City of Verona Public Works/Sewer and Water Committee met Jan. 8.
Here is the minutes provided by the Committee:
1. The meeting was called to order by Mr. Touchett at 5:16pm.
2. Roll Call: Present: Evan Touchett, Luke Diaz. Also present: Theran Jacobson, Director of Public Works; Jeff Mikorski, City Administrator; Jeff Montpas, AECOM; Hans Justeson, JSD (On behalf of VASD); Fred DeVillers, Forward Development Group (FDG); Ron Henshue, FDG.
3. MOVED by Touchett, seconded by Diaz, to recommend approve the minutes of the December 18, 2017 meeting of the Public Works/Sewer and Water Committee. Motion carried 2-0.
4. MOVED by Diaz, seconded by Touchett, to recommend approval of amendment no. 2 for Project ID 2017-108, city parking lots (Senior, Library, Old Library), in the amount not to exceed $8,200. Motion carried 2-0.
5. MOVED by Touchett, seconded by Diaz, to recommend approval of professional services contract with AECOM for design of Project ID 2017-115 Well 6 for the amount not to exceed $127,945. Motion carried 2-0.
6. Mr. Jacobson presented a layout on the intersection of Legion Street / S. Nine Mound intersection to accommodate the future increase in traffic due to the development of the Verona Area High School west of the intersection. Jacobson noted the traffic volume concern at the intersection is truck turning movements and separation distance between the stop bar locations. The layout was presented to the committee. Mr. Touchett noted this option needs to be included into the traffic improvements due to the High School development, with the following conditions: outreach to the business owners, and a test run of the proposed islands to determine truck turning movement impacts. Mr. Jacobson noted to Mr. Justeson of JSD this shall be included in the overall traffic improvement plan for the High School.
7. Mr. Jacobson introduced North Neighborhood development plan and team. FDG team presented the concept plan and road configurations.
• Mr. Jacobson noted the following:
• Road width needed to accommodate adequate thru lanes, parking accommodations (this includes snow storage), sight distances, and all design parameters for public safety and constructability.
• Utility configurations shall not create unmaintainable situation like the plans provided via e-mail by Mr. DeVillers.
• Examples of other streets and their function were present to support the desired widths to accommodate traffic, parking, safety, vision, and overall functionality.
• Traffic impacts shall be evaluated with school and without.
• No traffic impact analysis has been provided to date.
• How are the large areas of green space between residences going to convey storm water?
• Development is served by two different pressure zones from the water utility.
• Mr. Touchett noted the following:
• Supports road widths that have adequate functionality for parking, snow storage, traffic management, and public safety benefit.
• Will rely on Mr. Jacobson for the utility, traffic management operations and configurations per his recommendations.
• Likes the overall layout and pedestrian connectivity.
• Mr. Diaz noted the following:
• Supports narrower roads.
• Likes the overall layout and pedestrian connectivity.
• Mr. DeVillers and Mr. Henshue noted the following:
• Pedestrian connectivity and overall livelihood of the layout.
• Discussed the curve nature of the roadway system and untraditional nature of the layout.
• Throughout design utility accommodations will be addressed per Mr. Jacobson’s comments.
• Presented a packet to committee members.
8. MOVED by Touchett, seconded by Diaz, to adjourn at 6:28pm. Motion carried 2-0.
