Village of Channahon Board Committee of the Whole met Sept. 5.
Here is the minutes provided by the Committee:
Village President Missey Moorman Schumacher called the meeting to order at 6:00 p.m. with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.
Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Jeff Wold, Village Attorney Jim Murphy and Village Clerk Kristin Hall.
VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.
ADMINISTRATION DEPARTMENT
A Resolution Designating the 2018 Meeting Dates and Times 2018 Holiday Schedule Village Administrator Thomas Durkin stated this is setup for next year. Two meetings dates fall on a Tuesday in 2018, the first meetings in both January and September.
COMMUNITY DEVELOPMENT & INFORMATION SYSTEMS
Annexation Agreement for Tank Cleaning Solutions, LLC Director of Community Development and Information Systems Mike Petrick stated this is still in negotiation for the easement language and the third party property.
FINANCE DEPARTMENT
An Ordinance Amending the Village of Channahon Code of Ordinances with Respect to the Fee for Video Gaming Terminals Finance Director Heather Wagonblott stated this was brought to the Board last year. Currently, the Village has an ordinance to charge $100 per video gaming terminal. The Village is allowed under Home Rule to set the fee at whatever amount they fee is appropriate. The village attorney has prepared an amended ordinance that includes a schedule to increase the fee incrementally by $50 every year, with the exception of the first year where the fee is doubled to $200. Fees will stay the same until January 2019 and would increase $50 each year after that.
POLICE DEPARTMENT
Chief of Police Jeff Wold stated there are no formal items.
PUBLIC WORKS DEPARTMENT
An Ordinance Providing for the Addition of East Frontage Road, FR 13.13, Beginning at a point 2880 feet from the South Edge of Pavement of U.S. Route 6 (Eames Street) at the end of the relocated East Frontage Road heading Southerly 1.30 miles to the North Edge of Pavement of Bluff Road, between the East Right of way line and the access control fence, in its entirety, to the Municipal street system of the Village of Channahon, Will and Grundy Counties, Illinois Director of Public Works Ed Dolezal stated that the language was accepted by the State. We are looking for approval and waive of second read.
VP Moorman Schumacher asked if there was a timing issue. Dolezal stated yes, there would be permitting that wouldn’t go through the State.
• 2017 Various Crack Fill and Fog Seal Project
• Crack Fill and Fog Seal Project Change Order #1 Dolezal stated bids were opened for the Crack Fill and Fog Seal Project, the low bidder was in the amount of $67,394.33. This was above the budgeted item. We will work the contract and immediately execute Change Order #1, which reduces the amount by $12,296.21.
SouthField Church – Release Maintenance Guarantee Dolezal stated this is a release of the two year maintenance guarantee that is kept for improvements that SouthField Church has completed.
Slocum asked if SouthField has approached the Village on building gymnasium. Petrick stated they will be doing a gymnasium, larger parking lot and retention with another phase down the road.
COMMUNICATIONS
Durkin stated that on September 14, 2017 from 4-7 p.m. at the Joliet Junior College - Building U, in the Auditorium, IDOT and the City of Joliet will be holding a public information meeting on improvements to Route 59/I-55 interchange. The study area is bounded by Route 52 on the North, I- 80 on the South, Houbolt Road on the East and River Road on the West. The purpose of the meeting is gather input regarding transportation needs within the study corridor. Petrick and I will be attending and will report back to the Board.
PUBLIC COMMENT
Dave Ferro, a 25 year Channahon resident, asked if anything more was heard about the Basin, if questions that were asked had been answered. Petrick responded that it was continued until the September 18th meeting and we have not heard any additional information.
Mr. Ferro expressed concern over the traffic flow through the construction area due to a recent motor vehicle accident involving his wife. He suggested that IDOT be notified. PW Director Dolezal and Chief Wolf stated that IDOT is aware, but they would express Mr. Ferro's concerns at their next meeting.

Trustee Scaggs made a motion to go into Executive Session at 6:22 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Perinar.
