Village of Diamond Village Board met Nov. 27.

Here is the minutes provided by the board:

Proceedings, transactions and resolution made and order of said record of said Board in the Village of Diamond, IL on the 27th Day of November 2018.

The scheduled meeting of the Diamond Village Board was held on Tuesday, November 27, 2018 at 6:00 p.m. with Mayor Teresa Kernc presiding. Upon roll call Commissioners present were Mark Adair, Denise Brown and Jeff Kasher. Absent- Dave Warner.

Approval of Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to approve the 11/13/2018 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of Bill List

MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to approve the November 27, 2018 bill list and place on file. All Ayes; Motion Carried.

New Business

Approve 2019 Board Meeting Schedule

Mayor Kernc presented the proposed 2019 board meeting dates. MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to approve the 2019 Board Meeting Schedule. All Ayes; Motion Carried.

Discussion of Leaf Burning Ordinance

Mayor Kernc welcomed Diamond resident Kailee Wills. Wills along with 4 other individuals were in attendance in support of this issue. Wills spoke to the board members requesting the ban on yard waste burning. Wills distributed materials along with pictures regarding health-related issues caused from yard waste burning. After discussion, decision was to further investigate information regarding this issue. This item will be placed on the next agenda.

Discussion of 2018 Real Estate Tax Levy

Village Attorney John Gallo presented historical data and options for the 2018 tax year for the board to review. After discussion, this item will be placed on the December 11, 2018 meeting for approval.

Discuss Partnering with Christian Life Assembly

Mayor Kernc stated she met with Pastor Adams and representatives from the church. They would like to partner with the village to do events for the community at the Village Hall. Kernc stated this would be a great way to have community events offered at the village hall with the support and assistance from the members of the church. The board supports this partnering idea.

Chamlin Discussion on Water Main Projects to Move Forward

Mayor Kernc stated the Village had numerous water main breaks in the area south of IL Route 113 by School and Skinner Streets. Kernc believes the pipe was installed in the 1960’s or 70’s and the plastic fittings are cracking. Kernc stated she discussed this issue with Commissioner Warner and projected the work will commence next summer, replacing the old pipe in this area. Kernc stated there has been other issues with the 1 1⁄2 inch main pipes throughout the older sections of town. Kernc has recommended to Public Works Austin Vining to implement a 10-year program which would address the outdated pipe and to schedule a section each year for replacement. Monies for these yearly projects will need to be budgeted and set aside until the projects are completed.

Grundy and Will County Sheriff’s Monthly Update No Report

Discuss and Approve Marseilles Sheet Metal Inc. Proposal for the Purchase of a VFD, for the Makeup Air Unit in the amount of $5,760.00

Further investigation is being conducted to confirm if this purchase will be required.

Presentation from Caleb Counterman-CC Soccer Association regarding Will Road Soccer Field Installation of Lighting

Maintenance Updates

Public Works Director Austin Vining stated there is a water leak at the corner of IL Route 113 and McGinty Street which a vactor truck is needed to determine where the leak is originating from. Vining stated the village did purchase a bucket truck from the auction and it has passed all required certifications.

Clerk Updates

Village Clerk Lori Holmes stated she and Village Treasurer Sheryl McDaniel will have a conference call with Payment Services Network Inc. to discuss their online payment program and services. Holmes also reminded the board of the upcoming Village Hall Lighting Ceremony on Saturday at 5:00pm. Holmes stated the CCHS Show Choir “Footnotes” will be performing from 5:00pm-5:30pm and Mr. and Mrs. Claus will be in attendance from 5:30-7:00pm. Everyone is welcomed!

Commissioner Comments

Commissioner Kasher

Commissioner Kasher asked Vining about the status of the light pole. Kasher would like to see a quote from Elliott before moving forward with the repair. Kasher inquired if the brine tanks at the WTP were completed and if there were patched and coated. Vining stated the doors are fixed however, the patch and concrete will be scheduled for completion in the spring.

Mayor Kernc

Kernc stated through the Mayor’s caucus, she placed Diamond on a list with approximately 70 other communities to receive a quote from a solar power energy company to provide energy to the WTP/WWTP and streetlights. There is no obligation receiving a quote.

MOTION was made to adjourn the meeting at 7:40 P.M. by Commissioner Kasher, SECOND by Commissioner Adair. All Ayes; Motion Carried.
