Coal City Community Unit School District #1 Board of Education met Nov. 3.

Here are the minutes provided by the board:

CALL TO ORDER

President Miller called the regular meeting to order at 6:00 p.m. with the board members answering roll call present: Robert Bianchetta, Mary Gill, Shawn Hamilton, Quint Harmon, Chuck Lander, and Ken Miller. Also in attendance were Superintendent Designee Christopher Spencer, CSBO Jason Smith, Director of Curriculum and Instruction Tammy Elledge, Director of Special Populations Luke Krippel, and Board Secretary LaWanda Gagliardo. Board member Steve Rogers was absent.

PLEDGE OF ALLEGIANCE

President Miller led the Board and other members present in reciting the Pledge of Allegiance. President Miller made a statement regarding Dr. Bugg’s absence due to a family matter.

NOTICES AND COMMUNICATIONS

1. Introduction/acknowledgement of guests.

Richard Barnard and Jeff Wynn of Morris, IL were in attendance to address the Board regarding SB818. Mr. Wynn read an insert from Abigail Shrier’s book Irreversible Damage, and both gentlemen read statements regarding their opinions on SB818.

Emily McNabb – Ms. McNabb resides in Morris. Ms. McNabb read a letter comprised by a relative to the Board regarding SB818. Ashley Greisen – Ms. Greisen resides in the Goose Lake area. Ms. Greisen was also in attendance, and stated she also does not agree SB818.

Mr. Miller read a statement indicating at this time SB818 does not affect the district, and if/when it does, the Board will meet collectively to discuss the matter.

Leave Requests

• Brea Owensby – 1st Grade Teacher at the Early Childhood Center - Ms. Owensby is requesting a forty-eight (48) day paid maternity leave, with use of accumulated sick leave in accordance with the Teacher’s Negotiated Agreement, from approximately Monday, December 13, 2021 through Friday, March 4, 2022. Ms. Owensby is also requesting a twenty-three (23) day unpaid FMLA leave from Monday, March 8, 2022 through Thursday, April 14, 2022. Ms. Owensby plans to return Tuesday, April 19, 2022.

Month-in-Review:

• October is always a fun and busy month at the ECC! We completed our Fall Benchmarking assessments on Friday, October 15th. Our beginning of the year data looks promising! In Kindergarten, we have identified 75% of our students (when compared to national norms of same-aged peers) as being exactly where they should be at this point of the school year in Literacy and 88% in Numeracy. In 1st grade, we have identified 75% of our students (when compared to national norms of same aged-peers) as being exactly where they should be in literacy and 94% in Numeracy. Our intervention groups to support the small group of students identified as needing an intervention began on Monday, October 25th.

• We joined the ES, IS, MS, and HS in celebrating Red Ribbon Week the week of October 25th - 29th. Red Ribbon Week is a nation-wide drug prevention awareness program. At the ECC, we change the focus to be appropriate for the age of our students and we celebrate a week of making good choices!

• On Friday, October 29th, we will celebrate Halloween at the ECC. We are bringing back the outdoor parade with parents invited! The AM PreK parade will be at 9:00am. The PM PreK parade, Kindergarten, and 1st Grade parade will be at 2:00pm. We will be playing a whole school game of Halloween BINGO as well as shopping for PBS prizes!

Recognition:

• Continued thanks to the ECC staff for continuously stepping in to help whenever and wherever needed!

• Thank you to Abby Dimitrijevic and Amy Aichele for preparing the data to be reviewed at BLT for the entire school and making sure intervention groups are set, letters were sent home to parents, and information was entered to PowerSchool.

• Thank you to Officer Logan for braving the unpredictable weather each morning at the ECC to help greet our students as they arrive!

CCES Happenings and Recognitions:

October is a busy month at Coal City Elementary School

● We celebrated Fire Safety Month with pencils provided by the fire department. The fire department also came to talk with the classes about fire safely and the students were able to tour the fire truck.

● The week of October 25th- 29th was Red Ribbon Week. During this week, the elementary students celebrate a week of making good choices. There is a different dress up day each day during the week such as PJ Day, Tie-dye Day, Disney day and Sunglasses Day. We end the week with our Halloween celebration.

● Halloween is celebrated on Friday, October 29th with the students’ wearing costumes, celebrating with their classmates and having a parade. This year the parade will be outside if the weather permits. If we have to be inside, the parade will be shown on Facebook Live so the families can view.

● Thanks to the entire staff at Coal City Elementary School. This past month they have all went above and beyond with helping each other out with covering classes and being flexible with scheduling. The staff here is truly selfless and step up when needed. They also made me feel very appreciated for Boss’s Day with a great feast and wonderful gifts. I am so thankful to work with such great people in a wonderful district.

Previous Month in Review:

• ASAP (After School Assistance Program) began on September 27. Recommended students receive homework help from 3:00-4:00 three days a week from Mrs. Cowherd or Mrs. Rink. We currently have 10 students in ASAP; six in 4th grade and four in 5th grade.

• October is National Bullying Prevention Awareness Month. October 13th was Blue Shirt Day at CCIS for World Day of Bullying Prevention. Students and staff wore blue shirts to school to show we are against bullying. • We had our first PBS Event of the school year on October 15th for the students who had positive behavior 85% of the time during the first 9 weeks of school. Students, who were split up into multiple sessions, played a live game of Angry Birds.

• On 10/18 and 10/19 Firefighter Josh Eddy came to CCIS to give a Fire Safety Presentation during the students’ PE time. He also brought one of the fire trucks and let the students climb through it.

• On October 19th the 5th Grade Team held their annual Cupcake Launch after school. There were 25 unique launchers this year. The cupcake launch is an optional 5th grade project that promotes creativity, collaboration, and family fun. The winners are listed below in the Student Recognition section.

• We practiced a Fire Drill on 10/20 under the supervision of the Coal City Fire Department. The students did very well and all of our hallway fire doors worked properly.

• On October 22nd we wore green shirts for Kabuki Awareness Day. Kabuki Syndrome is a rare childhood disease that one of our student’s brother has.

• CCIS celebrated Red Ribbon Week 10/25-10/29. During Red Ribbon Week we remind students the importance of staying away from drugs and making good choices. Students received four Red Ribbon Week-themed gifts: a red pop-it wristband, a pen with a RRW message, a RRW sticker, and a red ribbon. Student Council sponsored the following dress up days:

o Pajama Day “We are comfortable making good decisions!”

o Disco Day “Making good choices is GROOVY!”

o Disney Day “Making good choices is magical!”

o Sunglasses Day and Red Day “Our futures are bright with good choices!”

o Halloween Costumes “Scaring away bad decisions is fun!”

• We held the following additional Spirit Days this month: Pajama Day, Pro Sports Day, Crazy Socks Day, Pink Day for Breast Cancer Awareness Month, Coaler Spirit Day, Crazy Hat Day. We had a few more this past month due to Homecoming Week.

Month in Review:

• CCMS and the Unit #1 teachers took part in staff development training/department meetings on October 6 at CCHS.

• Parent/Teacher Conferences were held on October 6. Thanks to all of the families who attended and checked on the progress of their child through the first nine weeks of the school year. We set up Parent/Teacher Conferences with our most struggling students again this year. We were able to hold in person conferences this year so it was good to have the parents back in person to meet with.

• Coal City students observed Columbus Day on October 11.

• October 15 marked the end of 1st quarter Encore Classes. Students began new nine-week Encore classes on October 18. 1st Quarter Grades were finalized on October 25.

• CCMS held their first PBS Celebration Day on Friday, October 15.

• Boys Basketball Tryouts were held on October 21 and 22 for 6th grade and October 18 and 19 for 7th and 8th Grade. The boys begin their seasons in the month of November. Good luck this to the teams and coaches, Chad Larson (8th Grade), Harlan Kennell (7th Grade) and Josh Quigley (6th Grade) on their 2021-22 season.

• The Coal City Middle School Musical “The Descendants” continues to move closer to the show dates of November 12, 13 and 14. We look forward to seeing another great production with our students. Good luck to Mr. Micetich and his team as they get closer to showtime. We hope you are able to come and see our students and their performances.

• Mrs. Bontrager is sending two CCMS Band students to audition for the IMEA District 1 Middle School Concert. The following students will participate in the IMEA Music Festival on November 6 at Lincoln Way Central High School. Best of the luck to these students on this honor.

E. HIGH SCHOOL REPORT

Month in Review:

• Parent/Teacher conferences were held on October 6th. Parents had the opportunity to meet in person or virtually with staff members. During the conferences we also had representatives in the LRC to help parents fill out FAFSA and the Counselors did presentations on the Acclaimed Coaler program.

• The week of October 4th was Homecoming week. We had a great week of “Dress Up” days, activities and a parade. Thank you to Mrs. Anderson, Mrs. Peterson and Student Council for an outstanding job with the week’s activities.

• On October 7, 2021, CCHS practiced a shelter-in-place drill. Staff took their students out in the hall and reviewed with their class where to go and what to do if we had to shelter-in-place.

• On October 13, 2021, Juniors had the opportunity to take the PSAT test.

• On October 14th, 16th, and 17th Coal City High School presented: "Alice in Wonderland.” The play was performed outside at the Carbon Hill Park. The show was directed by Mr. Jack Micetich. Congratulations to Mr. Micetich and his Creative Team on another outstanding job.

• Coal City High School sent 8 students to the Illinois Central 8 Conference Leadership workshop on October 20, 2021. Mrs. Kenney joined the students at the event in Lisle.

Recognition:

• The marching Coalers finished their marching band season this month. They spent several Saturdays and Sundays this fall participating in competitions and parades. Congratulations to Mrs. Hope Connelly and all the marching band members for a job well done.

• Congratulations to Coach Matt Leman and Assistant Coach Belinda Egan on having the Doubles Tennis team of Molly and Abby Stiles advance on to the IHSA state tennis tournament where they finished with a record of 2 wins and 2 loses.

• Student Director Awards for September at GAVC were: Amelia Walsh (Agriculture II - Business), Jasiel Garcia (Automotive Technology), Amanda Albrecht (Building Trades Phase I), Connor Patterson (Computer Graphics Multimedia Design).

G. CURRICULUM REPORT

Director Elledge reported:

Professional Development

Professional development this fall continues to focus on social and emotional strategies for teachers and students and academic strategies for improvement. Department leaders are set to meet on November 9th to plan professional learning for next semester.

Transition English – Task Force

We participated in the first meeting of the regional task force to build Transition English. Jennifer Kenney, Cindy Gerber and Traci Fritz joined me in representing our district at the table. In conjunction with JJC, Joliet Township, Valley View and Coal City will represent all the schools in the region as the course is developed.

The committee will meet at least once a month until the plan is approved. JJC hopes to have approval done by May 2022.

The Transitional English is one of the ELA components for students to be recognized as an Acclaimed Coaler. It is an important component for us to get into place for our students.

Illinois School Report Card

The Illinois School Report Cards were released on October 29th at noon.

The report card will be released a 2nd and 3rd time before the end of the school year as delayed data becomes available. Schools were given the option of testing last spring or waiting until the fall. Comparison data for those assessments will be released in the future releases of the school report cards.

H. SUPERINTENDENT’S REPORT

Dr. Bugg reported:

1. A FOIA request was received from Katherine Smyser from NBC Universal. Ms. Smyser requests was in 3 parts: (1) all documents, data and/or spreadsheets for all unclaimed funds under the control of CCCUSD#1 which have not been reported/transferred to the Illinois State Treasurer, (2) all documents, data, and/or spreadsheets for all unclaimed property that CCCUSD#1 has reported and/or transferred to the Illinois State Treasurer, and (3) documents, data, and/or spreadsheets for all claims/unclaimed property due to CCCUSD#1 from the Illinois State Treasurer’s Unclaimed Property fund, for which the district submitted a claim or documentation to the Illinois Treasurer’s Office from January 1, 2016 to the present.

2. Jackie Des Lauriers, currently a teacher at Bishop McNamara. Ms. Des Lauriers attends Lewis University and is working towards becoming a School Counselor and will conduct observation hours with high school counselor Erin Dransfeldt this summer.

3. Morris Hospital has acquired Rezin Orthopedics & Sports Medicine as of June 1, 2021. Morris Hospital will honor the terms and conditions of the Agreement with Rezin Orthopedics & Sports Medicine and CCCUSD#1 for Athletic Training. The Board entered into a 3 (three) year agreement with Rezin Orthopedics & Sports Medicine on September 3, 2020.

4. A FOIA request was received from Inspector M. Kentre requesting electronic copies of the most recent Transportation RFP and Beverage RFP documents.

5. Michael Rivera, Custodian at the Middle School resigned from his position effective immediately

I. GRUNDY AREA VOCATIONAL CENTER REPORT

Mr. Lander reported:

1. Mrs. Skube reported that the 2022-2023 Course Guide has been updated and sent to all feeder schools.

2. GAVC Parent/Teacher Conferences were held on Thursday, October 21st, 2021.

3. Director Copes updated the Board on Insurance and Workers Comp renewal.

4. Director Copes informed the Board, the main floor is framed and they are setting the trusses on the Project House.

5. Planning for the FY 23 Calendar has started.

OLD BUSINESS

A. DISCUSSION ON CASH LEASE OF THE FARM PROPERTY AT SPRING AND BERTA RD.

CSBO Jason Smith discussed a rental proposal for the farm property at Spring and Berta Rd. Mr. Smith discussed going out for RFP and will award the bid at the December Board meeting. The current agreement doesn’t end until February of 2022.

B. DISCUSSION ON FILING OF ASSESSMENT COMPLAINTS WITH THE BOARD OF REVIEW REGARDING THE GE-HITACHI MORRIS OPERATION

At the October Board of Education meeting, the Board took action authorizing Whitt Law to file assessment complaints regarding the GE-Hitachi Morris Operation. Those assessment complaints have been filed with the County Assessor’s office. Mr. Spender provided an update to the Board of Education. The assessment has been filed and Mr. Spencer expects to hear back by late December early January. The Board will be updated at a future Board meeting.

NEW BUSINESS

A. DISCUSSION/ACTION ON QUARTERLY DROPOUT REPORT

The Quarterly Dropout Report for the quarter ending October 15, 2021 has been prepared and is ready for Board approval. The approval of the Dropout Report is a State requirement, which ensures that the School Board is informed of students leaving our school system.

Mr. Lander moved and Mr. Bianchetta seconded approve the filing of the Quarterly Dropout Report with the Regional Office of Education for the quarter ending October 15, 2021.

B. DISCUSSION/ACTION ON 2021 TENTATIVE LEVY

The 2021 levy must be filed with Grundy and Will County Clerk’s Offices on or before the last Tuesday in December, which is the 28th. The Board of Education must adopt the levy prior to this date in order to meet filing regulations. In addition to this time line, the following steps must be taken when the proposed tentative levy exceeds the previous year’s tax extensions (excluding Bond and Interest Fund) by more than 105 percent.

1. Present a tentative levy to the Board of Education for approval no less than 20 days prior to a public hearing on the levy.

2. Publish a notice no more than 14 days, nor less than 7 days prior to holding a public hearing on the proposed levy.

3. Hold a public hearing on the proposed levy prior to the final adoption.

If the Board chooses to exceed the 105% request, the following calendar is recommended.

Wednesday, November 3, 2021 Board adopts tentative levy

Wednesday, November 17, 2021 Publish notice of public hearing

Wednesday, December 1, 2021 Public hearing on tax levy, adopt levy

Tuesday, December 28, 2021 Last day to file levy

Mr. Harmon moved Mr. Hamilton seconded to adopt the Tentative 2021 Property Tax Levy for the Coal City Community Unit School District #1.

C. DISCUSSION ON OVERNIGHT TRIPS FOR HIGH SCHOOL STUDENTS

Superintendent Designee Christopher Spencer discussed overnight trips for high school students. The Board is okay with overnight trips resuming, as long as there are adequate chaperones and COVID mitigations are being followed.

D. DISCUSSION/ACTION ON ADOPTING A BUDGET CALENDAR

Chapter 105, Section 5/17-1 of the Illinois Revised Statutes (School Code) directs the Board of Education to designate a person or persons to prepare in tentative form, the budget for the upcoming fiscal year. The Board is also required to “fix a fiscal year therefore”. The budget calendar provides a detailed schedule of the budgeting process.

Mr. Lander moved and Mr. Harmon seconded for the Board of Education to adopt the budget calendar as presented and appoint the Superintendent, Chief School Business Official and Building Principals to prepare, in tentative form, the school district budget for the fiscal year beginning July 1, 2022 and ending June 30, 2023

CSBO Jason Smith discussed TRS Supplemental Savings Plan. A Board Resolution was prepared for Board approval accepting the changes made to the TRS Plan.

Mr. Hamilton moved and Mr. Harmon seconded to approve the Resolution regarding the TRS Supplemental Savings Plan, and to waive the reading of the resolution.
