Morris Community High School District #101 Board met March 21.

The special meeting related to a shared track convened at 5:01 p.m. in the board room.
Dr. Halloran presented the shared track bids and the recommendation from Green Associates to
award the contract to R. L. Sohol to install an A2 track (red latex) - $607,000 and Alternate 1
(close field events) - $69,000 for a total cost of $676,000.
The bids came in 22% lower than expected allowing districts Morris 101 and Morris 54 to
proceed with the project after Saratoga 60c voted against participating in the project at its
meeting on March 19, 2018, after several months of planning and discussion.
Dr. Halloran indicated that tax increment finance monies will be used for the project. The
district has received the TIF money in excess of $800,000. A revenue report with an overview
of the Education, Debt Service and Operation & Maintenance Funds was presented and
discussed.
Three changes were made to modify the intergovernmental agreement as a result of Saratoga’s
vote not to participate in the project.
1. Cost percentages were revised from Morris CHS 101 -50 percent, and elementary districts
Morris 54 and Saratoga 60c-25 percent each to: Morris CHS 101-65 percent and Morris 54-
35 percent.
2. Saratoga 60c was eliminated from the agreement.
3. The number of meets for Morris 54 was increased from 4 to 5 annually.
Shared Track Bid Approval
The track renovation bid amount of $676,000 submitted by R. L. Sohol General Contractor was
approved on a motion made by Mr. Danek and SECONDED by Mr. Ringer. On roll call vote,
those voting AYE: Mr. Anderson, Mr. Ringer, Mrs. Roth, Mr. Danek. NAY: Mrs. Vermillion,
Mrs. Puckett, Mr. Hastings. MOTION CARRIED.
Intergovernmental Agreement – Shared Track – Districts 101 and 54
The 20 year intergovernmental agreement for a shared track between Morris CHS #101 and
Morris Elementary #54 was approved on a motion made by Mr. Anderson and SECONDED by
Mr. Ringer. On roll call vote, those voting AYE; Mrs. Vermillion, Mr. Ringer, Mrs. Roth, Mrs.
Puckett, Mr. Danek, Mr. Hastings, Mr. Anderson. MOTION CARRIED.
The meeting adjourned at 5:45 p.m. on a motion made by Mrs. Vermillion and seconded by Mrs.
Puckett. On voice vote, those voting AYE: All. NAY: None. Motion CARRIED.
