City of Morris City Council met June 12. 

Here is the minutes as provided by the council:

Pledge of Allegiance: The Pledge of Allegiance was recited.


Roll Call: Roll call was taken with the following members present: Council member Wohlers, Gullickson, Miller, and Mayor Giese. Council member Solvie arrived at 5:20 p.m. Also present was City Manager Hill, Finance Director Raasch, Fire Chief Dybdal and Public Works Director Dittbenner.

Addition to Agenda: Mayor Giese moved, seconded by Council member Wohlers, to add to the agenda an Application for Exempt Permit from the Morris Lions. Motion carried.

Citizen’s Comments: Tess McGahan, a student from Australia studying at UMM, was present at the meeting to talk about the Morris Model before she returns home. McGahan highlighted what the Morris Model has been working on which includes building relationships with Searbeck partners, building community engagement, working with the school Robotics team on a solar project and the addition of electric car chargers. Britta Fuenoers, a student from Germany studying at UMM for two months, was also present at the meeting. Fuenoers and McGahan reviewed what is next for the Morris Model which includes an understanding of city buildings and the potential for solar energy. The City will also see a GreenCorps member starting in October, along with City Manager Hill and Council member Gullickson traveling to Germany in July as part of the Climate Smart Municipalities Program.

Public Hearings: None

Reading and Approval of Minutes: 5/22/18 Regular City Council Meeting Minutes: Council member Miller moved, seconded by Council member Wohlers, to approve the 5/22/18 regular meeting minutes. Motion carried.

5/22/18 Condensed Version Minutes: Council member Solvie moved, seconded by Mayor Giese, to approve the 5/22/18 condensed version minutes. Motion carried.

 Consent Agenda: Mayor Giese moved, seconded by Council member Gullickson, to approve the consent agenda which included the following items:

          A. Audit of City Bills

          B. Pay Estimate #9 – Magney Construction

          C. May Transit Report

          D. 4/18/18 Tourism Board Minutes

          E. Application for Exempt Permit – Assumption Church of Morris

          F. Gambling Report

          G. Application for Exempt Permit – Morris Lions

Motion carried.

Petitions, Requests and Communications: Tourism Board – Event Schedule App: With regard to a potential conflict of interest for the event scheduler app, City Attorney Jordan recommended it be treated as a conflict of interest. Jordan stated any time there is a public officer who is involved in making a decision where he might financially benefit, it might be a conflict of interest.

Council member Wohlers agreed that it is cleaner to do it this way. Jordan noted there are different exceptions for the conflict of interest law but recommended the city get a few different quotes. Gullickson pointed out it doesn’t mean that Taylor can’t submit something, there’s just a process that has to be followed in order to do it.
