with the 1st place prize of $100.

ADMINISTRATION DEPARTMENT

Presentation – John Grueling from the Will County Center for Economic Development John Grueling, the President and CEO of the Will County Center for Economic Development presented the Report of Activities for 2017. He highlighted the CED achievements this past year and elaborated on the projects coming in the next year. He asked the Board if they had any questions.

Trustee Slocum asked when Mr. Grueling thought the build out would occur for logistics building within Will County. He is concerned with when is enough going to be enough.

Mr. Grueling stated that is always a concern, especially when you are looking at 11 million square feet of spec space. He stated that in the Freight Mobility Plan they have over 160 million square feet of industrial space with approximately 95 million square feet of that being logistics distribution in Will County. He feels that from a community planning standpoint, justifying new developments is going to be a challenging, especially since we have so much capacity with the existing projects. He stated the County and the CED can assist but it’s really up to the municipalities. He stated the capacity of the infrastructure is going to be the biggest challenge for Will County’s economy.

VP Moorman Schumacher stated it is so important for us to work together on these projects. She stated that we could say no to every single warehouse and Joliet has two of them just on the other side of our border, so they are coming here no matter what we do.

Durkin stated the Phase 1 was done some time ago regarding the expansion of U.S. Route 6 east of Interstate 55. He stated that that project needed to be added list of priority projects. He stated the more plans we can get this project on, the better. He also mentioned the Board has made efforts to stop the types of uses that Trustee Slocum was talking about in inappropriate areas of the community such as west of Interstate 55 on the north side of US Route 6. He stated that part of the Comprehensive Plan Update is to give us some direction in the future on that topic.

Mr. Grueling also stated that Doug Pryor has been with the CED for 6 months. He was the previously the Grundy County Administrator. He stated that he is moving all of the economic development project activities to Doug’s office so he will be working with the villages and municipalities.

VP Moorman Schumacher stated that her, Petrick and Durkin went to Chicago today to meet with CMAP for the pre-planned meeting with potential consultants regarding the Village’s Comprehensive Plan update.

An Ordinance Amending the Channahon Code of Ordinances with regard to Liquor License Fees Village Administrator Tom Durkin stated it was recently discovered that three on-premises consumption liquor licenses, Class H, I and K do not include an amount to be paid for such license for an establishment offering entertainment. He stated this ordinance clarifies the entertainment fee is $600 per year in addition to any fee previously paid and that the license fee for Class H and Class I licenses for establishments that do not provide entertainment is $1,000. He is looking for approval and waive of second read.

COMMUNITY DEVELOPMENT & INFORMATION SYSTEMS

Core Homes – The Villas of Keating Pointe

• An Ordinance Authorizing the Execution of the First Amendment to the Annexation and Development Agreement between Core Homes, Channahon Investors, LLC and the Village of Channahon, An Illinois Home Rule Municipal Corporation, Will and Grundy Counties, Illinois

• An Ordinance of the Village of Channahon, Will and Grundy Counties, State of Illinois to Amend a Special Use Permit for a Planned Unit Development at Certain Property known as Keating Pointe

• Approval of Final Plat – The Villas of Keating Pointe Phase 1

• Approval of Preliminary Plat – The Villas of Keating Pointe Phases 2 & 3 Director of Community Development and Information Systems Mike Petrick stated that based on board direction from the November 20, 2017 meeting he contacted three local assessors and a independent appraiser. He stated that all four of the conversations were of the same concurring opinion: the type of structure built in Keating Pointe, whether attached or detached, would not be used as a comparable when assessing or appraising homes in the Woods of Aux Sable. He further stated that none of the professionals stated an opinion that would indicate that changing the townhomes to detached single-family structures would be of detriment to neighboring property values.

Speedway Concept Plan Petrick stated that Speedway has submitted preliminary plans for review and comment by the Planning & Zoning Commission for the relocation of their facility. He stated with the new configuration of U.S. Route 6, left turns in or out of the existing location are now impossible, thus the viability of the property to be used as a fueling station has been drastically reduced. He stated Speedway is proposing to construct a new facility at the newly created northwest corner of U.S. Route 6 and Thomas Dillon Drive, east of the CIBC Plaza.

Durkin stated he did speak with the current owner of the property who indicated that she can purchase the building from Speedway for a $1 if she chooses too and the prohibition on another gas station at that location is not part of the current arrangement. He indicated that is different from what they had heard previously but Petrick had described the limitations with the left turns being impossible, making it highly unlikely.

Robert Sweet and Melonie Hart, representatives of Speedway, provided an overview of the preliminary site plan to develop a 6.30+ acre site with 4,600+ square foot convenience store, a 5,400+ square foot fuel canopy over eight double sided automobile fueling dispensers and a 2,700+ 4-lane diesel fueling canopy. He stated the development also proposes new driveways, a consistent architectural style, signage and other site amenities.

FINANCE DEPARTMENT

An Ordinance for the Levy and Assessment of Taxes for the Village of Channahon, Will and Grundy County, Illinois for the Fiscal Year Beginning May 1, 2017 and ending April 30, 2018 Finance Director Heather Wagonblott stated she is looking for approval and waive of second read, since the levy needs to be filed with both Will and Grundy Counties by December 26, 2017.

POLICE DEPARTMENT Chief of Police Shane Casey stated he had no formal items.

PUBLIC WORKS DEPARTMENT

Presentation - Wastewater Treatment Plant Expansion and Facilities Plan Jane Carlson and Tim Juskiewicz, representatives for Strand Associates, gave an overview of the Wastewater Treatment Plant Expansion and Facilities plan along with a timeline.

Dolezal stated currently the rates are $7.23 per 1,000 gallons. He also stated that they increase the rates by 3% every year. He stated that where we ultimately end up going might not be any different from where we were going.

Engineering Contract to provide Design Services for Wastewater Treatment Plant Expansion, Phase 2

Dolezal stated all the upgrades and expansions we just saw would require a design. This is a task order for Strand Associates to do the design work and assist in the loan application process. He stated we estimate the contract to be $553,400, which we have budgeted. He further added that $516,900 is the lump sum.

Award the Keating Pointe Subdivision Improvements Project Dolezal stated this involved the completion of projects that the developer failed to do. He stated the Village previously secured letter of credit for the purpose of completing the work.

COMMUNICATIONS

PUBLIC COMMENT Christopher Vauscheck, a potential buyer of a home in the Woods of Aux Sable, stated he feels that the proposed building of Keating Pointe will compromise home values in the Woods of Aux Sable.

John Major, representative of Core Homes, stated that he is still working in the Woods of Aux Sable and has been conscientious to make site plans different from that of the homes in the Woods of Aux Sable.

Caroline Spreitzer, resident of the Woods of Aux Sable, stated she also feels that the proposed building of Keating Pointe will compromise home values in the Woods of Aux Sable.

Janice Mladucky, resident of the Woods of Aux Sable, stated she also feels that the proposed building of Keating Pointe will compromise home values in the Woods of Aux Sable.

VP Moorman Schumacher stated that the information received from professionals contradicts what they are saying. She reiterated that the professionals indicated that the building of single- family homes in Keating Pointe would not affect the home values of the single-family homes in the Woods of Aux Sable.
