Channahon Village Board met April 16

Channahon Village Board met April 16. 

Here is the minutes as provided by the board:

Village President Missey Moorman Schumacher called the meeting to order at 6:15 p.m. and a Joliet Catholic Academy student led the Board in the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, McMillin, Scaggs and Slocum present. Trustee Perinar was absent.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Director of Public Works Ed Dolezal, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

Consent Agenda

     A. Consider Approval – Minutes – Committee – April 2, 2018 

     B. Consider Approval – Minutes – Board – April 2, 2018 

     C. Approve Payment of Bills List of April 16, 2018 for $121,934.36 

     D. Approve Payment of Manual Checks of April 16, 2018 for $2,527.39 

     E. Approve Payment of Net Payroll Expenses for the two week period ending April 8, 2018

          for $112,011.07 

Trustee Slocum made a motion to approve the consent agenda as read. Seconded by Trustee Greco. 

ROLL CALL AYES: Greco, Host, McMillin, Scaggs and Slocum.

                     NAYS: NONE                                   MOTION CARRIED

Reports & Communications from Village Officials

          A. Village President

VP Moorman Schumacher stated that the Knapp Street Bridge construction has started so anyone that takes Tryon St./Ford Rd. please be aware that there are traffic, as well as temporary lights. She also provided an update on the CMAP. She stated several community members have been contacted and 12 people are on the steering committee and have received questionnaires, the committee includes 3 high school students, seniors, east side residents, west side residents, business owners, long term residents and short term residents. She stated the first formal meeting has been scheduled with Houseal Lavinge on April 30th, 2018. She stated she wants to keep people engaged and to be able to have a voice and input into this project. She further stated that she and Administrator Durkin will be meeting with the Rotary Club tomorrow morning and will be providing them with a copy of the questionnaire, so that they can begin thinking about their answers.

Durkin asked Petrick to pull up the website to show the audience the tagline that is being used for CMAP.

VP Moorman Schumacher stated the tagline is Re-Imagine 2019 Channahon Comprehensive Plan and this will be going on everything that has to do with this. She stated not only has our population changed, everything has changed. She stated we have to do some reimagining and she hope that the tagline will be recognizable to everyone that participates in this.

Proclamation – Arbor Day, Friday, April 27, 2018 

VP Moorman Schumacher stated this is the 20th year the Village has passed an Arbor Day Proclamation and read the Proclamation into the record.

Dolezal stated three trees are going to be planted, one in memory of Samantha Harer, one in memory of Jerry Helms’ wife, Linda, and one regular Arbor Day tree. She stated the Arbor Day ceremony will begin at 10:00 a.m. on Friday, April 27.

Proclamation – Building Safety Month, May 2018 

VP Moorman Schumacher read the Proclamation into the record.

Stephen Kuczkowski, Village of Channahon – Chief Building Official stated that today’s codes are very important. He stated in the next couple of years he will be looking to go to the 2021 Code.

          B. Village Administrator

Consider Approval – A Special Ordinance Authorizing the Ceding of Private Activity Bonding Authority 

Trustee Slocum made a motion to waive second read and approve A Special Ordinance Authorizing the Ceding of Private Activity Bonding Authority. Seconded by Trustee Greco. 

ROLL CALL AYES: Greco, Host, McMillin, Scaggs and Slocum.

                     NAYS: NONE                                        MOTION CARRIED

Consider Approval – GEDC Summer Intern Program 

Trustee Scaggs made a motion to approve and authorize the Village Administrator to employ seasonal labor. Seconded by Trustee Greco. 

ROLL CALL AYES: Greco, Host, McMillin, Scaggs and Slocum.

                      NAYS: NONE                                       MOTION CARRIED

Monthly Report – March 2018 

Durkin stated the monthly report was attached if there were any questions.

          C. Community Development & Information

Consider Approval – Plat of Subdivision, Channahon Corporate Center Lot 4 Trustee Host made a motion to approve Plat of Subdivision, Channahon Corporate Center Lot 4. Seconded by Trustee Scaggs. 

ROLL CALL AYES: Greco, Host, McMillin, Slocum and Scaggs.

                     NAYS: NONE                                       MOTION CARRIED

Monthly Report – March 2018 

Petrick stated there has been 28 new home permits issued so far this year and the monthly report was attached if there were any questions.

          D. Finance Department

Finance Department Summary Report – March 2018 VP Moorman Schumacher stated the monthly report was attached if there were any questions ask Finance Director Wagonblott.

          E. Police Department

Chief Casey stated the monthly report was attached if there were any questions and also he corrected the typo on overtime hours from the previous month.

          F. Public Works Department 

Town Center Unit 3 (St. Elizabeth Residences) – Plat of Easement Vacation Trustee Host made a motion to approve Town Center Unit 3 (St. Elizabeth Residences) – Plat of Easement Vacation. Seconded by Trustee Greco. 

ROLL CALL AYES: Greco, Host, McMillin, Scaggs and Slocum.

                     NAYS: NONE                                     MOTION CARRIED

Consider Approval – Hire Seasonal Help 

Trustee Greco made a motion to approve and authorize the Village Administrator to employ seasonal labor. Seconded by Trustee Host. 

ROLL CALL AYES: Greco, Host, McMillin, Scaggs and Slocum.

                      NAYS: NONE                                    MOTION CARRIED

Monthly Report – March 2018 

Dolezal stated the monthly report was attached if there were any questions.

          G. Village Attorney

Attorney Silverman stated he had nothing to report.

Trustee Sam Greco - Finance/Human Resources – No Report.

Trustee Patricia Perinar – Community & Legislative Affairs – Absent.

Trustee Chantal Host – Public Safety/Emergency Support – No Report.
