Village of Minooka Planning & Zoning Commission met Jan. 11.

Here are the minutes provided by the commission:

The meeting was called to order by Chairman Dan Friant at 6:00 p.m. followed by the Pledge of Allegiance. Members present: Dan Wittenkeller, Bob White, Mark Skwarczynski, Bruce Miller and Bob Wilson. Members absent: Mike Clemmons Also present was: Dan Duffy, Village Administrator, Paul Pearson, Village Engineer, Mike Santschi, Village Attorney, Deputy Clerk, Jessica Harvey and Village Clerk, Orsola Evola.

Approval of October 12, 2021 Meeting Minutes: The October 12, 2021 were approved with the following corrections:

Chairman Friant mentioned under New Business line 5 should reflect “contingent upon” engineering and legal review. Commission Wittenkeller moved, Commissioner Wilson seconded the motion to approve the October 12, 2021 minutes as corrected.

Ayes: Commissioners White, Wittenkeller, Wilson, Miller, Skwarczynski

Nays: None

Absent: Commissioner Clemmons

Motion carried.

Briefing on Village Upcoming Agenda Items

Administrator Duffy introduced Deputy Clerk Jessica Harvey to the Planning and Zoning Board. She will be present at future meetings. He mentioned February was budget month and to give any suggestions that the Board may need. Tomorrow night is the Water commission open house at 7:00 p.m. There are 3 annexations in the hopper, mostly residential.

Approval of 2022 Meeting Dates

Commissioner Miller moved, Commissioner Wittenkeller seconded the motion to approve the 2022 Meeting Dates as presented.

Ayes: Commissioners White, Wittenkeller, Wilson, Miller, Skwarczynski

Nays: None

Absent: Commissioner Clemmons

Motion carried.

Public Hearing and Consideration of 2021-4 to rezone land from Grundy County Agriculture to Village of Minooka M2 “Manufacturing District on certain property located at the northwest corner of Grainger Way and Minooka Road

Chairman Friant asked for a motion to open the Public Hearing. Commissioner White moved, Commissioner Wittenkeller seconded the motion to open the public hearing. All voted aye.

Chairman Friant opened the public hearing at 6:10 p.m. He stated that the Joliet Herald News, Morris Herald News and Kendall County Record had published a notice on December 23, 2021. Surrounding properties were also notified via mail.

Unlimited Carrier representatives were sworn in by Chairman Friant during the Public Hearing.

Administrator Duffy gave an overview of the Helland property. It is a logistic warehouse company with 10% office space along with an investment of 20-25 million. There will be around 150 employees and 48 states operated. Staff recommends public hearing to stay open.

Petitioner George Banakis passed out an updated Plat and Final Plat. He mentioned the property is undeveloped vacant land. If approved, they will make Minooka their headquarters. They will employ around 150 employees, 60 being administrative.

Resident Marie Sparks called in at 6:31 p.m. to listen to the public hearing. She had no comments. Administrator Duffy mentioned that the annexation agreement will have more detail to this project.

Petitioner Banakis advised that they didn’t have a user yet but they would begin marketing once it is approved.

No other questions from the public or commissioners.

Chairman Friant asked for a motion to continue public hearing to the next Planning and Zoning Meeting. Commissioner Wittenkeller moved, Commissioner White seconded the motion to continue the public hearing to the next planning and zoning meeting.

Ayes: Commissioners White, Wittenkeller, Wilson, Miller, Skwarczynski

Nays: None

Absent: Commissioner Clemmons

Motion carried.

Consideration of Case 2021-5 Plat of Consolidation-Techo Bloc

Administrator Duffy gave an overview. This property is annexed and just needs lot consolidation. Staff has no objection. Engineer approved with no objections. This would combine the 6 lots into 1. Commissioner Miller asked when this would happen. Administrator Duffy advised spring timeframe as it is distribution only.

Commission Miller moved to approve, Commissioner Wittenkeller seconded the motion to approve Case 2021-5 Plat of Consolidation-Techo Bloc.

Ayes: Commissioners White, Wittenkeller, Wilson, Miller, Skwarczynski

Nays: None

Absent: Commissioner Clemmons

Motion carried.

Consideration of Preliminary Plat and Final Plat of Lot 5 Bob Blair

Administrator Duffy gave an overview. This one lot will be split. Staff has no objections. Plat was approved by Engineer. There is no zoning change.

Commissioner Miller moved to approve, Commission White seconded the motion to approve the Preliminary Plat and Final Plat of Lot 5 Bob Blair.

Ayes: Commissioners White, Wittenkeller, Wilson, Miller, Skwarczynski

Nays: None

Absent: Commissioner Clemmons

Motion carried.

As Appropriate: Commissioner Miller asked how the stop sign changes were going. Administrator Duffy advised no complaints.

Adjournment: Commissioner Wittenkeller moved to adjourn, Commissioner Wilson seconded the motion. All voted aye. Meeting adjourned at 6:52 p.m.
