Coal City Village Board of Trustees met Aug. 22.

Here is the minutes provided by the Board:

At 7 p.m. on Wednesday, August 22, 2018 in the boardroom of the Village Hall, Mayor Terry Halliday called to order the Public Hearing of the Coal City Village Board. Roll call-Trustees Neal Nelson, Dan Greggain, and Tim Bradley. Absent were: Ross Bradley, David Spesia and Sarah Beach. Also in attendance were Matt Fritz, village administrator, Police Chief Tom Best, attorney Mark Heinle and Ryan Hansen from Chamlin Engineering, (Trustee Beach arrived at 7:03 p.m.)

The purpose of this Public Hearing is for the proposed Community Development Block Grant (CDBG). Mr. Fritz displayed the map for the qualifying area for single-family, owner occupied homes in Coal City. Kevin Lindeman from NCICG (North Central Illinois Council of Governments), acting as the grant manager, explained that surveys were sent to the homeowners in the designated area. The grant stipulations and discussion included:

• $45,000 maximum improvements per house

• Bringing property up to the Code of the Village or State

• Moderate to major repairs

• List of qualified repairs

• Building inspector to determine repairs; inspector to be appointed by the Village Board

• Improvements to be completed by licensed contractors

• Village's building inspector will perform construction inspections

• September 7th is the submission deadline

• 4-6 months between submittal and approval of repairs

• Minimum of 8 houses to be eligible for the grant

• Grant application can be submitted every two years

A meeting will be held at the Coal City Library on Tuesday, August 28th to assist residents in the application process and to answer questions concerning the grant.

Mr. Fritz stated that a committee will be formed for the review of the recipients of the forgivable loan. Prioritizing will be one of their responsibilities,

T. Bradley moved to adjourn the Public Hearing, second by Greggain. Roll callAyes; Nelson, Greggain, T. Bradley and Beach. Nays; none. Absent; R. Bradley and Spesia. Motion carried. The Public Hearing was adjourned at 7:14 p.m.
