The January 16, 2019 Board of Health meeting was called to order at 6:31pm with the pledge to the flag. Also attending: Phil Jass, Health Department Administrator; Dian Brown, Director of Office Management; Cara Anderson, Director of Environmental Health; Darcy Jasien, Director of Behavioral Health. Absent: Michelle Pruim, Financial Manager; Katie Harrison, Director of Nursing; Tania Schwer, Director of Senior Programs. This meeting is being recorded.

V. Health Department Operations Report

1. Health Department Operations Report

Administration: Tobacco 21 is going to be reintroduced and should pass as there is more legislative support; STD's continue to steadily increase across the State. New legislation will be introduced to include sex education to provide more prevention education. Language is being developed now; a pilot program began mid December offering behavioral health services to the southern portions of Grundy County by having a site location in Coal City.

Outreach and Education: In 2018, 97 Outreach and Education events were organized and attended including but not limited to training's, classes, fairs, education sessions, expos, presentations, screenings, and support groups.

Finance: Reports will now be presented using the format directly provided by the CIC accounting system; Budgeted subsidy: $355,256. YTD Actual:$56,064; FY18 audit work continued through January, including new responsibilities for departments this year per prior audit findings. A favorable audit is anticipated for the health department.

Seniors: Contractors will be trained to comply with IDoA (Illinois Department on Aging) latest training on New Mini Mental State Examination (MMSE) and Determination of Need training (DON); Area Agency on Aging has informed Care Coordination Units they may require logic models for grant deliverables; Area Agency on Aging requested that Community Nutrition Network (CNN) increase the number of clients and meals served. This will affect the Senior division as we assess the client seeking meals. Nursing: Cindy D, RN. has completed the Diabetes Prevention Program training in December. She is now certified to be a diabetes prevention coach of the CDC diabetes program; Jennifer H., WIC nutritionist, passed her CLC (Certified Lactation Consultant) class; Lead testing supplies have been received from IDPH to conduct lead screenings; the annual review of the VFC (Vaccine for Children) immunization program was completed in December and all state guidelines have been met. We have been approved to continue with the program and providing free vaccine to children eligible in the county.

Behavioral Health: a Continuum of Services is being developed, which will provide a basic timeline for Behavioral Health services from a client's initial phone call to discharge; new clients are now being referred to group therapy first, with individual therapy still an option for those who need it; STEPS group began last week. This is a nine-week program offered twice a week for new clients as opposed to waiting for an individual therapist to become available; WRAP group started last week. This is a consumer run group in which clients learn from someone who has their own mental health struggles to identify their "Wellness Tools" (things that can help them to feel better and stay well)

Environmental Health: Recap of 2018 activity- 1085 food related inspections were conducted by staff in Environmental Health. 288 permitted establishments, 288 Temporary Food Establishment permits were issued, 85 Well and Septic permits were issued; the FDA Food Code was implemented on January 1, 2019. This code was adopted by the state on December 21, 2018. Moving forward, all food establishments will be educated on the changes from the 2013 to 2017 codes.

Public Health Emergency Preparedness: Cara A. participated in a statewide tabletop exercise via webinar. The participation satisfied the annual exercise requirement for this grant year, however a throughput drill for all staff and volunteers will need to be conducted for next year grant deliverables; a staff only SIREN drill was conducted on December 10, 2018. A 94% response rate was achieved.

1. Financial Manager Report FY18 Year-End

FY 2018: Budgeted Subsidy = $313,000., Actual Subsidy = $337,685 ($310,254 unrestricted/general fund and $27,431. restricted/grant funds as the match portion). Much of the overage is related to delayed Behavioral Health billing with the implementation of CIS Electronic Health Records system, and also delayed payments form IL Department on Aging.

The Revenue and Expense Report, generated from the Treasurer CIC software was shared with the board. The report shows activity of each line item in the Health Department unrestricted fund 083 for the month of December 2018.

At 7:24 pm, the Board went into Executive Session to discuss personnel issues on a motion made by L. Phillips and seconded by A. Struck. On a roll call vote said motion prevailed by the following vote: Ayes Board of Health members: Joyce, Howd, Marketti, Harrop, Phillips, Setrini- Best, Johnson, and Struck: 7. Nays: none. Absent: none. Motion carried.

At 7:53 pm the Board returned to open session on a motion made by L. Phillips and seconded by D. Howd. Motion carried.
