Kay Olson told the committee that her office is working on modules for election judge training and the General Primary election.

B. Assessor Report

1. Motion to recommend the Ordinance to eliminate requirement of reapplication for senior citizen homestead exemption to the County Board.

Hougas explained that the existing procedure requires an annual reapplication to receive the benefit and this Ordinance would make it so the senior need not be required to reapply after the first application.

RESULT: APPROVED [UNANIMOUS]

2. Motion to recommend the Ordinance – Board of Review Qualifications to the County Board.

Hougas told the committee that this Ordinance is to clarify the required training per IL State Statute and any prior ordinances, enactments or policies in conflict with this order are repealed.

A. EDPA1 & EDPA 2 JRB Meetings – Establish EDPA 1 Surplus

Nancy Norton, GEDC, discussed the EDPA #1 tax surplus and asked if the committee would like to continue to declare a 75% surplus.

B. U.S. Cold Storage Incentive

1. Resolution U.S. Cold Storage Abatement

Nancy Norton presented the application for the tax abatement and recommended a 3 year, 75%/50%/25% abatement. The committee agreed.

C. Project Sting Incentive

Nancy Norton told the committee that GEDC is working with a national brokerage/site selection company that has a large logistics client (Project Sting). The company has asked for an incentive proposal on or before November 15, 2019. Of the 2 sites in Grundy County, one is in the EDPA and the other would be a straight abatement. Norton requested direction on the property tax rebate. Village of Minooka Administrator Duffy was also in attendance to discuss the project and the sales tax component. The consensus of the committee was to agree to a 4 year, 50% level incentive and would consider a fifth year.

D. Brisbin Road Development – Discussion

Kevin Matzke and Taivo Tammaru, Clarius attended the meeting to discuss a potential large development project.

E. Blue Sky Development – Discussion

Norton updated the committee on the proposed 300 MW solar electricity generating facility located between Gardner and Dwight. No action was taken.

Dave Ostrander gave a presentation on the tool he developed for paperless building inspections.
