City of Vienna City Council met October 17.

Here is the minutes provided by the council:

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

New Business:

Alderman Racey made a motion to approve the Omnibus Consent Agenda consisting of the October 3, 2018 City Council Meeting Minutes, the Treasurer's Report (Sept), and the Warrant ($45,682.92). Alderman Riddle seconded the motion. Motion carried.

Jeffrey Isbell, Shawnee Worship Center was present to update council on community events. Isbell thanked the city for their donation for the back to school supply give away which successfully served 650 students. Details of the Annual Trunk or Treat event at the city park to be held Halloween night was also discussed.

Alderman Myrick made a motion to Authorize and Approve Resolution No. 18-09, A Council Resolution of support for application of a Community Block Grant Program. Alderman Tuey seconded the motion. Motion carried, all in favor.

Alderman Hill made a motion to Authorize and Approve Resolution No. 18-10, A Resolution to Cast a Ballot in the 2018 IMRF Executive Trustee Election. Alderman Riddle seconded the motion. Motion carried, all in favor.

Troy Kerley, Gas Supt was present to discuss a discount program through the city's natural gas provider, United Gas Management. Kerley had attended a special meeting in Effingham about the program as it is geared for smaller communities. Kerley said the first discount range would be 5-7 years if the city joined the program saving the city around $.30 per MMBTU. Kerley recommended the program saying documents would be ready for action to be taken at the next scheduled meeting.

City Elected And Appointed Officials:

Mayor Simmons mentioned the ongoing weed ordinance violation in front of Hotel 7. Simmons said police chief Miller had sent a citation via registered mail to property owner as prior attempts to reach the property owner were unsuccessful.

Supt. Racey briefly discussed an issue that recently arose due to one building housing two businesses with one water meter causing conflict with usage. Supt. Racey was directed to approach the owner of installing a second meter.

Fire Chief, Williams said the department was fitting volunteers for new turnout gear from grant money received. Williams also briefly mentioned direct billing fire calls to insurance companies.

Alderman Tuey discussed the burn ban ordinance with council. Tuey questioned dropping the ban or modifying it since he felt it was not being enforced. Discussion was had, no action taken.

Alderman Racey mentioned the city looking into imposing a camping tax on the new campground on Rt.146 East as discussed in the past.

Alderman Myrick announced Legence Bank was holding their customer appreciation day Friday, November 2.

As there was no further business to discuss Alderman Owen made a motion to adjourn. The motion was seconded by Alderman Tuey. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:09 p.m.
