Channahon Village Board Committee of the Whole met April 2.

Here is the minutes provided by the Committee:

Village President Missey Moorman Schumacher called the meeting to order at 6:03 p.m. with Trustees Greco, Host, Perinar, McMillin, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

Community Development & Information Systems:

Discussion – Ridgeline Property Group

• An Ordinance Annexing Certain Property

• An Ordinance Amending the Zoning of Certain Property to I-1 and Granting a Special Use Permit for a Planned Unit Development

• Plat of Subdivision – Lion Subdivision (Ridgeline Property Group)

Petrick stated these are items we are obligated to pass pursuant to the previously approved Annexation Agreement. He stated that the Plat of Subdivision be approved subject to final staff review.

VP Moorman Schumacher asked how many housing permits have been issued this year.

Petrick stated there has been 23 housing permits issued this year.

Finance Department:

Discussion – An Ordinance Adopting the Village of Channahon Annual Budget for Fiscal Year 2018-2019 (May 1, 2018 – April 30, 2019)

Wagonblott stated that a workshop was held on Saturday, March 10, 2018 and she has not received any changes. She is looking for approval and waive of second read, so that the budget can be filed with the counties. She listed several items included in the budget. A Public Hearing was held on March 19, 2018

Discussion – Moody’s Annual Report

Wagonblott stated this is Moody’s 3rd Annual Report and it is just re-affirming our rating with potential creditors. No changes have been made since the last rating.

Police Department:

Chief of Police Shane Casey was absent, but no formal items.

Public Works Department:

Discussion – Hiring of Consultants to Investigate Feasibility of Shallow Aquifer as a Water Source

Dolezal stated we are in the process of expanding our wastewater plant and along with that we also need to expand our potable water capacity. He further stated a number of years ago, the Village negotiated a site for an additional well on the property that currently is being mined by Ozinga and at the time we assumed we would just stick another deep well in there, just like Well 4 and Well 6 and treat it for radium. He stated since that time, we started looking closer of what the viability would be of deep wells going into the future and their have been ominous reports from the Illinois State Water Survey about that Aquifer and its ability to produce in the next couple decades. He stated when the Towne Center sewer was constructed, we became aware of the large amount of shallow ground water in that area. He stated the shallow aquifer is cheaper to pump and it’s worth investigating if this is a viable solution. He stated he’s planned for this to be completed in three phases.

Trustee Greco asked if there was an alternate site.

Dolezal stated no, if the Shallow Aquifer doesn’t work, a deep well will be placed at that site.
