Channahon Village Board met September 5.

Channahon Village Board met September 5.

Here is the minutes provided by the Board:

Village President Missey Moorman Schumacher called the meeting to order at 6:30 p.m. and led the Board in the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, Perinar, McMillin, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development & Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director Public Works Ed Dolezal, Chief of Police Jeff Wold, Village Attorney Jim Murphy and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

Citizen/Special Requests/Public Hearing:

A. Public Hearing – Annexation Agreement for Tank Cleaning Solutions, LLC VP Moorman Schumacher stated Tank Cleaning Solutions, LLC is still working on the easement for their public sewer, so they’ve requested that this be continued to the September 18th meeting.

Trustee Slocum made a motion to continue the public hearing to the September 18, 2017 Board meeting for an Annexation Agreement for Tank Cleaning Solutions, LLC. Seconded by Trustee Perinar.

Roll Call Ayes: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

Nays: None Motion Carried

Public Comment

Consent Agenda

F. Consider Approval – Salary Adjustment for Fiscal Year 2016-2017 for a Deputy Chief Position in the amount of 4.5%

G. Approve Payment of the Bills List of September 5, 2017 for $242,554.29

H. Approve Payment of Net Payroll Expenses for the two week period ending August 27, 2017 for $110,727.92

Trustee Scaggs made a motion to approve the consent agenda as read. Seconded by Trustee Greco.

Roll Call Ayes: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

Nays: None Motion Carried

Reports & Communications From Village Officials:

A. Village President

• Acceptance of Resignation for Police Chief

• Request for Outside Employment

Trustee Host made a motion to approve the acceptance of resignation for Police Chief and request for outside employment.

Roll Call Ayes: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

Nays: None Motion Carried

VP Moorman Schumacher congratulated Chief Wold on his retirement and wished him the best of luck in his future endeavors.

Proclamation – Designating September 17 through 23 as Constitution Week

VP Moorman Schumacher read the Proclamation.

Lynn Freebus, Constitution Week Chair, introduced other the members from the Louis Joliet Chapter of Daughters of the American Revolution, Mary Enhardt – Regent, Bobbi Borbas – 2nd Vice Regent and Lona Jakaitis – Past Recording Secretary. She thanked the Board for inviting them to the meeting and to receive this proclamation recognizing the 230th anniversary of the signing of the Constitution.

Mary Enhardt stated the U.S. Constitution was written in 1787 and was signed on September 17th. It wasn’t until 1788 that it was ratified, by the necessary 9 states. Of the written national constitutions, the U.S. Constitutions has endured longer than any other Constitutions in the world and it is actually used as a model for a lot of other countries. In 1955, as a way of recognizing and preserving the importance of the U.S. Constitutions, the National Society of the Daughters of the American Revolution petitioned Congress to have a week of observance and Dwight D. Eisenhower signed it into law on August 2, 1956, thus Constitution Week began. The Louis Joliet Chapter National Society of Daughters of the American Revolution continues to preserve our national history by provided Constitution Week displays in our local libraries, posters in our local schools and requesting proclamation from our local municipalities. We are grateful to VP Moorman Schumacher and the Board of Trustees for recognizing this important document in our Nation’s history and supporting the work of the National Society of Daughters of the American Revolution.

B. Village Administrator:

A Resolution Designating the 2018 Meeting Dates and Times 2018 Holiday Schedule Trustee Greco made a motion to approve the resolution designating the 2018 meeting dates and times and the 2018 holiday schedule. Seconded by Trustee Perinar.

Roll Call Ayes: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

Nays: None Motion Carried

Durkin stated there is a public hearing at the Planning and Zoning Commission meeting held here on September 11 at 6 p.m. in regard to backyard chickens. Also, there is a official ground- breaking on September 28 at 11 a.m. for the Venture One project.

C. Community Development & Information

Petrick stated all I have is the Planning and Zoning Commission Regular Meeting, Monday, September 11, 2017 at the Channahon Municipal Building at 6:00 p.m. The Planning and Zoning Commission will collect all the public testimony. They may make a recommendation; they have 60 days to make a recommendation.

D. Finance Department

An Ordinance Amending the Village of Channahon Code of Ordinances with Respect to the Fee for Video Gaming Terminals

Finance Director Heather Wagonblott stated the amended ordinance wouldn’t take effect until January 2019.

Trustee Scaggs stated he would like to see it amended to a 5 year plan.

Board direction is to amend the ordinance to a 5 year plan and leave as first read, to the owner’s ample time and notice.

E. Police Department:

Chief of Police Wold stated there was nothing to report tonight.

F. Public Works Department

An Ordinance Providing for the Addition of East Frontage Road, FR 13.13, Beginning at a point 2880 feet from the South Edge of Pavement of U.S. Route 6 (Eames Street) at the end of the relocated East Frontage Road heading Southerly 1.30 miles to the North Edge of Pavement of Bluff Road, between the East Right of way line and the access control fence, in its entirety, to the Municipal street system of the Village of Channahon, Will and Grundy Counties, Illinois

Trustee Greco made a motion to approve an ordinance providing for the addition of East Frontage Road, FR 13.13, Beginning at a point 2880 feet from the South Edge of Pavement of U.S. Route 6 (Eames Street) at the end of the relocated East Frontage Road heading Southerly 1.30 miles to the North Edge of Pavement of Bluff Road, between the East Right of way line and the access control fence, in its entirety, to the Municipal street system of the Village of Channahon, Will and Grundy Counties, Illinois and waive second read. Seconded by Trustee Scaggs.

Resolution for Improvement by Municipality Under Illinois Highway Code Trustee Perinar made a motion to approve Resolution for Improvement by Municipality Under Illinois Highway Code. Seconded by Trustee Host.

Roll Call Ayes: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

Nays: None Motion Carried

Trustee Scaggs made a motion to approve the 2017 Various Crack Fill and Fog Seal Project and Crack Fill and Fog Seal Project Change Order #1. Seconded by Trustee Perinar.

Roll Call Ayes: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

Nays: None Motion Carried

SouthField Church – Release Maintenance Guarantee

Trustee Greco made a motion to approve the SouthField Church – Release Maintenance Guarantee. Seconded by Trustee Slocum.

Roll Call Ayes: Greco, Host, Perinar, McMillin, Scaggs and Slocum.
