ROLL CALL

Vice-President Shawn Hamilton called the meeting to order at 6 p.m. in the Coal City Community Unit School District #1 District Office Board Room. In attendance were Board members Robert Bianchetta, Jeff Emerson, Mary Gill, Quint Harmon, Chuck Lander and Shawn Hamilton. Board President Ken Miller was not in attendance. Superintendent Kent Bugg, CSBO Jason Smith, Director of Curriculum and Instruction Tammy Elledge, Director of Special Populations Sandy Rakes, Principal Christopher Spencer, Board Secretary Karen Vota, and member of the press Ann Gill were also in attendance.

PLEDGE OF ALLEGIANCE

Vice-President Hamilton led the Board of Education and others present in reciting the Pledge of Allegiance.

Cindy Bennett-Valtman – Music teacher at the Elementary and Intermediate Schools – The Board approved a paid medical leave with use of accumulated sick leave from August 16 through December 22, 2017. Cindy is requesting an additional sixteen (16) day paid medical leave with use of accumulated sick leave in accordance with the teachers negotiated agreement from January 8, 2018 through January 30, 2018. Cindy plans to return on Wednesday, January 31, 2018.

Amanda Palmer – Custodian at the Intermediate School – The Board approved a paid maternity leave with use of accumulated sick leave from August 17 through September 27, 2017. The Board also approved a fifty-eight (58) day unpaid Family Medical Leave from September 27, 2017 through December 25, 2017. Amanda is requesting the use of two (2) additional unpaid FMLA days and eight (8) unpaid leave days from December 26, 2017 through January 8, 2018. She plans to return on Tuesday, January 9, 2018.

Previous Month in Review:

During the week of November 27th CCIS hosted Grandparents WEEK during each student’s Library and PE time. Students were able to spend an hour with their grandparents reading, playing bingo and playing a game in the gym. Cookies were also served. We had 331 grandparents attend!

Our 5th grade beginning band had their first concert at CCHS on November 30th under the direction of Mr. Joey Blunk. They did a fantastic job!

CCIS participated in the District’s Toy Drive Competition from 12/1 – 12/15.

Middle School Wrestling began on December 4th. We have 14 fifth grade students participating this year.

Mrs. Cowherd’s 4th grade class is collecting winter clothes of all sizes (jackets, hats, scarves, gloves, boots) to help Coal City Intermediate School provide FREE clothing to the public. Donations can be brought to the CCIS Office. The first shopping date was December 5. Unfortunately, not many people attended. We think this was due to the weather being mild up until that time. The Coat Closet will be open again on January 11 from 4:15 - 5:45 p.m.

On December 5, the CCHS Madrigals came to CCIS to perform. As always, they sounded amazing!

We are very happy and fortunate to now offer food for students to take home TWICE a week to families who requested this assistance through our Backpack Program.

On December 6th, Tim Hannig came to CCIS to perform his Pro-Kids Show. Tim has performed all over the USA, Canada, and even the White House. His show was full of music, magic, stories and comedy. The assembly included messages about respect, responsibility, honesty, and doing the right thing when no one is watching. The students and staff really enjoyed the assembly. Tim returned later that evening for a family show at CCHS. It was packed! There was standing room only.

We practiced our annual Armed Intruder Drill on December 12th. Officers Logan and Clark were present along with Firefighter Doerfler.

The PBS Team sponsored a fun Guess Who game for students and staff in December. Staff members brought in a childhood Christmas photo, and we displayed the pictures in the cafeteria for everyone to enjoy and try to guess who everyone was.

CCIS musical tryouts were held during recess on December 20th and 21st. Over 100 students tried out for a part in Beauty and the Beast, Jr. The cast members are listed below in Student Recognition.

On December 21st CCIS had a holiday staff potluck.

Students from Mrs. Rink’s class wanted to give back this holiday season, so they came up with Cocoa Candy Christmas for a Cause. Their goal was to purchase a farm animal for a third world country through Heifer International. Students from the class sold hot chocolate with multiple topping options before school and after lunch. As a school, we raised $1665! We were able to contribute $665 to Heifer International, $500 to Help for Hope, and $500 to Children's Cancer Research.

We had a PBS celebration on December 22nd. Students played Bingo and were given hot chocolate and a candy cane. Students used their Coaler Cash for a chance at several raffle prizes, as well as, for a chance to have a “snowball fight” (with marshmallows) against some teachers.

Our After School Assistance Program (ASAP) currently includes 24 students – thirteen in 4th grade and eleven in 5th grade. ASAP meets three days a week from 3:00-4:00 with Mrs. Cowherd and Mrs. Rink.

Student Council sponsored the following spirit days this past month: Ugly Sweater Day, Polar Express/PJ Day, Holiday Spirit Day.

Personnel Report

Kit Olivier, CCMS Custodian, had a baby boy, Elias Saint Born, at 9:44am on Sunday, December 17. Elias weighed 7 lbs 3 oz and was 18.5 inches long. Congratulations to Kit and her family.

Month in Review – December

Winter sports Volleyball and Wrestling started on November 27 at CCMS. Volleyball coaches are Kerry Yedinak (8th), Pam McMurtrey (7th) and Jean Krippel (6th). Wrestling coaches are Branden Petersen, Chris Carlson and Vince Piatak. Best of luck to all of the coaches and athletes and wishing them a successful season.

The 5th/6th Band Concert was held on November 30. Mr. Blunk did an outstanding job with his students and the students played very well for their first middle school concert.

On December 5, Magician Tim Hannig performed for the students of Coal City Middle School. Tim did an outstanding job of keeping the students engaged throughout his performance and did some really impressive magic for the students. CCMS would like to thank the Coal City PSO for their support in helping to bring Tim to CCMS and the other elementary schools in the district. Tim also performed a Family Night Show for the district on December 5 in the CCHS Auditorium. This show was standing room only at the auditorium.

CCMS had a PBS Incentive Activity on December 22. Students and faculty traveled to the Coal City Roller Rink and roller skated for the incentive. Special thanks to Sarah Veronda, Tom Ruzinok and the CCMS PBS Committee for their work in organizing this event for the students of CCMS.

E. HIGH SCHOOL REPORT

January 19-26 I-8 Boys Basketball Tournament (We are hosting)

Recognition:

Coal City Schools held a Staff Development Day on December 5 at CCHS/CCMS. CCMS teachers and staff members attended various trainings facilitated by Coal City District staff.

The 7th/8th Grade MS Band Concert was held on December 12. Both the CCMS Concert Band and Jazz Band performed at the concert. Once again, congratulations to Mr. Blunk and all of the band students who participated in the concert.

The 8th Grade Chorus Concert was held on December 15. Congratulations to Mrs. McDowell and the 8th graders on their performance. There were some very impressive soloists at the concert.

December 22 marked the end of 2nd Quarter for CCMS students. Students will move into the 3rd quarter when they return from winter break. Students will also move to a new Encore class on January 9.

Grundy Area Vocational Center Director Award Winners for November were: Trevor McIntire, Building Trades and Kyle Goad, Computer Graphics & Multimedia Design.

Received a thank you from the Cathy Milne and Help for Hope organization thanking Mrs. McDowell and the CCHS staff for doing their part in donating enough turkey and sides to feed over 200 mouths at Thanksgiving.

A big Thank You to Rodney Mondbrum for organizing the toy drive which collected over 500 toys. I’m proud to say over 100 of those toys came from the contributions of our High School Students.

Month in Review:

We have been informed on who are 2017-20178 Illinois State Scholars will be. They are: Nick Berta, Abbey Brown, Carter Copes, Erica Forehand, Jessica Hanley, Brenna Kelly, Madison Lander, Sean Micetich, Madeline Moore, Sarah Moore, Patrick Slusser, Kaleb Sprietzer, Lindsay Stopka and Beau Wills

On December 16, the CCHS Speech Team hosted their annual Speech Tournament. There were 15 schools and approximately 300 participants present for this highly competitive tournament which included many of the big suburban schools. Coal City placed second overall and had four champions. They were Zoe Smith, Brenna Kelly, Lauren Phillips and Nick Berta.

The IHSA has commended two of our sports teams with the Sporting a Winning Attitude recognition. Teams or players are recognized by officials who do the game and then fill out a SAWA Report that is sent in to the IHSA. Coach Hutchings, staff and players were recognized for their sportsmanship in the Taylorville Playoff game. Coach Troll and Coach Masters plus the Freshmen football team were commended for the role they played in letting a Freshmen football player from Plano, with a physical disability, have success in tackling us three times and then we fumbled on purpose so he could pick the ball up and run it back for a touchdown. Both of these recognitions exemplify what true sportsmanship and high school athletics are about.

The Coaler Poms placed first at the GSW IDTA dance competition two weeks ago.

The Coaler Competitive Cheer squad has placed in fourth place two weekends in a row out of 9 and 10 teams respectively. They competed in the Reed-Custer Invitational and an ICCA Invitational at Wilmington High School.

November Students of the Month were Alexis Gorski, Keegan Gagliardo, Amber Good, Jacque Marquez, Yohan Figueroa, Nicole Neuman and Stormi Ham.

The Winter Music Programs were held on the 5th and the 14th. Mr. Kotovsky and Mrs. McDowell did a nice job of organizing the concerts. This year the Jazz Band and Concert band teamed up on one night and The Freshman Show Choir, High School Choir and Footnotes went on another. They all did a great job and put on three awesome shows.

The Madrigals held their Royal Holiday Feaste on the 8th, 9th and 10th. Mrs. Browning and Ms. Thayer should be commended for putting on another great show.

The school and the students received their PSAT scores from the fall testing period. We had some really good individual scores. We can’t wait to utilize this data as we prepare for the SAT on April 10th.

On December 4th Coal City High School had an Armed Intruder Drill led by Chris Harseim and Mike Umhoff. All drills are now done for the year except another fire drill which will be done in the spring.

F. SPECIAL POPULATIONS REPORT

Director Rakes reported:

Special Education

The comprehensive withdrawal plan was presented to ISAC committee in Springfield on December 6, 2017. The presentation went very well. It was a unanimous vote to approve the plan. The next step is to get suggestions from Sue Taylor, our ISBE plan monitor, on any additional information she may need. The District will have a plan compliance visit in January of 2018. Dr. Bugg and the Board recognized Director Sandy Rakes for the work that was done to get the plan approved.

Preschool

The At-Risk portion of preschool is full with 8 students on the waitlist. We currently have 15 special education openings with 9 pending evaluations and 3 screenings left in February.

The PFA (Preschool for All) grant will be submitted by the deadline of January 12. The grant will be available for review at the January study session or February board meeting.

G. CURRICULUM REPORT

Director Elledge reported:

Professional Development:

Work continues on the website transition to the new Edlio platform. The new site will be 100% mobile ready and ADA compliant. The community will also have the option to use an App to interact with the district. Our targeted launch will be spring.

H. SUPERINTENDENT’S REPORT

Dr. Bugg reported:

1. A Freedom of Information Act request was received from Stephen Chichelli, Data Acquisition Specialist with SmartProcure. Mr. Chichelli requested purchasing records from August 29, 2017 to December 13, 2017.

2. Dr. Bugg reviewed a request for the Board of Education to participate in the Coal City Village Board Strategic Planning Process. Dr. Bugg will represent the district along with Board member Quint Harmon. Dr. Bugg and the Board appreciated the invitation to participate in their process.

3. Dr. Bugg received notification that the district has been awarded a School District Library Program Grant for fiscal year 2018 in the amount of $1,551.75. The School District Library Grant Program provides supplementary support for the district’s library media program, and, in doing so, enhances student learning and academics.

A. Monthly student enrollment figures

In addition to the message from Mr. Sharenbroich, the teachers had the option to select Google classroom training. At the conclusion of the day, teachers met by grade levels or department to collaborate on best practices in teaching. Each teacher was requested to bring a lesson plan to share with their group. They also discussed assessments, resources, and response-to-intervention. Our department leaders facilitated most of the groups.

Communication:

Our teacher institute was held on January 8th. We hosted Wilmington school district and the Gardner schools and brought in Mark Scharenbroich. Mr. Sharenbroich is an award winning motivational speaker focusing on building connections within schools. He provided a 90-minute keynote address and a follow up workshop for an additional 75-minutes. Brian Walters of Jostens helped to defray the cost of bringing Mr. Sharenbroich to the district by paying for the lodging and meal expenses. A big thank you to Brian. Dr. Bugg and the Board recognized Director Tammy Elledge and Wilmington Principal Kevin Feeney for the work that was done to coordinate this professional development day.

I. SPECIAL EDUCATION COOPERATIVE REPORT

Mr. Harmon reported:

1. Approved the Consent Agenda.

2. Director Sanburg informed member districts that the annual IDEA Excess Cost Worksheet is due to the Special Education Services Division no later than January 31, 2018.

3. Approved two resolutions to reallocate Special Education Personnel Reimbursements received by the GCSEC to Saratoga School District #60C and M.V.K. School District #2C for services that were decentralized in FY16.

J. GRUNDY AREA VOCATIONAL CENTER REPORT

Mr. Lander reported:

1. Director Copes updated the Board on the summer internship program. Currently, there is an increase in internship participants with other companies still inquiring.

2. The Board approved authorizing the Director to disburse the additional CTEI allocations on building equipment for the Health Occupations and Fire Science program as presented.

3. Approved the Director to pay any remaining bills for the month of December.

L. BUILDING MAINTENANCE REPORT

Head of Maintenance Denny Wickiser Reported:

Work orders

Since the first day of school, we have received a total of 484 work orders. Work order breakdown by building: ECC – 93, ES – 79, IS – 74, MS – 118, HS – 118, Unit – 2. The majority of the work orders involved plumbing, lighting, and HVAC problems.

Ongoing projects and work

We have started converting the light fixtures in the gyms and on the exterior walls of the buildings with LED bulbs. Doing this reduces energy consumption and eliminates the need for a ballast. Areas in which we have converted fixtures include the HS competition gym, MS corridors, MS exterior wall-packs, ECC parking lot pole lights, and the entire ES cafeteria. We make these conversions when the ballast in a fixture burns up because the cost to do so is equal to the cost of replacing the ballast.

With the addition of Gil Herrera as our 3rd maintenance tech, we have been able to keep up on the work orders while also performing necessary preventive maintenance tasks. He has also responded to emergency issues that occur after school.

On Dec. 28th, ComEd visited the high school to perform a facility assessment. This assessment is the first step towards enrolling in the Energy Efficiency Program. The Energy Efficiency Program offers incentives to help businesses reduce electricity use by improving the efficiency of their equipment. Two areas where the district would benefit are HVAC and lighting. ComEd will be returning Jan 8th to complete assessments on the rest of the district buildings. OLD BUSINESS

A. DISCUSSION ON STRATEGIC PLAN UPDATE

Dr. Bugg updated the Board on the progress that has been made towards completing the following Strategic Goal:

Student Learning – Special Populations Director Sandy Rakes analyzed the current special education needs of teachers/staff and provided a report on what would be needed to meet the needs of the district’s special education population for fiscal year 2019.

B. DISCUSSION ON THE PROPOSED 2018-2019 SCHOOL CALENDAR

At the December 6 Board meeting, the Board reviewed the proposed 2018-2019 calendar. Dr. Bugg will be reviewing the proposed calendar with district administration and teacher representatives before final approval in February.

I have reached out to several companies regarding our two-way radios. We are in need of an upgraded system that is reliable for communication between buildings. There are features available now that weren’t before that I feel would benefit the district. One example is an all-call channel that would allow one person to communicate with every radio in the district in the case of an emergency. This could be useful in the event of extreme weather or an intruder in a building.

Future projects

During Christmas break, we had the partitions in the restrooms in the south wing of the Elementary School replaced. The existing partitions were original to the wing and had reached the point where they could no longer be maintained. Further work will be completed in these restrooms as time allows, such as painting and updated lighting.

The weather during Christmas break kept us extra busy as there were several equipment failures due to the extreme weather. We performed building and equipment checks during the off days and performed necessary repairs to keep the building systems running.

NEW BUSINESS

A. DISCUSSION ON SENIORITY RANKING FOR CERTIFIED AND EDUCATIONAL

SUPPORT STAFF

Each year, prior to February 1, the school district is required to post a certified employee and educational support staff seniority listing. The list indicates the length of employment in the district as of June 30, 2018 and also the areas in which the teachers are certified to teach.

B. DISCUSSION/ACTION ON GRUNDY COUNTY ECONOMIC DEVELOPMENT COUNCIL MEMBERSHIP

The district has received a request from the Grundy Economic Development Council to renew the annual membership. District #1 has been a long-time member of this organization.

Mr. Lander moved and Mr. Harmon seconded to approve payment of the annual membership fee of $300 to the Grundy County Economic Development Council.

C. DISCUSSION/ACTION ON THREE RIVERS EDUCATION PARTNERSHIP MEMBERSHIP

Annual dues for membership in the Three Rivers Education Partnership from December 1, 2017 through November 30, 2018 are ready for renewal. This organization provides programs that address the critical issues facing education and the belief that educational opportunities are imperative for preparing today’s youth to be tomorrow’s leaders.

Mr. Bianchetta moved and Mr. Emerson seconded to approve the annual membership in the Three Rivers Education Partnership, for 2017-2018, in the amount of $650.

D. DISCUSSION/ACTION ON APPOINTMENT OF STATE APPROVED DIRECTOR OF SPECIAL EDUCATION

In order for the district to run the standalone special education program for the 2018-2019 school year, action must be taken to approve a director. This is one of the final steps that is needed to complete our decentralization process.

Mr. Bianchetta moved and Ms. Gill seconded to appoint Sandra Rakes as the State Approved Director of Special Education for Coal City Community Unit School District #1, effective July 1, 2018.

E. DISCUSSION/ACTION ON RESOLUTION REGARDING SECOND AMENDMENT TO THE COAL CITY COMMUNITY SCHOOL DISTRICT #1 CAFETERIA PLAN

The District adopted The Coal City Community School District #1 Cafeteria Plan originally effective August 1992. The adoption of this amendment to the plan will allow for participants to make contributions to health savings accounts on a pre-tax basis.

Ms. Gill moved and Mr. Bianchetta seconded to adopt the Resolution Regarding Second Amendment to the Coal City Community School District #1 Cafeteria Plan and to waive the reading of the resolution.

F. DISCUSSION/ACTION ON DONATIONS FOR THE LUNCH ASSISTANCE PROGRAM

The Coal City Parent School Organization donated $500 to help fund the Lunch Assistance Program. An additional $500 donation from an anonymous donor was received for the program. The money will be used to help families who need assistance with paying for the purchase of a school lunch.

Mr. Lander moved and Ms. Gill seconded to accept the donation of $1,000 for the Lunch Assistance Program. Vice-President Shawn Hamilton asked if there was any opposition to the motion, hearing none, considers the motion carried.
