Village of Channahon Board of Trustees met January 15.

Village of Channahon Board of Trustees met Jan. 15.

Here is the minutes provided by the Board:

Village President Missey Moorman Schumacher called the meeting to order at 6:15 p.m. and led the Board in the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, Perinar, McMillin, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development & Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

Consent Agenda

A. Consider Approval – Minutes – Committee – January 2, 2018 B. Consider Approval – Minutes – Board – January 2, 2018 C. Consider Approval – Minutes – Executive Session – January 2, 2018 D. Approve Payment of Bills List of January 15, 2018 for $901,171.49 E. Approve Payment of Net Payroll Expenses for the two week period ending December 31, 2017 for $119,718.07

Wagonblott stated that the A/P bills list was larger than normal due to a payment included for the Thornton's redevelopment agreement. The payment included the remaining portion owed by the Village to Thornton's related to the agreement to pay $600,000 to Thornton's. The monies above $600,000 are then split 50-50 between the Village and Thornton's. The A/P payment on the bills list also included monies paid to Thornton's based on the 50-50 agreement.

Trustee Perinar made a motion to approve the consent agenda as read. Seconded by Trustee Host.

Roll Call

Ayes: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

An Ordinance Declaring Real Property as Surplus and Authorizing the Conveyance of the Property Owned by the Village of Channahon

Trustee Host made a motion to approve An Ordinance Declaring Real Property as Surplus and Authorizing the Conveyance of the Property Owned by the Village of Channahon and waive second read. Seconded by Trustee Perinar. ROLL CALL AYES: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

Nays: None

Motion Carried

Monthly Report – December 2017 Durkin stated the monthly report was attached if the Board had any questions.

C. Community Development & Information

Monthly Report – December 2017 2017 Year End Report Petrick stated the monthly report and 2017 Year End Report was attached. He briefly discussed the Year End Report, as well as predictions for 2018 and asked the Board if they had any questions.

D. Finance Department

Finance Department Summary Report – December 2017 Wagonblott stated the monthly report was attached if the Board had any questions.

E. Police Department

Monthly Report – December 2017 Chief Casey stated the monthly report along with year-end statistics were attached if the Board had any questions. He also stated the department will be completing the accreditation process next month and ILEAP personnel will be on-site February 20th and 21st.

F. Public Works Department

Monthly Report – December 2017 Dolezal stated the monthly report was attached if the Board had any questions.

G. Village Attorney

Attorney David Silverman stated he had nothing to report.

Committee Reports

Trustee Sam Greco - Finance/Human Resources Trustee Greco stated he had his annual budget meeting with Durkin and Wagonblott this evening and he is very optimistic for the coming year.

Trustee Patricia Perinar – Community & Legislative Affairs Trustee Perinar reminded everyone that the next Board Meeting is Student Government Day and the Channahon Junior High student council members will assist with the Board meeting. She also thanked Trustee Slocum for terrific job done with the RUSH event at the University of St. Francis. She found it very informative.

Trustee Chantal Host – Public Safety/Emergency Support Trustee Host stated that Sergeant Gunty is participating in the 10-week program at the FBI National Training in Quantico.

VP Moorman Schumacher stated that DC Bogart was the only other Channahon Officer to complete that training.

Trustee Host stated DC Bogart was elected Treasurer with the Police Chiefs Association of Will County.

Trustee Scott McMillin – Public Works and Facility – No Report.

Trustee Mark Scaggs – Community Development – No Report.

Trustee Scott Slocum – Technology/Community Image/Code Enforcement – No Report.

Executive Session

Trustee Slocum made a motion to open Executive Session at 6:24 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon and Collective Bargaining. Seconded by Trustee Greco.

Roll Call

Ayes: Greco, Host, Perinar, Mcmillin, Scaggs And Slocum.

Nays: None

Motion Carried

Trustee Host made a motion to close Executive Session at 6:39 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon and Collective Bargaining. Seconded by Trustee Perinar.

Roll Call

Ayes: Greco, Host, Perinar, McMillin, Scaggs and Slocum.

Nays: None

Motion Carried

Adjournment Trustee Perinar made a motion to adjourn the meeting at 6:40 p.m. Seconded by Trustee Host.
