B. GIS Report 

Dave Ostrander updated the committee regarding new state legislation (“Emergency Telephone System Act”, 50 ILCS 750/30(d)), effective January 1st, 202,6 that mandates that all required NG9-1-1 GIS data to support geospatial routing be submitted to the state in accordance with the published update schedule. Entities that do not submit by the required due dates will have 5% of the 9-1-1 authority’s monthly surcharge distribution withheld for each month the 9-1-1 authority is not in compliance. After 3 months, any surcharge held shall be forfeited one month at a time until full compliance is achieved, and the 9-1-1 authority shall not be eligible for future surcharge distributions or other state funding until all conditions are met. Ostrander explained that the state’s submission schedule requires 9-1-1 authorities serving populations of more than 37,000 to submit NG9-1-1 GIS data every 14 days. The state currently requires GIS data maintainers to use a manual, time-consuming process to submit data to the state’s NG9-1-1 system via a state-developed workflow tool. A cost study conducted by Champaign County, Illinois, determined that compliance with the state’s rolling 14-day submission schedule would require 12% of a full-time staff member’s time and cost approximately $14,000 per year. Ostrander informed the committee that he and a group of GIS data maintainers for the state’s NG9-1-1 system voiced concerns about the time and cost involved in meeting the compliance schedule.

Additionally, Ostrander told the committee that he had developed automation scripts that, if used in a scheduled, unattended manner, would eliminate the staff hours and costs required to update the state’s NG9-1-1 system manually. Ostrander said he has shared those scripts with the state and received positive feedback from the statewide 9-1-1 administrator, who expressed a willingness to implement the solution statewide. Ostrander concluded that the state has since decided to pause the surcharge withholding while it discusses how best to support NG9-1-1 GIS needs and ensure 9-1-1 authorities can meet data submission standards.
