Channahon Village Board met March 5.

Here is the minutes provided by the Board:

Village President Missey Moorman Schumacher called the meeting to order at 6:58 p.m. and led the Board in the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, Perinar, McMillin, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

Consent Agenda

A. Consider Approval – Minutes – Committee – February 19, 2018

B. Consider Approval – Minutes – Board – February 19, 2018

C. Consider Approval – Minutes – Executive Session – February 19, 2018

D. Approve Payment of Bills List of March 5, 2018 for $196,689.76

E. Approve Payment of Net Payroll Expenses for the two week period ending February 25, 2018 for $109,969.96

Trustee Greco made a motion to approve the consent agenda as read. Seconded by Trustee Host.

Roll Call Ayes: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

Nays: None Motion Carried

Reports & Communications From Village Officials

A.Village President

VP Moorman Schumacher reminded residents that the State of the Village Address will be held Wednesday, March 7th at the Four Rivers Environmental Education Center and the Special Budget Workshop will be at 8:00 a.m. on Saturday, March 10th at the Village Hall.

B. Village Administrator

An Ordinance Amending Title III, Chapter 31, “Officials and Employees”, of the Village of Channahon Code of Ordinances – 1st Read

Trustee Perinar made a motion to waive second read and approve An Ordinance Amending Title III, Chapter 31, “Officials and Employees”, of the Village of Channahon Code of Ordinances. Seconded by Trustee Slocum.

Roll Call Ayes: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

Nays: None Motion Carried

A Resolution Authorizing the Execution of a Settlement Agreement and Release (Ryan – Inspired)

Village Attorney David Silverman stated this resolution is not ready and that no action needs to be taken. This item will be brought back to the board for consideration at a future meeting.

C. Community Development & Information

Ridgeline Property Group

• An Ordinance Approving an Annexation Agreement with Ridgeline Property Group – 2nd Read

• An Ordinance Annexing Certain Property - Pending

• An Ordinance Amending the Zoning of Certain Property to I-1 and Granting a Special Use Permit for a Planned Unit Development - Pending

• Plat of Subdivision – Lion Subdivision (Ridgeline Property Group) – Pending

Attorney David Silverman instructed Clerk Hall to include VP Moorman Schumacher in the vote for the Annexation Agreement.

Trustee Scaggs made a motion to approve An Ordinance Authorizing the Execution of an Annexation Agreement between the Village of Channahon and Ridgeline Property Group, LLC. Seconded by Trustee Host.

Roll Call Ayes: Greco, Host, McMillin, Scaggs and VP Moorman Schumacher.

Nays: Perinar and Slocum Motion Carried

Petrick stated there is a Planning and Zoning Meeting scheduled for Monday, March 12th at 6:00 p.m. at the Village Hall. He stated that there is a public hearing to rezone a residential property from R-1 to R-2, due to the fact you can no longer place a detached garage on an R-1 zoned property.

D. Finance Department

Fiscal Year April 30, 2018 Audit Engagement Letters

VP Moorman Schumacher confirmed that a vote did not have to be taken on this item.

An Ordinance Establishing an Administrative Procedure for Assessing and Determining Claims under PSEBA – 2nd Read

Attorney Silverman stated that this also sets up a hearing format if an employee files a claim.

Trustee Host made a motion to approve An Ordinance Establishing an Administrative Procedure for Assessing and Determining Claims under PSEBA. Seconded by Trustee Greco.

Roll Call Ayes: Greco, Host, Mcmillin, Perinar, Scaggs And Slocum.

Nays: None Motion Carried

Board Minutes 2 March 5, 2018

An Ordinance Amending the Village of Channahon Code of Ordinances with respect to the Fee for Video Gaming Terminals – 1st Read

VP Moorman Schumacher asked Wagonblott if she wanted to leave this as a first read.

Trustee Slocum asked if we have reached out to all the business that have those terminals.

VP Moorman Schumacher stated that is why it will be left as first read. She further stated that it was listed on for discussion, on for first read and will be on again for second read and all the agendas are posted publicly. In addition, many people and businesses receive e-blasts from the Village that include meeting agendas.

Trustee Scaggs stated that originally it was a different scale for a longer period of time. He stated this is scaled back on cost and number of years.

E. Police Department

Chief Casey stated he had no formal items.

F. Public Works Department

Dolezal stated he had no formal items.

G. Village Attorney

Attorney Silverman stated he had nothing to report.

Committee Reports:

Trustee Sam Greco - Finance/Human Resources

Trustee Greco thanked Finance Director Wagonblott and her staff, Administrator Durkin and all the department heads for receiving the CAPHR award.

Trustee Patricia Perinar – Community & Legislative Affairs

Trustee Perinar stated that Early Voting started today, continuing for the next two weeks, from 8:30 a.m. – 11:30 a.m. and 1:30 p.m. – 4:30 p.m. She stated the reason for the two-hour break is the girls are short-handed, due to lunch hours.

She also stated that the Polar Plunge and Donut Dash is this Saturday, March 10th from 9 a.m. to 2 p.m. at Leisure Lake in Joliet, as well as St. Baldrick’s is also Saturday at 6 p.m. at Skateland Recreation Center.

She further stated that the Mother’s Day Walk is scheduled for Sunday, May 13th with the Pink Heals. She stated that every year the participation increases and last year there was a band at every corner.

Trustee Chantal Host – Public Safety/Emergency Support – No Report.

Trustee Scott McMillin – Public Works and Facility – No Report.

Trustee Mark Scaggs – Community Development – No Report.

Trustee Scott Slocum – Technology/Community Image/Code Enforcement - No Report.
