Village of Minooka Board met Dec. 19.

Here is the minutes provided by the Board:

Village President, Patrick Brennan called the meeting to order at 6:30 p.m. followed by the Pledge of Allegiance. Trustees present: Dave Deahl, Terry Houchens, Chad Hrechko, Dennis Martin, Dick Parrish and Barry Thompson. Also present: Dan Duffy - Village Administrator, Justin Meyer, Village Police Chief, John Harrington – Finance Director and Chris Spesia, Village Attorney.

Changes to Agenda – No changes.

Review of Minutes – Minutes of the Village Board Meeting of November 21, 2017 were reviewed. Trustee Houchens moved, Trustee Hrechko seconded the motion to accept the minutes of November 21, 2017 Village Board Meeting as presented.

Ayes: Deahl, Houchens, Hrechko, Martin, Parrish, Thompson Nays: None Motion carried.

Bills and Transfers - Trustee Martin moved, Trustee Houchens seconded the motion to approve the Bills and Transfers as presented.

Ayes: Hrechko, Houchens, Martin, Parrish, Thompson, Deahl Nays: None Motion carried.

Treasurer’s Report - Trustee Martin moved, Trustee Houchens seconded the motion to approve the Treasurer’s Report as presented.

Ayes: Thompson, Parrish, Martin, Deahl, Hrechko, Houchens Nays: None Motion carried.

Public Forum – President Brennan opened the public forum at 6:33 p.m.

Chief Justin Meyer presented Officer Renee Parrish with a Life Saving Award. President Brennan read the Minooka School Choice Week Proclamation.

A resident (did not give name) spoke about motorcycles, SUV’s and such are running up and down the road at Feeney and Highgrove at a fast rate of speed and in the woods. She stated that she saw someone break the neck of a goose at the pound. All of this is near the area where CalAtlantic will be building she stated.

A resident (did not give a name) stated that people are drag racing out on Brannick Road. Chief Meyer stated that he would put a speed trailer down on Brannick Road.

President Brennan closed the public forum at 6:47 p.m.

Consent Agenda – Mr. Dan Duffy read the titles of seven (7) items (9A-9G). Trustee Thompson moved, Trustee Parrish seconded the motion to accept the Consent Agenda.

Unfinished Business – There was no unfinished business.

New Business Items Public Hearing for the 2017 Property Tax Levy – Noticed published in the Herald-News and Joliet Herald News on December 3, 2017 and in the Kendall County Record on December 7, 2017. President Brennan opened the public hearing at 6:49 pm.

Curt Jebens, 703 E. Cody Drive, stated the “the village as a whole has a problem coming soon with all of the developing coming in”. He stated that “the village needed some impact fees on the new developments and that taxes went through the roof because of the schools back when Neumann Homes was building in the village.” Mr. Jebens feels that residents are paying too much in taxes because of Minooka schools and that if the village does not implement impact fees then future residents will be paying too much.

Resident (did not give name) mentioned that the Special Assessment fees in Lakewood trails are hurting people trying to sell their homes.

Jeff Smith, 707 Feeney, stated that he was concerned about the property taxes and how it has gone up a lot and is hard to absorb.

Mr. Jebens spoke again and stated that more commercial businesses in the village help to fee money to the schools so the residents would not have to pay extra.

President Brennan closed the public hearing at 7:06 p.m.

Ordinance Adopting 2017 Property Tax Levy – Trustee Martin moved, Trustee Deahl seconded the motion to pass Ordinance #2017-31, Adopting 2017 Property Tax Levy.

Ordinance Modification to Add Curbing to Parking Lot Requirements– Trustee Thompson moved, Trustee Hrechko seconded the motion to pass Ordinance #2017-32, Approving Modification to Add Curbing to Parking Lot Requirements.

Ordinance Amending Title 1, Chapter 11, Personnel Manual – Sexual Harassment Policy Update – Trustee Deahl moved, Trustee Martin seconded the motion to pass Ordinance #2017-33, Amending Title 1, Chapter 11, Personnel Manual – Sexual Harassment Policy Update.

Resolution Urging Governor to Veto SB 1451– Trustee Houchens moved, Trustees Parrish & Thompson seconded the motion to pass Resolution #2017R-2136, Urging Governor to Veto SB 1451.

Resolution Approving AT&T Internet Agreement – Trustee Hrechko moved, Trustee Deahl seconded the motion to pass Resolution #2017R-2137, Approving AT&T Internet Agreement. Ayes: Parrish, Martin, Houchens, Thompson, Deahl, Hrechko Nays: None Motion carried.

Approving Notice of Planning & Zoning Commission 2018 Meeting Dates – Trustee Martin moved, Trustee Houchens seconded the motion to approve the Notice of Planning & Zoning Commission 2018 Meeting Dates.

Ayes: Hrechko, Houchens, Parrish, Thompson, Deahl, Martin Nays: None Motion carried.

Staff Reports – Mr. Duffy briefed the board about and thanked the Minooka Fire Department for bringing Mr. & Mrs. Clause to the Christmas event ‘A Village Christmas” in one of their fire engines. This event was held on December 9, 2017 in the village community room. Mr. Duffy also thanked the Minooka High School Culinary Arts class for making and donating all of the Christmas cookies for the Village Christmas event. He stated that more than 450 residents attend this event. Mr. Duffy also mentioned and thanked the Kiwanis Club, Knights of Columbus, AAA Silt Fencing and Heartland Bank for all of their donations to make the event a success as well.

The Christmas event also held a silent auction on a few donated items with all proceeds raised going to local charities. Total raised that was donated was around $600.00. Mr. Duffy also gave a big thanks to the events planner, Dawn Niner for a job well done in the planning of “A Christmas Village”.

Liquor Commission Report Ordinance Amending Title 3, Section 3-4-7(A) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code – Trustee Thompson moved, Trustee Parrish seconded the motion to pass Ordinance #2017-34, Amending Title 3, Section 3-4-7(A) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code.

Ayes: Martin, Thompson, Houchens, Hrechko, Deahl, Parrish Nays: None Motion carried.

Annexation Committee Report – President Brennan stated that there was nothing to report.

Executive Session – President Brennan announced there was no need for an Executive Session.

Action from Executive Session – No action needed.

As Appropriate – Dan Duffy reminded the board about the up and coming Christmas employee pot luck and wished everyone a Merry Christmas and Happy New Year.

Trustee Thompson moved, Trustee Parrish seconded the motion to adjourn at 7:31 p.m. All voted aye, meeting adjourned.
