City of Vienna City Council met Sept. 5.

Here is the minutes provided by the Council:

The City Council of the City of Vienna met in regular session, Wednesday, September 5, 2018 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Jon Simmons, Mayor Alan Racey, Alderman Austin Tuey, Alderman Cheryl Myrick, Alderman Richard Owen, Alderman Debbie Riddle, Alderman Melissa Hill, Alderman Aleatha Wright, City Clerk Shane Racey, City Supt. Jim Miller, Police Chief Phil Morris, Depot

ELECTED/APPOINTED OFFICIALS ABSENT: Josh Stratemeyer, City Attorney Margaret Mathis, Librarian

GUESTS: Jessica Wettig Kelly Harper Angela Moore Christy Furman

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to approve the Omnibus Consent Agenda consisting of the August 15, 2018 City Council Meeting Minutes and Public Hearing Minutes and the Warrant ($23,912.66). Alderman Riddle seconded the motion. Motion carried.

Kelly Harper spoke briefly on a proposal from the Secret Garden requesting TIF Funds for handicap accessibility improvements. City Council was in consent for Moran Economics to draw up an agreement for action to be taken at the September 19th meeting.

Alderman Owen made a motion to Authorize and Approve the Elks Lodge 2880 application for a Class H liquor license at the location of 302 East Main St. Alderman Tuey seconded the motion. The vote was as follows: Hill-abstain, Riddle-abstain, Myrick-yes, Owen-yes, Racey-yes, Tueyyes. Motion Carried.

Christy Furman was present to request the closure of South 3rd St for the Elks Lodge to hold a block party/membership drive for the dates of October 27th and November 3rd. Council was all in agreement and gave consent.

Alderman Hill made a motion for the City of Vienna to hire Deborah Vaughn as City Hall housekeeper. Alderman Owen seconded the motion. Motion Carried.

CITY ELECTED AND APPOINTED OFFICIALS

Mayor Simmons appointed Diana Steele as the National Incident Management System Officer (NIMS). Clerk made mention that Steele would be corresponding with council /city employees of mandatory online training courses that needed to be completed for the city to be in compliance. Simmons also mentioned the reopening of IGA grocery.

Clerk Wright informed council that three porta potties had been ordered for the Junque Jamboree and briefly mentioned other items that were requested for the event. Wright informed council the renewal process with Illinois Counties Risk Management Trust was beginning for the city's general insurance. Wright discussed the City's 5K/10K Color Run September 22, 2018.

Police Chief Miller said although the rate of part time police academy would be increasing the city would still be reimbursed for expenses. Miller mentioned that the city would have to abate the property at 1005 1/2 West Main Street for tall weeds/grass.

Fire Chief Williams informed council the 2004 fire truck was up and running saying the cost of repairs was right under $5,000.00.

Phil Morris mentioned a luncheon that would take place Thursday, September 6th at noon for Family Counseling park workers at the city park to show appreciation for all their hard work.

Morris discussed an Open Space Land Acquisition Development grant opportunity through IDNR with council. Morris said he would hold a meeting to get more information and bring the project back to council at the next meeting. Alderman Owen and Racey said they would attend the meeting. Morris mentioned the upcoming 50/100 mile run November 9th and 10th.

Alderman Racey discussed possibly using TIF Funds for the demolition of abandoned homes Racey said he would like to see one home torn down per year in hopes to get rid of eye sores throughout town. No action was taken at this time. Racey mentioned one home previously discussed at a former meeting (205 Main St) as a start. Wright said the owner had contacted her at one time about applying for TIF Funds for demolition. Racey said he would touch base with the owner.

Alderman Racey questioned the start date of MFT work to streets. Supt Racey said work would begin September 14th.

As there was no further business to discuss Alderman Owen made a motion to adjourn. The motion was seconded by Alderman Riddle. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:00 p.m.
