City of Vienna City Council met Nov. 7.

The City Council of the City of Vienna met in regular session, Wednesday, November 7, 2018 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to approve the Omnibus Consent Agenda consisting of the October 17, 2018 City Council Meeting Minutes and the Warrant ($86,283.24). Alderman Riddle seconded the motion. Motion carried.

Alderman Racey made a motion to Authorize and Approve a Cooperative Agreement Providing for the Services of the Johnson County Animal Control Warden within Municipal Limits, Effective December 1, 2018 through November 30, 2019. Alderman Hill seconded the motion. Motion carried, all in favor.

Scott Hickam, Buessink & Hickam PC, was present to review the 2018 Fiscal year Audit with city officials.

Alderman Tuey made a motion to Authorize and Approve the 2018 Fiscal Year Annual Financial Report as well as Acceptance of the Audit Report. Alderman Riddle seconded the motion. Motion carried, all in favor.

Alderman Owen made a motion to Authorize and Approve the City's General Insurance policy with (ICRMT) Illinois Counties Risk Management Trust for December 1, 2018- November 30, 2019- $79, 042.00 (Various Funds). Alderman Hill seconded the motion. Motion Carried. Clerk Wright noted that a new active shooter policy was added at no cost to the city.

Alderman Myrick made a motion to Authorize and Approve an Amendment to Natural Gas Management Agreement Regarding the Purchase of Natural Gas from PEFA Inc. Alderman Hill seconded the motion. Motion Carried, all in favor.

Alderman Tuey made a motion to Authorize and Approve Resolution 18-11, A Resolution Authorizing the Purchase of Natural Gas from PEFA, Inc; Approving the Execution and Delivery of a Gas Supply Agreement and other Documents Relating to Said Purchase; Approving the Issuance of Bonds by PEFA, Inc and addressing related matters. Alderman Myrick seconded the motion. Motion Carried, all in favor.

Alderman Racey made a motion to Authorize and Approve to place a 1/4 page ad in the Southern Scout Tourism and Welcome Guide ($225.00 Tourism Fund). Alderman Hill seconded the motion. Motion Carried.

Alderman Hill made a motion the Approve (Tourism Funds) Up to $700.00 to purchase fruit for the Annual 50/100 Mile Run. Alderman Myrick seconded the motion. Motion Carried, all in favor.

CITY ELECTED AND APPOINTED OFFICIALS

Mayor Simmons mentioned the ongoing weed ordinance violation in front of Hotel 7. Discussion was had with city attorney on the city abating the problem and possibly placing a lien on property.

City Attorney Stratemeyer briefly discussed with council of an ordinance that would prohibit any RV utility hookups within the city limits. Stratemeyer said he was still working on details of the ordinance mentioning the new campground would need to be excluded.

Clerk Wright announced a special meeting that would be scheduled for November 14. Council agreed on a 5:00 p.m. starting time. Wright said a resolution needed to be passed to be included in grant application paperwork for the safe route for schools grant through IDOT as the deadline was before the next regular scheduled meeting.

Wright also announced that Southern Five Planning District had called and informed her that IDNR did not recognize Vienna as a distressed community as originally thought when the recent OSLAD (Open Space Land Acquisition and Development) grant was applied for to build bathroom/shower facilities and an amphitheater in the city park. Wright said this changes possible grant funds (if awarded) from a 90/10 match to a 50/50 which could make the project unaffordable to the city.

City Supt Racey said an engine part for the pumper truck needed replaced, estimated cost$1,300.00.

Police Chief Miller said a person was found responsible for the recent break in and theft at ROC One, name could not be mentioned as the person was a juvenile.

Fire Chief, Williams said the department responded to their 81st call this year which was well over the average. Williams said Halloween Trick or Treat at the department was a success. Williams briefly gave an update on the new county complex project saying the demolition bid was awarded to Gary Maier.

Alderman Tuey presented a copy of a draft city burn ordinance he revised in hopes of making changes to the old ordinance No. 99-05. Tuey discussed changes he would like to see with city officials and city attorney. No action was taken as the subject would be revisited at upcoming meetings after council members viewed the draft further.

Alderman Racey mentioned to attorney Stratemeyer of the city's interest to impose a camping tax on the new campground on Rt.146 East as discussed in the past.

Margaret Mathis, City Librarian announced Veterans Day Service to take place on Monday, November 12 at 11:00 a.m. on the courthouse lawn.

Phil Morris, Depot announced the 50/100 mile run to begin Saturday, November 10 at 7 a.m. Morris said the VFW would be present for the 21 gun salute at 6:30 a.m. Morris also mentioned Santa at the Depot event to be held on Sunday, November 25 from 1-5 p.m.

As there was no further business to discuss Alderman Owen made a motion to adjourn. The motion was seconded by Alderman Riddle. Motion carried.

Mayor Simmons declared the meeting adjourned at 8:04 p.m.
