Village of Minooka Board met September 26.

Here is the minutes provided by the Board:

Village President, Patrick Brennan called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Members present: Dave Deahl, Terry Houchens, Chad Hrechko, Dennis Martin, Dick Parrish, and Barry Thompson. Also present: Dan Duffy - Village Administrator, Ryan Anderson – Public Works Superintendent, Justin Meyer, Village Police Chief, John Harrington – Finance Director and Paul Pearson, Village Engineer.

Changes to Agenda – No changes.

Review of Minutes – Minutes of the Village Board Meeting of August 22, 2017 were reviewed. Trustee Houchens moved, Trustee Deahl seconded the motion to accept the minutes of August 22, 2017 Village Board Meeting as presented.

Ayes: Thompson, Hrechko, Parrish, Martin, Deahl, Houchens

Nays: None

Motion carried.

Bills and Transfers - Trustee Martin moved, Trustee Houchens seconded the motion to approve the Bills and Transfers as presented.

Ayes: Houchens, Parrish, Martin, Deahl, Hrechko, Thompson

Nays: None

Motion carried.

Treasurer’s Report - Trustee Martin moved, Trustee Houchens seconded the motion to approve the Treasurer’s Report as presented.

Ayes: Parrish, Hrechko, Thompson, Houchens, Deahl, Martin

Nays: None

Public Forum – President Brennan opened the public forum at 7:03 p.m.

Debbie Militello with the Will County Board introduced herself to the board and briefed everyone on the Enbridge presentation that will be held on Wednesday – October 11, 2017 at 8:00 a.m. at the Channahon Village Hall.

President Brennan closed the public forum at 7:12 p.m.

Consent Agenda – Mr. Dan Duffy read the titles of five (5) items (9A-9E). Trustee Thompson moved, Trustee Parrish seconded the motion to accept the Consent Agenda.

Ayes: Houchens, Parrish, Martin, Deahl, Hrechko, Thompson

Nays: None

Resolution Awarding 2018-21 Landscape & Lawn Maintenance Program to Ramiro Guzman Landscaping ($54,009.76)– Trustee Thompson moved, Trustee Parrish seconded the motion to pass Resolution #2017R-2113, Awarding 2018-21 Landscape & Lawn Maintenance Program to Ramiro Guzman Landscaping ($54,009.76).

Ordinance Authorizing Rezoning (Map Amendment) Land Located in the Village of Minooka (Thomas and Lillie Fleming Vacant Parcel on Holt Road) – Trustee Houchens moved, Trustee Martin seconded the motion to pass Ordinance #2017-18, Authorizing Rezoning (Map Amendment) Land Located in the Village of Minooka (Thomas and Lillie Fleming Vacant Parcel on Holt Road).

Ayes: Martin, Houchens, Thompson, Hrechko, Deahl, Parris

Nays: None

Motion carried.

Appointment/Swearing in of Mr. Dwayne Wilkerson to the Minooka Police Commission – Trustee Parrish moved, Trustee Martin seconded the motion to approve Appointment/Swearing in of Mr. Dwayne Wilkerson to the Minooka Police Commission).

Ayes: Martin, Houchens, Thompson, Hrechko, Deahl, Parrish

Nays: None

Staff Reports – Mr. Duffy stated that the staff reports stands as submitted.

Liquor Commission Report:

Ordinance Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- Decreasing Class A2 from 4 to 3 (Lacey’s Place Closed)– Trustee Thompson moved, Trustee Parrish seconded the motion to pass Ordinance #2017-19, Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- Decreasing Class A2 from 4 to 3 (Lacey’s Place Closed).

Ayes: Deahl, Thompson, Parrish, Houchens, Martin, Hrechko

Nays: None

Motion carried.

Ordinance Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- Increasing Class A from 1 to 2 (Villa Nueva Mexican Bar & Grill located at 107 Mondamin St.) – Trustee Thompson moved, Trustee Hrechko seconded the motion to pass Ordinance #2017-20, Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- Increasing Class A from 1 to 2 (Villa Nueva Mexican Bar & Grill located at 107 Mondamin St.).

Ayes: Thompson, Hrechko, Parrish, Martin, Deahl, Houchens

Nays: None

Motion carried.

Annexation Committee Report – President Brennan stated that there was nothing to report.

Executive Session – President Brennan announced there was a need for an executive session. Trustee Thompson moved, Trustee Parrish seconded the motion to move into an Executive Session at 7:25 p.m.

Ayes: Deahl, Houchens, Hrechko, Martin, Parrish, Thompson

Nays: None

Motion carried.

Trustee Thompson moved, Trustees Martin and Parrish seconded the motion to move back into a Regular Meeting Session at 7:37 p.m.

Ayes: Parrish, Hrechko, Thompson, Houchens, Deahl, Martin

Nays: None

Motion carried.

Action from Executive Session – No action needed.

As Appropriate – An announcement was made to remind everyone of the 9th Annual Community Picnic that will be held at Lion’s Park on Sunday – October 1, 2017 from 1:00 p.m. to 4:00 p.m.

Trustee Thompson moved, Trustee Parrish seconded the motion to adjourn at 7:42 p.m. All voted aye, meeting adjourned.
