Channahon Park District Board of Commissioners met Dec. 11.

Here is the minutes provided by the Commissioners:

CALL TO ORDER

The meeting was called to order by the President in the absence of the President at 4:30 p.m. at the Park District offices. Roll call for attendance was taken.

COMMISSIONERS PRESENT: Geldean, Clower, Babich

COMMISSIONERS ABSENT: Lehman, Caldwell

STAFF PRESENT Szoke, MunkVold

GUESTS PRESENT: None

Everyone present at the meeting recited the Pledge of Allegiance.

NEW BUSINESS 

The Board reviewed a proposed 2017 real estate property tax levy. Comparable numbers for the 2016 levy and extension were also reviewed. The proposed 2017 Levy is an increase of approximately 4.9% compared to the 2016 extension so a PTELL hearing is not required. The 2017 CPI calculation allows for a 2.10% increase, and the District is anticipating an increase of approximately $14,000,000 in new property calculations, and a projected EAV of $855,000,000. The Board reviewed 2017 levy fund recommendations from staff. Motion by Commissioner Clower second by Commissioner Geldean to approve Ordinance 353, Levying and Assessing Taxes for the 2017 Tax Year: Corporate Fund levy of $1,015,000: Recreation Fund Levy of $894,000: Liability Fund levy of $129,000; and Joint Handicap Recreation Fund levy of $71.000, totaling $2,109,000. Upon a roll call vote, the following Commissioners voted aye, Geldean, Clower, Babich; the following Commissioners were absent: Lehman, Caldwell. Motion carried 30 with two absences. The Bond and Interest levy for 2017 was contained in the enabling ordinance for the 2016A and 2017A bond issues.

The Board next considered rates received for a 2017 Tax Anticipation Warrant in the amount of $825,000. Two bids were received from four local banks that received a request for a rate. Motion by Commissioner Clower Second by Commissioner Geldean to approve the low bid of 2.50% from Busey Bank for the series 2017 Tax Anticipation Warrant in the amount of $825,000 maturing October 15, 2018, and to approve Ordinance #354 to provide for the issuance of the Warrant. Upon a roll call vote, the following Commissioners voted aye, Geldean, Clower, Babich; the following Commissioners were absent: Lehman, Caldwell. Motion carried 3-0 with two absences.

ADJOURNMENT

With no further business to Come before the Board, Motion by Commissioner Clower, second by Commissioner Geldean to adjourn the meeting at 4:56 p.m. All ayes, motion carried.
