V. Health Department Operations Report 

1. Action: Programmatic and Operations Report

Dick Joyce, Board of Health President, updated the present Board of Health members on administration programs and operations on behalf of Michelle Pruim, Public Health Administrator. The Grundy County Health Department has the following vacancies: one part-time Public Health Nurse in the behavioral health division, one full-time Public Health Nurse in the nursing division, one Outreach and Education Coordinator, one Senior Programs Associate, and one Child and Adolescent Therapist. All interested, qualified candidates are encouraged to apply on the Grundy County website. The facility expansion update Phase 2 was shared on Tuesday, September 12 at the County Board Meeting. Discussion on next steps regarding the expansion continues. The Grundy County Health Departments annual anyBODY 5k run raised over $8,000 to aid residents of Grundy County throughout the year. The GCHD leadership team attended an Illinois Public Health Association (IPHA) Annual Conference in August that focused on local history and moving public health programs forward. In collaboration with topics from the IPHA conference, all staff members of the Health Department attended an off-site annual retreat that involved strategic thinking, learning about public health, and team building.

Kathryn Harrison, Director of Nursing, updated the present Board of Health Members with nursing programs and operations. On pages 52 and 53 in the agenda packet, there is information related to the states WIC program. On page 53, it states that our health department is expected to serve 337 individuals this year. WIC projections will exceed this number for the current fiscal year. Also, the economic impact of WIC food benefit redemption over the last three years has increased. The most recent standing order has included approval for the Respiratory Syncytial Virus (RSV) (Arexvy) for adults 60 years and older to prevent lower respiratory infections. Beyfortus, a vaccine for all infants younger than 8 months of age, will be an additional vaccine for the next standing order for approval. GCHD will have Influenza Trivalent Inactivated (IIV3), Quadrivalent Inactivated (IIV4), and High dose Fluzone available for interested residents. Kathryn has been reaching out to the state of Illinois and Moderna to obtain the newest COVID-19 vaccine.

Dick Joyce, Board of Health President, updated the present Board of Health members on environmental health programs and operations on behalf of Laura Wells, Director of Environmental Health. The division is working to obtain a grant from the U.S. Food and Drug Administration (FDA) that is geared toward retail food program standards. Three members of the environmental health division attended an FDA Food Code Seminar. West Nile Virus Mosquito Traps in Morris, Minooka and Coal City have tested positive for West Nile Virus this season. The division is preparing for Cornfestival Food inspections during the end of September.

Darcy Jasien, Director of Behavioral Health, updated the present Board of Health members on behavioral health programs and operations. Our auditing body CARF, Commission on Accreditation of Rehabilitation Facilities, will be on-site surveying administrative and programmatic items between October 1st and November 30th. Psychiatric services have increased to two full days of the week. Currently, efforts are being made to increase show rates for psychiatric services. Improving current operations by confirming appointments with clients via letter, phone call, and text message, have taken place to increased show rates for psychiatric services. The division welcomed a new Recovery Support Specialist (RSS) on Monday, September 25, 2023. The RRS will be reporting to the Community Behavioral Health Manager and will go into the community and act as a advocate and mentor for clients and community members that may be dealing with a mental health or substance abuse crisis.

Tania Schwer, Director of Senior Programs, updated the present Board of Health members on senior programs and operations. Possible increase for specific reimbursement rates have been budgeted for the Illinois Department on Aging (IDoA) fiscal year 2024. Our granting agency, Age Guide, has requested our assistance for selected applicants for the Caregiver Counseling Center. The names of the applicants are too be determined. Age Guide has to complete a needs assessment much like the hospital and health department complete. They are requesting key stakeholders, seniors, caregivers, and all who seek to advocate for seniors to help complete their survey. Tania brought copies and shared that the documents included the link for the survey and that we will be sharing the link with the community.
