Village of Channahon Board Committee of the Whole met March 5.
Here is the minutes provided by the Committee:
Village President Missey Moorman Schumacher and Student Council President Louis Johnson called the meeting to order at 6:00 p.m. with Trustees Greco, Host, Perinar, Scaggs and Slocum present.
Student Council Members Pettigrew, Diaz, Flannagan, Shields, Conroy, dela Cruz, Roots and Johnston were present.
Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney David Silverman and Village Clerk Kristin Hall.
VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.
VILLAGE PRESIDENT Presentation – Dr. Kris Monn, Superintendent from Minooka CCSD #201 Dr. Monn shared information regarding the school district’s building referendum on the upcoming election’s ballot, March 20, 2018. He stated that Channahon residents are in the school district and there will be several opportunities for them to be informed for the need of these building improvements.
VP Moorman Schumacher asked Dr. Monn to describe the differences between the Channahon School District and the Minooka School District, mainly the geographical differences.
Dr. Monn stated the geographic size of the district is one of the key components. He stated the Minooka School District is 72 square miles, spread between three counties. He also stated that funding for the districts is different and the funding from the State is different as well.
Trustee Slocum asked what shape the high school was in. Dr. Monn stated from what he can tell the high school has not needed to engage in any type of new space discussions, but he cannot speak on their behalf.
Trustee Perinar asked for more details about the suggested improvements.
Dr. Monn stated they plan to build a school that would house Grades 5th-8th and if enrollments continue to grow they would build another school and split the Grades 5th-6th and Grade 7th-8th. He stated these schools would replicate the current Intermediate and Junior High Schools but would be located in the northern part of the school district.
Trustee McMillin entered the meeting at 6:15 p.m. A Resolution to Recognize and Support Job Shadowing Day at the Village of Channahon VP Moorman Schumacher stated that Student Council President Louis Johnson and Student Council Secretary Emy Diaz put together a resolution supporting student government and civic participation, which President Johnson will read at the Board Meeting. She asked everyone to share some of what they learned today.
Student Council Secretary Emy Diaz stated she learned that it’s hard to balance community and business concerns.
Student Council Ambassador Shae Johnston stated she learned that what you go to college for isn’t necessarily where you will end up in the work field. She also stated she learned that her road was rated a 6.
Student Council Secretary Hayden dela Cruz stated that he learned, every square inch of a home needs to be accounted for and that every electric that goes into a home needs to be accounted for.
Student Council Vice President Elyse Pettigrew stated that she learned what a Village Administrator does and she also learned that everyone in the Board contributes. She stated that if you take out one piece it doesn’t work as well.
Student Council Ambassador Delainey Roots stated she learned that construction is more than just buildings, you have to have permits and paperwork done before you can even put a shovel in the ground.
Student Council President Louis Johnson stated he learned that a lot of the things that happen in the community have a lot of thought put into them before they are actually implemented into the community. He stated that the hard-working Board does a lot of things for us, which take a lot of time and effort and that is the reason we have such a good community.
Student Council Ambassador Timothy Flannagan stated he learned there are many different things that the Board does and not just what their title says.
Student Council Ambassador Katie Shields stated she learned in marketing you can really break it down into a lot of things.
Student Council Treasurer Julie Conroy stated she learned all about what the Finance Director does. She stated she found it fascinating to learn about the bills and how they are paid.
VP Moorman Schumacher asked the students how they felt about community involvement and their part in it. Student Council Ambassador Shae Johnston stated it’s important to be involved and be informed.
ADMINISTRATION DEPARTMENT Durkin thanked the students; on behalf of the Village staff they had a wonderful time working with them. He stated they are a wonderful representation of the young people that are within the Village of Channahon.
Durkin stated that the pilot program application period for the backyard chicken program ended on January 31. The Village received two applications that will be moving forward.
COMMUNITY DEVELOPMENT & INFORMATION SYSTEMS Petrick stated last week he went to Chicago for the CMAP interview period with our consultant for the comprehensive plan. He stated there will be a definite selection made and he hopes to bring that to the Board at the next Board Meeting.
FINANCE DEPARTMENT Wagonblott stated she had no formal items.
POLICE DEPARTMENT Chief of Police Shane Casey stated he had no formal items.
PUBLIC WORKS DEPARTMENT Replacement of Heating Unit at the Waste Water Treatment Plant Dolezal stated he is looking to replace one of the heating units this budget cycle because this was not an anticipated cost. He stated the cost to replace the unit is $8,090 through Johannsen and Anderson.
Trustee Greco asked if that was the only quote that was received. Dolezal stated it was the only quote and that this is the company that has been doing the repair work.
Resolution to Enter into an Agreement to Treat Tank Wash Water Dolezal stated this item is to enter into an agreement with TSC, in Oswego, for cleaning tanking trucks out. He stated that they would test our well for any type on dangerous discharge that might occur. He stated based on the current codes it would generate approximately $90,000 in revenue to the Village.
