Groaning said they recently moved turn gas for the winter months as they were trying to sell the home. In early 2018 Cast slashed tires on the city recycling bin trailer resulting in a fine, community service and being banned from the park. Cast said he regretted his actions and has since been to counseling. Cast said he has paid $750.00 on his fine and has 34 hours left of community service in which he felt he could help clean the park to put in more hours. Discussion was had and council was in consent to allow Cast back into the park, daytime hours only with the understanding Cast would put in community service hours. Cast thanked council.
