Village of Diamond Board met Oct. 24.

Here is the agenda provided by the Board:

The scheduled meeting of the Diamond Village Board was held on Tuesday, October 24, 2017 at 6:00 p.m. with Finance Commissioner Carolyn Wilson presiding. Upon roll call Commissioners present were Mark Adair and Jeff Kasher. Dave Warner arrived at 6:02pm.

Approval of Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the 10/10/2017 regular meeting minutes as reviewed and place on file. All Ayes; Motion Carried.

Approval of September Treasurer’s Report

MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to approve the September Treasurer’s Report and place it on file. All Ayes; Motion Carried.

Approval of October 24, 2017 Bill List and additional Bill List

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the October 24, 2017 bill list with additional bill list and place it on file. All Ayes; Motion Carried.

Public Comment None

New Business Accept and Approve Grundy County Animal Control IGA for December 1, 2017 through November 30, 2018 Commissioner Wilson presented the information. Commissioner Kasher inquired what the increase was under the new contract. Village Clerk Lori Holmes stated there is an approximate 8% decrease from the current year contract to this new contract.

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve and accept the Grundy County Animal Control IGA starting December 1, 2017 through November 30, 2018. All Ayes; Motion Carried.

Approve V.F.W. St. Juvin Post 1336 “Buddy Poppies” Day November 4, 2017

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the V.F.W. St. Juvin Post 1336 Buddy Poppies Day for November 4, 2017. All Ayes; Motion Carried.

Sunshine Garden Water Bill Commissioner Wilson presented the letter from Mayor Kernc regarding this issue. Sarah Beach from Sunshine Garden Center was present. Beach explained the issues her business is experiencing. After discussion, decision was made to credit Sunshine Garden Center for the sewer and sewer surcharge in the amount of $146.46 and for those items on the upcoming November bill.

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve a credit of $146.46 for sewer and sewer surcharge and credit those items for the November 2017 upcoming bill. All Ayes; Motion Carried.

Old Business Grundy and Will County Sheriff’s Monthly Update Commissioner Wilson presented the Will County Sheriff’s office report. Commissioner Warner stated there was a rash of car break-ins on Will Road this past week.

Approve Atlas Companies Phased Market Study Proposal This item was passed.

890 S. Laura Lane; Swimming Pool Requirement Violation Commissioner Wilson stated the fence has been installed per ordinance.

Legal Counsel No Report

Engineer Updates Absent

Maintenance Updates Public Works Director Austin Vining stated the Border Street project is almost complete except for the catch basin. The LED streetlight installation has started and the fire hydrant flushing will be completed soon.

Clerk Updates Village Clerk Lori Holmes stated an annual 5% water and sewer increase will be in effect on the November utility bill.

Commissioner Comments

Commissioner Kasher: Commissioner Kasher addressed some concerns to Public Works Director Austin Vining. Kasher stated he would like the bollards installed at the McGinty Street generator before winter. Kasher also stated the entrance to Midland States Bank from Berta Road is washing away and the curb is tipping. This needs to be addressed.

Commissioner Wilson: No Comment

Commissioner Adair: Commissioner Adair stated Planning and Zoning Coordinator Cindy Haywood has reached out to the owner of the apartments on Will Road however, she has not heard back from him.

Commissioner Warner: Commissioner Warner stated he will be attending a meeting at the Village of Coal City which someone from the county will be presenting information regarding water table concerns.

Mayor Kernc: Absent

Motion to Adjourn

MOTION was made to adjourn the meeting at 6:35 p.m. by Commissioner Kasher, SECOND by Commission Adair. All Ayes; Motion Carried.
