Village of Channahon Tree Board met Oct. 16.

Here is the minutes provided by the Board:

Village President Missey Moorman Schumacher called the meeting to order at 6:40 p.m. and led the Board in the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, Perinar, McMillin, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development & Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director Public Works Ed Dolezal, Chief of Police Jeff Wold, Village Attorney Jean Kenol and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

PUBLIC COMMENT

CONSENT AGENDA

A. Consider Approval –Minutes –Committee –October 2, 2017

B. Consider Approval –Minutes –Board –October 2, 2017

C. Approve Payment of Bills List of October 16, 2017 for $4,030,166.43

D. Approve Payment of Net Payroll Expenses for the two week period ending October 8, 2017 for $106,737.70

Finance Director Heather Wagonblott stated that item C is such a large number due to the Village receiving the 2nd installment of the TIF property tax revenue. She stated that per the bond ordinance the Village must turn the funds over to the bank that then distributes the funds after the joint review board meeting, which occurs in November/December. She stated that $3,841,302.70 is the amount of the check going to the bank; leaving $188,863.73 is the remaining balance of the Accounts Payable.

Trustee Slocum made a motion to approve the consent agenda as read. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

NAYS: NONE MOTION CARRIED

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

VP Moorman Schumacher congratulated the Junior High Girls Cross Country team on their victory at the state tournament. She also mentioned that Trustee Host’s daughter Jocelyn is on that team.

Trustee Host stated the girls were very excited. She stated there was a group of 7 girls that ran, with 3 alternates and they were quite the team throughout the season. She said the team placed 4th overall in State. She stated that they had 2 all-state runners in the top 25 –Kathryn Cichon and Jocelyn Host.

B. VILLAGE ADMINISTRATOR

Amendment to Chapter 156 Zoning Regulations, regarding the Keeping of

“Backyard Chickens”

Durkin stated that he had nothing further to add.

Board direction was to leave this item as a first read and vote on it at the next Village Board Meeting on November 6, 2017.

Durkin stated that the monthly report is included in the packet and asked if anyone had questions.

C. COMMUNITY DEVELOPMENT & INFORMATION

 Monthly Report –September 2017

Petrick stated that the monthly report is in the packet and he went through the statistics of the report. He also stated that the Planning and Zoning meeting last week did not happen due to lack of quorum. He had previously stated there would be a special meeting in October but due to notification and quorum issues was unable to happen. The November 13, 2017 Planning and Zoning Commission meeting will have several items for public hearing. Those items will be presented to the Village Board at the November 20th meeting.

D. FINANCE DEPARTMENT

Wagonblott stated that the monthly report is included in the packet and asked if anyone had questions.

E. POLICE DEPARTMENT

Wold stated that the monthly report is included in the packet and asked if anyone had questions.

F. PUBLIC WORKS DEPARTMENT

·A Resolution to Enter into an Agreement with MPLD Crossroads 55 I, LLC Regarding Permittee on IDOT Utility Permit Application

·Crossroads 55 (VentureOne) Development –Contract with Midwest Testing Services for Professional Material Testing Services

·2017 Road Maintenance Project #2 –waiving certain contract bidding requirements

·2017 Road Maintenance Material Testing Project #2

Trustee Perinar made a motion to approve A Resolution to Enter into an Agreement with MPLD Crossroads 55 I, LLC Regarding Permittee on IDOT Utility Permit Application, the Crossroads 55 (VentureOne) Development –Contract with Midwest Testing Services for Professional Material Testing Services, the 2017 Road Maintenance Project #2 waiving certain contract bidding requirements, and the 2017 Road Maintenance Material Testing Project #2. Seconded by Trustee Greco.

Dolezal stated that the monthly report is included in the packet and asked if anyone had questions.

G. VILLAGE ATTORNEY

Attorney Jean Kenol stated that he had nothing to report.

COMMITTEE REPORTS

Trustee Sam Greco - Finance/Human Resources –No Report.

Trustee Patricia Perinar –Community & Legislative Affairs –No Report.

Trustee Chantal Host –Public Safety/Emergency Support

Trustee Host stated that the Chief has been keeping her up-to-date on things going on at the Police Department. They were happy to report that they have about 20 applications for the lateral entry-level police officer openings. She believes that this shows that Channahon is a very desirable town. She stated that the Village President, the Chief of Police, the Deputy Chiefs and Human Resources would be conducting interviews later in the week or next week. The Chief and Sergeant Pozen will be making a community police presentation to the park district staff on November 3rd and she also congratulated Deputy Chief Shane Casey who was elected to be the 2018 President of Grundy County Law Enforcement Managers Association.

Trustee Scott McMillin –Public Works and Facility –No Report.

Trustee Mark Scaggs –Community Development Trustee Scaggs stated the river is starting to go down from the 8-9 inches of rainfall in Lisle/Naperville, his backyard is one of the official measuring sticks. He stated that as of 2:00 p.m. the levels were going down.

Trustee Scott Slocum –Technology/Community Image/Code Enforcement –No Report.

EXECUTIVE SESSION

Trustee Perinar made a motion to open Executive Session at 6:52 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Slocum.

ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

NAYS: NONE MOTION CARRIED

Trustee Greco made a motion to close Executive Session at 7:14 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Perinar.

ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

NAYS: NONE MOTION CARRIED

ADJOURNMENT

Trustee Host made a motion to adjourn the meeting at 7:20 p.m. Seconded by Trustee Perinar.
