Village of Channahon Board of Trustees met Dec. 18.

Here is the agenda provided by the Board:

Village President Missey Moorman Schumacher called the meeting to order at 7:43 p.m. and led the Board in the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, Perinar, McMillin, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development & Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney David Silverman and Village

Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

CONSENT AGENDA

A. Consider Approval – Minutes – Committee – December 4, 2017

B. Consider Approval – Minutes – Board – December 4, 2017

C. Approve Payment of Bills List of December 18, 2017 for $215,434.95

D. Approve Payment of Net Payroll Expenses for the two week period ending December 3, 2017 for $111,831.76

Trustee Scaggs made a motion to approve the consent agenda as read. Seconded by Trustee Greco.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

VP Moorman Schumacher wished everyone happy holidays and Merry Christmas. She thanked everyone for being there throughout the year and the best in 2018.

B. VILLAGE ADMINISTRATOR

Contribution to the Will County Center for Economic Development

Durkin stated the Village has been a member of the Center for Economic Development for a several years and this is a budgeted amount.

Trustee Slocum made a motion to approve the contribution of $5,000 to the Will County Center for Economic Development. Seconded by Trustee Scaggs.

An Ordinance Amending the Channahon Code of Ordinances with regard to Liquor License Fees

Trustee Perinar made a motion to approve An Ordinance Amending the Channahon Code of Ordinances with regard to Liquor License Fees. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

C. COMMUNITY DEVELOPMENT & INFORMATION

Core Homes – The Villas of Keating Pointe

· An Ordinance Authorizing the Execution of the First Amendment to the Annexation and Development Agreement between Core Homes, Channahon Investors, LLC and the Village of Channahon, An Illinois Home Rule Municipal Corporation, Will and Grundy Counties, Illinois

Trustee Perinar made a motion to approve An Ordinance Authorizing the Execution of the First Amendment to the Annexation and Development Agreement between Core Homes, Channahon Investors, LLC and the Village of Channahon, An Illinois Home Rule Municipal Corporation, Will and Grundy Counties, Illinois. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Perinar, McMillin, Scaggs, Slocum and VP Moorman

Schumacher.

· Approval of Final Plat – The Villas of Keating Pointe Phase 1

· Approval of Preliminary Plat – The Villas of Keating Pointe Phases 2 & 3

Trustee Scaggs made a motion to approve An Ordinance of the Village of Channahon, Will and Grundy Counties, State of Illinois to Amend a Special Use Permit for a Planned Unit Development at Certain Property known as Keating Pointe, the Approval of Final Plat – The Villas of Keating Pointe Phase 1 and the Approval of Preliminary Plats – The Villas of Keating Pointe Phases 2 & 3 with both plat approvals pending staff approval. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Perinar, McMillin, Scaggs and Slocum.

Petrick stated the monthly report was attached if the Board had any questions and 106 new home permits have been issued for the year.

D. FINANCE DEPARTMENT

An Ordinance for the Levy and Assessment of Taxes for the Village of Channahon, Will and Grundy County, Illinois for the Fiscal Year Beginning May 1, 2017 and ending April 30, 2018

Trustee Perinar made a motion to approve An Ordinance for the Levy and Assessment of Taxes for the Village of Channahon, Will and Grundy County, Illinois for the Fiscal Year Beginning May 1, 2017 and ending April 30, 2018 and waive second read. Seconded by Trustee Slocum.

ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

NAYS: NONE

E. POLICE DEPARTMENT

Chief Casey stated the monthly report was attached if the Board had any questions.

F. PUBLIC WORKS DEPARTMENT

Engineering Contract to provide Design Services for Wastewater Treatment Plant Expansion, Phase 2 Trustee Perinar made a motion to approve an Engineering Contract to provide Design Services for Wastewater Treatment Plant Expansion, Phase 2. Seconded by Trustee Scaggs.

ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

NAYS: NONE

Award the Keating Pointe Subdivision Improvements Project

Trustee Slocum made a motion to award the Keating Pointe Subdivision Improvements Project.

Seconded by Trustee Perinar.

COMMITTEE REPORTS

Trustee Sam Greco - Finance/Human Resources

Trustee Greco wished everyone a happy holiday season.

Trustee Patricia Perinar – Community & Legislative Affairs

Trustee Perinar informed everyone of a meeting on January 11th at University of Saint Francis, in the auditorium, right next to the Sullivan Center, to discuss local highways, doors open at 5:30 p.m. and seating is limited.

Trustee Chantal Host – Public Safety/Emergency Support

Trustee Host stated the Channahon Police Department has formed a team to participate in the St. Baldrick’s event. She stated the event would take place on March 10th at Skateland.

Trustee Scott McMillin – Public Works and Facility – No Report.

Trustee Mark Scaggs – Community Development

Trustee Scaggs wished everyone a Merry Christmas. He asked what the construction schedule was for Bluff Rd.

Dolezal stated there is a guardrail that needs to be installed before winter is here. The remainder of the work will be completed in the Spring of 2018.

Trustee Scott Slocum – Technology/Community Image/Code Enforcement

Trustee Slocum thanked staff on a productive year.

EXECUTIVE SESSION

Trustee Slocum made a motion to open Executive Session at 7:57 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Scaggs.

ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

NAYS: NONE

MOTION CARRIED

Trustee Host made a motion to close Executive Session at 8:25 p.m. for Appointment,

Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Greco.
