Village of Channahon Board Committee of the Whole met Jan. 15.

Here is the minutes provided by the Committee:

Village President Missey Moorman Schumacher called the meeting to order at 6:00 p.m. with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

Village President

Administration Department

An Ordinance Declaring Real Property as Surplus and Authorizing the Conveyance of the Property Owned by the Village of Channahon Durkin stated in 2009, the property at 25218 Canal Street was declared abandoned by a Will County Circuit Court Judge and a Judicial Deed was issued deeding the property to the Village and the Village soon after demolished the house. He also stated that arrangements were made at the time with the adjacent property owners to convey the parcel in equal amounts to each, the north 1⁄2 of the property was conveyed to the property owners to the north and the southern portion of the property technically remained in possession of the Village, but was inadvertently deeded entirely over to the property owner to the north as a result of an error by the County Recorder. He further stated that the north property owner has thus been paying property taxes on this portion of the parcel for a number of years. He stated the county has since discovered the error and has placed the ownership back into the Village’s name. He stated that staff is recommending that the remainder of the original property be declared surplus and sold to the north property owner, as they have been paying taxes on the property since the original erroneous property conveyance occurred. He also added that the original south property owner, declined purchase of the south piece during the initial transaction and has since moved from the community.

Community Development & Information Systems

Petrick stated he had no formal items.

Finance Department

Wagonblott stated she had no formal items.

Police Department

Chief of Police Shane Casey stated he had no formal items.

Public Works Department

Dolezal stated he had no formal items. He stated that Bridge Street and Center Street have been reposted at 25 mph speed limit per ordinance that was passed by the Village Board some time ago.

Communications

VP Moorman Schumacher stated that she, Durkin and Petrick have received proposals for a grant the Village got through CMAP and they have been going over those. She highlighted a few items that were specifically requested in the scope of services that include a potential review of the existing Town Center plans, the I-55 Corridor area and the Ridge and Route 6 area. She also stated that transportation would be a big part of it, with alternatives for bike and pedestrians, so people can have alternatives to getting in the car. She stated from one end of the Village to the other, its important that visitors know they are in Channahon, whether through branding or another idea, so that no resident feels separated.

Durkin stated they had received 3 proposals and have a conference call tomorrow with CMAP to review those proposals. He anticipated at one of the February Village Board meetings they would have something to bring forward.

Public Comment

Mr. Ryne Roulo, resident of Channahon, thanked the Village Board for lowering the speed limit on Bridge Street and Center Street. He stated he has noticed a reduction in speed limit.

Chief Casey encouraged residents to call when they see those types of behaviors.

Executive Session

The Committee of the Whole was adjourned at 6:11 p.m.
