Village of Channahon Board of Trustees Committee of the Whole met Dec. 4.

Here is the minutes provided by the Committee

Village President Missey Moorman Schumacher called the meeting to order at 6:02 p.m. with Trustees Greco, McMillin, Perinar, Scaggs and Slocum present. Trustee Host was not present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Acting Chief of Police Shane Casey, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

VILLAGE PRESIDENT

Appointment of Acting Police Chief An Ordinance Authorizing the Execution of an Employment Agreement VP Moorman Schumacher stated the agreement is what was presented in Executive Session last meeting. She asked the Board if they had any questions or comments. She also asked the Board if they felt if another Executive Session was needed prior to approval and waive of second read.

ADMINISTRATION DEPARTMENT

Village Administrator Tom Durkin stated he had no formal items.

COMMUNITY DEVELOPMENT & INFORMATION SYSTEMS

Director of Community Development and Information Systems Mike Petrick stated he had no formal items.

FINANCE DEPARTMENT

Annual Audit by Miller Cooper & Company, Ltd. Finance Director Heather Wagonblott stated that Betsy Allen, one of the partners, was present to give a brief overview of the April 30th, 2017 annual audit.

Betsy Allen reviewed the Comprehensive Annual Financial Report and Tax Increment Financing District Financial Statements, both for Fiscal year ended on April 30th, 2017. She also gave an overview of the Post SAS 114 Communication Letter and the Audit Management Letter and provided detailed information about the prior year adjustments that were made and recommendations for future audits. She thanked Finance Director Wagonblott and her staff for being so responsive and assisting in a smooth auditing process.

2017 Levy Wagonblott stated she would wait until the Public Hearing to do her 2017 Levy presentation.

POLICE DEPARTMENT

Acting Chief of Police Shane Casey stated he had no formal items.

PUBLIC WORKS DEPARTMENT

Director of Public Works Ed Dolezal stated he had no formal items.

COMMUNICATIONS Durkin stated that he provided to the Board the 2017 Annual Report for the CED that was provided during a presentation at their annual report to the investors last week. He stated that he would answer any questions the Board had.

PUBLIC COMMENT

Arnold Forrest, resident of Channahon, asked when they finish the improvements to US Route 6 are finished if there would be any walking paths on the northside of US Route 6 to Patricia Lane.

VP Moorman Schumacher stated there is not currently a walking path but there has been discussion. She stated the Village is applying for Illinois Transportation Enhancement Program (ITEP) Grants. She stated that the Village just got approved for an approximately $700,000 grants for improvements to the Bridge Street bike path.

Dolezal stated the project is currently in Phase 2 Engineering with a projected 2019 construction. He stated that the work on US Route 6 would bring a path to Manor Lane with a sidewalk on one side and a bike path on the other. He stated the intent is to get it extended at some point in the future.

VP Moorman Schumacher stated that it would be completed up to Manor Lane. She also stated that it is on the Board’s radar and the Village will keep applying for grant money for bike paths.

Mr. Forrest stated that area of roadway makes it difficult for people that want to walk.

Durkin asked Dolezal if a study had been done on that extension of the path that Mr. Forrest is referring to.

Dolezal stated the State has done a Phase 1 study of US Route 6 all the way down to McDonough, however there was no letter of intent for that area of bike path.

Durkin stated the Village has been successful with the ITEP grants because Phase 1 studies were completed prior to the Village applying for the grants. He stated that a Phase 1 study would have to be in all likelihood be completed prior to the Village applying for grants for the extension of a path to Patricia Lane.

VP Moorman Schumacher stated with the new interchange reconstruction widening Route 6 to four lanes to Manor Lane and, if the Houbolt Road Bridge Project goes through, that will leave a small section of US Route 6 with two lanes. She stated that she and Administrator Durkin sit on the Will County Freight Advisory Board and the complete widening of Route 6 from I-55 to

Houbolt Rd. was listed as one of 90 critical projects within Will County. She stated now it is listed as a top-tier project and is within the top 11 to hopefully be funded in the near future. Hopefully the bike path extension could be added at that time.

Michelle DiBartolomeo, resident of Channahon, stated that she lives off of Steve Rittof Drive and she and other neighbors have been having issues with the Dollar General delivery drivers damaging their yards and mailboxes. She asked if there was any update on what was going to be done. She stated that the drivers back into her driveway, all the way up to her garage door.

Acting Chief Casey stated he would work with Dollar General to alleviate the damage and find a better solution for deliveries. He also asked Mrs. DiBartolomeo to call the police station if she sees a delivery truck so they can get a squad over and speak with the driver.
