Village of Channahon Board of Trustees met Nov. 20.

Here is the minutes provided by the Board:

Village President Missey Moorman Schumacher called the meeting to order at 7:11 p.m. and led the Board in the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, Perinar, McMillin, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development & Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director Public Works Ed Dolezal, Chief of Police Jeff Wold, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

CITIZEN/SPECIAL REQUESTS/PUBLIC HEARING

Annexation Agreement Amendment for Keating Pointe Trustee Slocum made a motion to open the Public Hearing for an Annexation Agreement Amendment for Keating Pointe. Seconded by Trustee Scaggs. 

ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

NAYS: NONE 

MOTION CARRIED

Mike Petrick presented to the board the proposed amendment to the annexation agreement as requested by Core Homes. This included a reiteration or his presentation made earlier at the Committee of the Whole Meeting.

Several residents (Mark Brozovich, Kelly Housman, Steven Keith, Jeremy McPherson, Caroline Spreitzer and Vicki Wilcox) from the Woods of Aux Sable spoke in opposition of the Annexation Agreement Amendment for Keating Pointe. They stated in abundance that these proposed single-family homes could potentially decrease the values of their homes. In addition, potential buyers (Amy & Christopher Vauscheck) stated they have the luxury of deciding whether to move to the Woods of Aux Sable based on the Village’s Boards vote. They currently live in Shorewood but have decided that Channahon is the community they want to live and raise their family. Phillip Lawrence, a ReMax agent from Plainfield, who represents potential buyers in the Woods of Aux Sable also expressed concerns regarding the proposed amendment to the Annexation Agreement and the potential for loss.

Residents of Keating Pointe (Joanne Connelly & Jim Wally) spoke in support of the Annexation Agreement stating they are looking forward to the subdivision being fully developed. They stated that between the weeds and people dumping the subdivision is an eyesore and they have lived there for 10 years and are ready for it to be developed.

John Major, representative from Core Homes, spoke of the floor plans for each of the models proposed and addressed many questions from the residents. He also reiterated information about the development that was discussed during the Committee of the Whole meeting earlier this evening.

Trustee Slocum left the meeting.

Trustee Greco made a motion to close the Public Hearing for an Annexation Agreement Amendment for Keating Pointe. Seconded by Trustee Greco.

NAYS: NONE

Trustee Scaggs made a motion to approve the consent agenda as read. Seconded by Trustee Greco.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

Consider Approval - Appointment of Acting Police Chief VP Moorman Schumacher stated that this is an appointment of Deputy Chief Shane Casey to Acting Police Chief to be effective beginning December 1st at 5:00 p.m. until the time he is officially sworn in on December 4th.

Trustee Perinar made a motion to approve the Appointment of Acting Police Chief. Seconded by Trustee Greco.

VP Moorman Schumacher reminded residents that the Channaholidays Christmas Tree Lighting Ceremony with the Three Rivers Library District is on Sunday, December 3, 2017 from 3:00 p.m. – 5:00 p.m. She also stated the Bicentennial of the State – Flag Raising Ceremony will be done prior to the tree lighting on the same date.

VP Moorman Schumacher stated that the next item will be the Police Department – Hiring of Lateral Police Officers since both them and their families have been waiting for a long time this evening.

E. POLICE DEPARTMENT

Consider Approval – Hiring of Lateral Police Officers Wold stated due to two resignations, two patrol officer positions became available. He further stated that the candidates for consideration, Albert DiStefano and Michael Libermann have completed all of the hiring criteria as required by Village of Channahon Ordinances. He is seeking the Board’s approval to hire both candidates at a starting rate of $58,416.28 per year. He also stated that if approved, their first day of service would be on December 4, 2017.

Trustee Perinar made a motion to approve the Hiring of Lateral Police Officers. Seconded by Trustee Host.

VP Moorman Schumacher gave both Albert DiStefano and Michael Liebermann the Oath of Office, presented them with their badges and welcomed them aboard.

B. VILLAGE ADMINISTRATOR

Consider Approval – An Ordinance Amending the Channahon Code of Ordinances with Respect to Village Privilege Tax on the Purchase of Diesel Motor Fuel at Retail Durkin reminded the Board this would increase the Diesel Motor Fuel tax from $0.09 to $0.11. He also stated that the passenger car Motor Fuel Tax would remain at $0.04.

Trustee Greco made a motion to approve an Ordinance Amending the Channahon Code of Ordinances with Respect to Village Privilege Tax on the Purchase of Diesel Motor Fuel at Retail. Seconded by Trustee McMillin.

Monthly Report – October 2017 Durkin stated that the monthly report was attached if the Board had any questions.

Durkin provided the Board with an update of the CMAP scope of services and he indicated January/February 2017 is the tentative time frame for consultant selection for the comprehensive plan update.

C. COMMUNITY DEVELOPMENT & INFORMATION

Consider Approval – Approval of Final Plat of Subdivision: Channahon Corporate Center Unit 1 Resubdivision No. 1

Trustee Perinar made a motion to approve Final Plat of Subdivision: Channahon Corporate Center Unit 1 Resubdivision No. 1. Seconded by Trustee Greco. 

ROLL CALL AYES: Greco, Host, Perinar, McMillin and Scaggs.

Consider Approval – An Ordinance of the Village of Channahon, Will and Grundy Counties, State of Illinois, to Reclassify Certain Property to C-3 General Business and Grant a Special Use Permit for the Operation of a Car Wash at PIN #10-17-115-002-0000 (Casey’s)

Trustee Perinar made a motion to approve an Ordinance of the Village of Channahon, Will and Grundy Counties, State of Illinois, to Reclassify Certain Property to C-3 General Business and Grant a Special Use Permit for the Operation of a Car Wash at PIN #10-17-115-002-0000 (Casey’s) and waive second read. Seconded by Trustee Scaggs.

Board Direction was to leave this item as a first read and contact the Grundy County Assessor to find out if home values in the Woods of Aux Sable would be affected is this was approved. This item will potentially be on the agenda for the December 4, 2017.

Monthly Report – October 2017 Petrick stated that the month report was attached if the Board had any questions.

D. FINANCE DEPARTMENT

Finance Department Summary Report – October 2017 Wagonblott stated the Finance Department Summary Report was attach if the Board had any questions.

F. PUBLIC WORKS DEPARTMENT

Consider Approval – Resolution of Support for Submission of the Bridge Street Multi-Use Path (Phase 3 East) Project to IDOT for Consideration

Trustee Perinar made a motion to approve the Resolution of Support for Submission of the Bridge Street Multi-Use Path (Phase 3 East) Project to IDOT for Consideration. Seconded by Trustee Greco. 

ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

NAYS: NONE

G. VILLAGE ATTORNEY Attorney David Silverman stated he had nothing to report.

COMMITTEE REPORTS Trustee Sam Greco - Finance/Human Resources – No Report.

Trustee Patricia Perinar – Community & Legislative Affairs

Trustee Perinar reminded residents that 2018 animal tags are now available and to bring in your pets updated vaccination information to obtain their 2018 tag. She also reminded residents that the Channaholiday Tree Lighting event is scheduled for December 3rd from 3:00 p.m. – 5:00 p.m. and that Navajo Drive will be closed during that time. She also stated the Channaholidays Home Decorating Contest will take place on December 8th and to call the Village to sign up or nominate a neighbor. She stated that Chief Wold’s Open House is on Friday, December 1st.

Trustee Chantal Host – Public Safety/Emergency Support – No Report.

Trustee Scott McMillin – Public Works and Facility Trustee McMillin stated Public Works has been working with the Minooka Fire Protection District and the Channahon Fire Protection District on preparations for accidents that they would be assisting in.

Trustee Mark Scaggs – Community Development Trustee Scaggs stated that a Budget workshop needs to be scheduled. Finance Director Wagonblott indicated that this occurs in February/March prior to the start of the fiscal year.

Trustee Scott Slocum – Technology/Community Image/Code Enforcement – No Report.

EXECUTIVE SESSION Trustee Perinar made a motion to open Executive Session at 8:49 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Greco. ROLL CALL AYES: Greco, Host, Perinar, McMillin, and Scaggs.

NAYS: NONE
