Village of Diamond Village Board met Nov. 13.

Here is the minutes provided by the board:

Proceedings, transactions and resolution made and order of said record of said Board in the Village of Diamond, IL on the 13th Day of November 2018.

The scheduled meeting of the Diamond Village Board was held on Tuesday, November 13rd, 2018 at 6:00 p.m. with Mayor Teresa Kernc presiding. Upon roll call Commissioners present were Mark Adair, Denise Brown and Dave Warner. Absent- Jeff Kasher.

Approval of Minutes

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to approve the 10/23/2018 regular meeting minutes and place on file. Ayes-Adair, Brown, Kernc, Warner; Abstain-Kasher. Motion Carried.

Approval of Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve the November 23, 2018 bill list and place on file. All Ayes; Motion Carried.

Approve October 2018 Treasurer Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the October 2018 Treasurer Report and place on file. All Ayes; Motion Carried.

Presentation from Caleb Counterman-CC Soccer Association regarding Will Road Soccer Field Installation of Lighting

Discussion of 6th Avenue-Lee and Tarman

Mayor Kernc welcomed Mr. Lee and Mr. Tarman. Discussion regarding the Village of Diamond to vacate and allow Lee and Tarman to purchase the right of way. Chamlin Associates completed a survey and the proposed improvements which will be needed if vacated from the village. After discussion, both parties agreed on the improvement requirements therefore, Village Attorney John Gallo will proceed to draw up the necessary paperwork needed for the process to vacate the right of way to Lee and Tarman which will include all necessary improvements and timeline requirements.

Approve Resolution #2018-05; Construction on State Highways

Village Attorney John Gallo stated this is a mandatory resolution which is required to be renewed every 2 years. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Resolution #2018-05; Construction on State Highways. All Ayes; Motion Carried.

Approve Intergovernmental Agreement Between the County of Grundy and the Village of Diamond to Provide Animal Control Services

Mayor Kernc presented the agreement. Village Attorney John Gallo stated the new agreement reflects a 28.66% increase. Kernc stated the village is very happy with the services they provide. MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to Approve the Intergovernmental Agreement Between the County of Grundy and the Village of Diamond to Provide Animal Control Services. All Ayes; Motion Carried.

Discuss and Approve Bidding/Purchasing Equipment/Vehicle at Martin Auction, Clinton, IL

Mayor Kernc stated the Village is searching for a bucket truck. Kernc stated thanks to Commissioner Kasher, he determined the bucket truck they were interested in was purchased at an Auction in Clinton, IL. Kasher reached out to the auction house and obtained information regarding other bucket trucks which will be auctioned on November 17, 2018. Kasher stated based on the information he was given, it could be possible to purchase a bucket truck for half the price for a similar one which the dealer was selling. With the savings, the village could possibly purchase a trailer and a mini excavator at the auction. Mayor Kernc, Commissioner Kasher and Public Works Director Austin Vining will inspect those items prior to the Saturday, November 17, 2018 auction. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve bidding and purchasing of equipment and vehicle at Martin Auction, Clinton, IL. All Ayes; Motion Carried.

Discuss Old Bucket Truck; Re-use as Water Meter Replacement Vehicle

Public Works Director Austin Vining stated he would like to keep the old bucket truck and use it as a water meter vehicle. Vining stated the bucket truck assembly would be removed and the truck would be equipped with tools, meters and all necessary supplies needed for water meter and water main repairs. Commissioner Kasher stated he likes this idea since he would not like to see the truck scrapped when it can still be utilized.

Approve Scrapping Bucket Truck Assembly

Commissioner Kasher stated the maintenance department will remove the bucket assembly off the old truck, so the truck can be utilized as the water meter/water main repair vehicle. Mayor Kernc stated once the purchase of a new bucket truck is completed, then removing the assembly will take place. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to Approve Scrapping of the Old Bucket Truck Assembly. All Ayes; Motion Carried.

Old Business

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc presented the Will County Report. There were a total of 9 calls.

Discuss and Approve Marseilles Sheet Metal Inc. Proposal for the Purchase of a VFD, for the Makeup Air Unit in the amount of $5,760.00

This item was passed until further investigation is completed.

Legal Counsel

Village Attorney John Gallo stated he will be presenting the tax levy at the next board meeting.

Engineer Updates

Maintenance Updates

Public Works Director Austin Vining stated there has been 3 water main leaks in the same area in the last month. Vining presented the most current example of the split in the fitting. Mayor Kernc stated the area where the leaks are occurring was installed in the early 1960’s. Kernc would like to be proactive and not reactive with this issue. She would like the village to start investigation to determine those areas effected and start a scheduling process to replace old water lines.

Clerk Updates

Village Clerk Lori Holmes distributed flyers for the December 1, 2018 Holiday Lighting Ceremony. The event is listed on the Coal City School Districts Virtual Backpack. Holmes stated she and Treasurer Sheryl McDaniel had a conference call with Azavar Government Solutions and set a meeting to start the audit process for December 3, 2018. Holmes stated there is a new Epay website and Visa will now be accepted as a payment. The fee to the individuals to pay online went down from 2.35% to 2.25%. The state is utilizing a firm call Jetpay to process the payments for them. The Village’s go live date is tomorrow. Holmes stated the Coal City Baseball Association would like to utilize the baseball field for t-ball practices. Holmes contacted Coal City and Braidwood stating the Village would like both organizations to work together with schedules since we would like to accommodate the needs of both associations.
