City of Vienna City Council met Aug. 15.

Here is the minutes provided by the Council:

The City Council of the City of Vienna met in regular session, Wednesday, August 1, 2018 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Jon Simmons, Mayor Alan Racey, Alderman Austin Tuey, Alderman Cheryl Myrick, Alderman Richard Owen, Alderman Debbie Riddle, Alderman Melissa Hill, Alderman Aleatha Wright, City Clerk Shane Racey, City Supt. Jim Miller, Police Chief Margaret Mathis, Librarian

Phil Morris, Depot

ELECTED/APPOINTED OFFICIALS ABSENT: Josh Stratemeyer, City Attorney Brent Williams, Fire Chief

GUESTS: Kelly Groner, Shawnee Professional Services Jessica Wettig, Vienna Times

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:36 p.m.

NEW BUSINESS

Alderman Myrick made a motion to approve the Omnibus Consent Agenda consisting of the August 1, 2018 City Council Meeting Minutes, the Warrant ($27,367.84) and the July Treasurer's Report. Alderman Hill seconded the motion. Motion carried.

Alderman Racey made a motion to Authorize and Approve donation of $1,000.00 (Community Funds) to the Elk's lodge for the Annual Heritage Festival. Alderman Tuey seconded the motion. The vote was as follows: Hill-abstain, Riddle- abstain, Myrick-yes, Owen-yes, Racey-yes, Tueyyes. Motion Carried.

Alderman Myrick made a motion to Authorize and Approve Resolution 18-05, a Resolution requesting temporary closure of streets for the Annual Heritage Festival Parade to be held September 29, 2018. Alderman Owen seconded the motion. Motion carried.

Kelly Groner with Shawnee Professional Services was present to discuss an upcoming DCEO housing rehabilitation grant opportunity with city officials. Groner discussed some changes in the funding cycle which would expand the area for eligible homes in comparison to past grants. Goner said if awarded, funds would be received in spring of 2019. Alderman Myrick made a motion for Shawnee Professional Services to apply for the grant on the city's behalf. Alderman Riddle seconded the motion. Motion carried.

Jessica Wettig introduced herself to the mayor and city officials as a new reporter for the Vienna Times. City officials welcomed Wettig.

CITY ELECTED AND APPOINTED OFFICIALS

Mayor Simmons briefly mentioned IGA grocery was still in the process of being purchased by the Miles brothers.

Clerk Wright informed discussed Color Run information with council members. Clerk also mentioned Shawnee Worship Center hosting the annual Trunk or Treat Halloween evening in the city park as the city would need to purchase candy for setting up at the event.

Wright informed council of a Safe Route for Schools grant opportunity with no matching funds required. Wright mentioned the need of construction of new /repairs to existing sidewalks and had made contact with Southern Five and Clarida & Zeigler for information on the grant. Discussion was had. Clerk suggested city officials check wards for needed repairs. Council was in agreement to apply.

City Supt Racey discussed assisting the county with road work using the city grinder on Old RT 146. Racey requested clerk look into city's insurance policy to confirm coverage as the work would be performed outside of city limits.

Police Chief Miller discussed with council a RV that was discovered being occupied at city Fairgrounds. Miller said the RV was not hooked up to city utilities but questioned the ordinance on RV's within the city. Miller also discussed the city police department being part of an active shooter training that took place at VHS the prior week. Miller said city officers will continue to assist both high school and grade school with security during the school year.

Fire Chief Williams discussed repairs needed to one of the department's fire trucks. Williams said he was still awaiting a total estimated cost. Williams also announced Vienna Fire Dept Auxiliary fundraiser that would take place at Wildfire's, 4-8 p.m. Wednesday, August 29th.

Alderman Tuey mentioned as a traffic safety concern, he would like to have 10th street closed off for "trick or treat" on Halloween evening. Council agreed.

Alderman Riddle relayed a complaint from resident from July's River to River yard sale.

Resident wasn't happy with location of setup in the front parking lot area as the weather was very hot.

As there was no further business to discuss Alderman Owen made a motion to adjourn seconded by Alderman Riddle.

Mayor Simmons declared the meeting adjourned at 7:27 p.m.
