Town of Verona Ordinance Committee met March 21.

Here is the minutes provided by the Committee:

Committee members present: Tom Mathies (chair), Bob Rego

Committee members absent: Meredith Stier Christensen

Also present: Town Clerk/Treasurer John Wright

Tom Mathies called the meeting to order at 1:38 PM.

Without objection the agenda was approved.

Without objection the February 20 meeting minutes were approved.

Discussion:

 Road opening permit

 Discussion re: draft ordinance prepared by Bob:

▪ Permits to be issued by the Town Administrator instead of the Town Clerk.

▪ Move fee to Town Fee Schedule.

▪ Need more information re: how long should Town hold a deposit.

▪ Remove option to pay annual $10,000 deposit instead of a deposit for each permit.

▪ Payment for damages will be based on project costs.

▪ Need more information re: how long trench excavations may remain open.

▪ Additional fee is needed when erosion control is required.

▪ Need more information re: standard for hard surface maintenance.

▪ Need more information re: duration of restoration guarantee.

▪ May need a violations section for enforcement via citations.

▪ Check to make certain that Wisconsin Statute §66.0425(6) is still valid

 Next step:

▪ John: follow up with Town Board re: guarantee of road restoration and timing for return of deposits.

▪ Bob: incorporate changes into draft ordinance.

 Code of ethics for board, commission, and committee members

 Discussion:

▪ The Town Board requested a definition for “privileged information.”

▪ We are proposing Dane County's approach: information that “has not been previously communicated to the public or is not a public record.”

 Next step:

▪ John: update code of ethics in Chapter 1 for consideration at the April Town Board meeting.

Without objection the meeting was adjourned at 3:32 PM.
