Momence City Council met Aug. 17.

Here is the agenda provided by the Council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

ROLL CALL

Roll was called by the Clerk with Aldermen Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope present. Also present was Mayor Steele. Alderman Clark was absent

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Navratil made a motion to approve the minutes of the July 17, 2017, Council Meeting as presented. Alderman Cook seconded the motion with Aldermen Salomone, Navratil, Rehmer, Cook, Temple and Cope voting yes. Alderman Metz passed.

APPROVAL OF THE BILLS

The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment. Alderman Navratil seconded the motion with Aldermen Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope voting yes.

CITIZEN FORUM

1. Doreen Anderson – permission for space in the Pine Street parking lot Alderman Cook made motion to approve, Alderman Metz seconded. Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope voting yes.

2. Red Cedar Lanes – request for special liquor license motion denied as no one appeared from Red Cedar.

3. Debbie Lampley – Off the Vine – permission to block street from alley on E. Washington to Locust on September 2, 2017 5P.M. through 12 A.M. partner with Mainstreet for fundraiser. Must speak to the State to get approval for this special event. Alderman Cook made motion to approve, Alderman Rehmer seconded the motion. Mayor Steele stated if alcohol will be served this is a violation of the ordinance. If a current liquor license is held, alcohol can only be served on the approved premises. Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope voting yes to approve the street closure.

4. Betty Dione yard sale in conjunction with the Heritage Days September 16 9am – 4pm at Conrad Park. Will be waiving the garage sale fee. Alderman Rehmer made motion to approve, Alderman Metz seconded the motion. Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope voting yes.

OLD BUSINESS

Alderman Cope states numerous complaints about house on Elm Street, Mayor stated that issue has been addressed.

ALDERMANIC REPORTS

1. Rebekah Cope – recommendation from Plan Commision/Zoning Board of Appeals on both meetings held on 07/27/17 – cannot vote as no notes have been received. Alderman Cook made motion to table this and Treasurer Ordinance until next meeting. Alderman Rehmer seconded the motion. Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope all voting yes.

2. Rebekah Cope – discuss and vote on ordinance modifying the City of Momence liquor regulations and requirements for issuing temporary liquor permit Mayor is stating that there is no ordinance in place for a current liquor license holdee to be able to participate in having an event outside of their place of business. Ordinance 830. Remove the number of booths in the first reading of the ordinance. Cannot vote due to changes in verbiage.

3. Jake Salomone – needs all budget requests turned into him by first meeting in September. Budget and Finance meeting set for August 21, 2017, 7:15 P.M.

4. Nova Metz – discussed Water and Sewer meeting, cleaning of the southside, repairing the clarifier and camera/jetter. 6:45 P.M. Water and Sewer meeting on August 21, 2017

5. John Rehmer – police committee meeting, discussed uniform allowance distribution

DEPARTMENT HEAD REPORTS

Scott Behrends saving on the LEDs for the cost of the lights. Approximate number is 90 lights, $400.00 - $500.00 for each head. Scott will be getting more details before moving forward.

Chief Brucato said that Officer Green has been doing code enforcement, submitted list of issues

MAYORAL REPORT

1. Appointment of Brian Brucato to be the signer for the 2 police accounts at Municipal Bank and to add Jenene Henson as the second signer to the account Alderman Cook made motion to approve, Alderman Temple seconded the motion. Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope voting yes.

2. Discuss the number of signers needed for police accounts 3. Illinois Department of Transportation amended preliminary/construction engineering services agreement Alderman Cook made a motion to approve, Alderman Metz seconded the motion. Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope all voting yes

Alderman Rehmer made motion to adjourn to enter executive session, seconded by Alderman Navratil. Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cook all voting yes.

Adjourned to executive session at 8:14 P.M.

Returned from executive session at 9:00 P.M.

Alderman Cook made motion to enter back into council meeting, Alderman Metz seconded the motion Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cook all voting yes.

Jay Kerouac is stating that Lions Club has a hose connected to the fire hydrant. Could cause a tripping hazard. Mick Porter is watering flowers, going down the wrong way down Dixie to water. Water wagon used by a city employee to cut down weeds on the bridge, on the road. Needing more warning for workers.

Alderman Cook made a motion to update the employee handbook to read that all employees are eligible to receive benefits at the same cost as regular employees. Alderman Metz seconded the motion. Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope voting yes.

Alderman Cook made a motion to adjourn, Alderman Cope seconded the motion. Alderman Salomone, Navratil, Metz, Rehmer, Cook, Temple and Cope all voting yes.

Meeting adjourned at 9:15 P.M.
