Village of Diamond Village Board met December 12. 

Here is the minutes as provided by the board:

The scheduled meeting of the Diamond Village Board was held on Tuesday, December 12, 2017 at 6:00 p.m. with Mayor Teresa Kernc presiding. Upon roll call Commissioners present were Mark Adair, Jeff Kasher and David Warner. Absent-Carolyn Wilson.


Approval of Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the 11/28/2017 regular meeting minutes as reviewed and place on file. Ayes-Adair, Kasher and Kernc; Abstain-Warner; Motion Carried.

Approval of December 12, 2017 Bill List

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the December 12, 2017 bill list and additional bill list and place it on file. All Ayes; Motion Carried.

New Business

Approve Ordinance #2017-22; An Ordinance Providing for the Abatement of Certain Taxes Heretofore Levied by the Village of Diamond in Connection with the Issue of $1,800,000.00 Taxable General Obligation Bonds Series 2010

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to approve the Approve Ordinance #2017-22; An Ordinance Providing for the Abatement of Certain Taxes Heretofore Levied by the Village of Diamond in Connection with the Issue of $1,800,000.00 Taxable General Obligation Bonds Series 2010. All Ayes; Motion Carried.

Approve Ordinance #2017-23; An Ordinance for the Levying and Assessing of Taxes for the Village of Diamond in the Counties of Grundy and Will and State of Illinois for the Fiscal Year Ending April 30, 2018

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve Ordinance #2017-23; An Ordinance for the Levying and Assessing of Taxes for the Village of Diamond in the Counties of Grundy and Will and State of Illinois for the Fiscal Year Ending April 30, 2018. All Ayes; Motion Carried.

Approval for final payment to Van-Mack Electric in the amount of $19,093.40 for IL Route 113 Traffic Signal

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to approve the final payment to Van-Mack Electric in the amount of $19,093.40 for IL Route 113 Traffic Signal. All Ayes; Motion Carried.

Approval Terraco Agreement

This item was passed.

Old Business

Approve Village Insurance

Village Clerk Lori Holmes presented the proposals from Corkill Insurance and IMLRMA along with the cyber liability insurance policy from Great American Insurance. Holmes stated she received a new proposal with a rate reduction from Corkill Insurance. Holmes also presented a letter which she read aloud from Corkill Insurance. Blaine Kurth from IMLRMA was in attendance. After comparison of deductible amounts and cyber liability costs, discussion and decision was made to renew the Village’s Risk Management Insurance with IMLRMA and the cyber liability policy with Great American Insurance. MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve and renew the 2018 Risk Management Insurance with the Illinois Municipal League Risk Management Association and the Cyber Liability Insurance Policy with Great American Insurance. All Ayes; Motion Carried.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc presented the Will County Sheriff’s report.

Maintenance Updates

Public Works Director Austin Vining stated stop signs were installed on Kevin Drive. Vining stated there was an issue at the Diamond Estates lift station and the pumps failed along with the telecommunications alert system, therefore causing sewage backup into a residence on Laura Lane.
