Coal City Village Planning and Zoning Board met Nov. 20.

At 7 p.m. on Monday, November 20, 2017, chairman Georgette Vota called to order the meeting of the Coal City Planning and Zoning Board in the boardroom of the Village Hall. Roll call-Members Maria Lewis, Richard Crotteau, John Hawkinson and Irving DeWald. Absent; Max Valdez. Also in attendance was Matt Fritz, village administrator and Richard Malone, building and zoning official.
The minutes of the November 6, 2017 meeting were presented for approval. Hawkinson moved to approve the minutes as written, second by Lewis. Roll call-Ayes; Lewis, Crotteau, Wota and Hawkinson. Nays; none. Absent; Waldez. Pass; DeWald. Motion carried. --

Zoning Change Request

Hoffman Property Holdings, LLC
Mr. Fritz explained that the petitioners are not ready to present their findings at this meeting. There are two major concerns to be rectified before continuing with the Zoning request. Those concerns are the utilization of the railroad crossing by the UP railroad on E. Spring Road and the Reed Road access road. Discussion included:
o Approved PUD
o 66’ easement for ingress/egress (access road) relocated on the east side of the property
o Access to Reed Road from Spring Road has to be allowed for the property north of the development o Because of frequency of trains on the UP railroad and train load (Elwood and Wilmington distribution) railroad plans to utilize the Spring Road crossing for train entrance into the Hoffman Property Holdings development
o Manifest freight will be delivered into the development from 9-11 a.m., Monday, Wednesday and Friday o if they intend to use the Spring Road crossing, a pedestrian gate is needed.
Lewis moved to continue the Public Hearing on the zoning request for Hoffman Property Holdings until December 4, 2017 meeting, second by Crotteau. Roll call-Ayes; Lewis, Crotteau, Wota, Hawkinson and DeWald. Nays; none. Absent; Waldez. Motion carried.
Mr. Fritz announced that a Public Hearing will be held on December 4, 2017 for text amendments. A proposed ordinance was presented for the Board's review. Possibly an Ad Hoc Committee could be formed to review the proposed ordinance prior to the December 4th Public Hearing. This Board was asked to review the proposed ordinance and relay their comments and concerns to Mr. Fritz before the December 4 Public Hearing date.
The GC2-2017 Grundy County Growth Conference is scheduled for Friday, December 1 from 8am-noon. Mr. Fritz asked if there were any Board members that might be interested in attending. Those who volunteered were Richard Crotteau and John Hawkinson. Their reservations will be submitted.
Lewis moved to adjourn the meeting, Second by DeWald. All signified by saying aye. No one opposed. Motion carried and the meeting was adjourned at 7:37 p.m.
