City of Vienna City Council met October 3.

Here is the minutes provided by the council:

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

New Business:

Alderman Myrick made a motion to approve the Omnibus Consent Agenda consisting of the September 19, 2018 City Council Meeting Minutes and the Warrant ($13,651.21). Alderman Riddle seconded the motion. Motion carried.

City council gave permission for use of City Park Saturday November 17, 2018 to Terry Mathis, Union Baptist Association for a fundraiser event.

Diana Steele, City Administrative Assistant briefly informed council of a training she attended as the city's NIMS (National International Management System) Coordinator. Steele said she could hold a class for council members with information of online trainings that needed to be completed.

Jane Kluge and Danny Rockwell were present on behalf of the library board. Rockwell expressed concern of safety for both employees and the public as an individual had been sleeping on the entryway of the library. Police Chief Miller commented on the situation. Rockwell questioned if the city had an ordinance in place. Clerk Wright said there was a city ordinance prohibiting loitering on public property that could be enforced. Council agreed to order no loitering signs to be placed at the library.

Alderman Tuey made a motion to Authorize and Approve Resolution No. 18-08, A Resolution of Participation and Support for Intergovernmental Law Enforcement Officers In-Service Training Act Public Act 82-674. Alderman Myrick seconded the motion. Motion carried, all in favor.

Alderman Racey made a motion to Authorize and Approve the city to employ part time officer Scott Sparks (back dating hire date to September 24) to assist with school security needs. Alderman Tuey seconded the motion. Motion carried, all in favor.

City Elected And Appointed Officials:

Mayor Simmons commended the Elks Lodge for hosting a successful Heritage Festival over the weekend. Simmons also expressed appreciation for city treasurer Meyer's overall work performance.

Clerk Wright requested per Elks Lodge for placement of two porta potty's on South 3rd Street for building work/events from October 8 through November 4. Council gave consent. Wright also discussed information on a Safe Route for Schools Grant with Supt Racey and council discussing areas of repair.

Supt. Racey said the location of a water leak was discovered that had been going on for some time on West Vine. This leak was on the city's side and did not affect residents.

Police Chief Miller informed council he was still seeking another part time officer to assist with the need of school security.

Phil Morris, Depot announced a meeting for the 50/100 mile run that would be held Friday, October 5 at the depot.

Margaret Mathis, City Librarian announced Veterans Day Service scheduled for November 12 at 11:00 a.m. Mayor Simmons said he would give the welcome speech. Mathis also announced the city employee holiday meal to be November 13 at the library.

As there was no further business to discuss Alderman Owen made a motion to adjourn. The motion was seconded by Alderman Tuey. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:16 p.m.
