The meeting was called to order at 6:30pm with the pledge to the flag. Also attending were: Phil Jass, Health Department Administrator; Michelle Pruim, Financial Manager; Dian Brown, Director of Office Management; Cara Anderson, Director of Environmental Health; Tania Schwer, Director of Senior Programs; Katie Harrison, Director of Nursing; Darcy Jasien, Director of Behavioral Health. The February 20, 2019 Board of Health minutes were approved as presented.

V. Health Department Operations Report

1. Health Department Operations Report

Administration: Final supervision has been scheduled with each division director as well as the Outreach and Education Coordinator in preparation for P. Jass last day; the transitioning process has started in preparing M. Pruim to fill the Health Department Administrator position April 8th.; M. Pruim will be mentored by A. Mehl, Public Health Administrator of Boone County; the IPLAN process has begun. We are again working with the hospital in the development of the IPLAN which should be completed by Fall of this year.

Outreach and Education: The In- Plain -Sight Bedroom trailer and been set up and is ready for upcoming events and education of parents; Opioid Task Force partnership with Kankakee County continues; K. Hitt has completed the Coal City vaping/E-cig/Juuling presentations; Youth Philanthropy presentations at Coal City and Gardner High Schools are completed.

Finance: Budgeted Subsidy: $355,256. YTD Actual; $172,072.64. Currently we are behind in behavioral health billing and are expecting more than $115k in receivables from behavioral health and senior services. Behavioral health billing in CIS continues to be a learning curve with much advancement happening in the last couple of weeks; beginning to work on FY20 grant proposals, many have due dates of beginning of April; the county budget initial budget cycle is set to start in April/May. Seniors: The part-time Care Coordinator & Biller position has been filled by D. Shellberg. She is currently working on her certification and should be certified by the end of the month; May is Older Americans Month to be celebrated on May 15th from 12pm-3pm at the health department; Annual recertification for Care Coordinators in compliance with Illinois Department on Aging new training requirement has been conducted; a community training on Extra Help with Part D Drug Costs and Medicare Saving programs will be held in April and May.

Nursing: There are currently 16 ICU Influenza cases reported in Grundy County; no measles cases have been reported in Grundy County. To be proactive press releases have been sent out on the availability of the MMR vaccine; K. Harrison is working on a grant for Well Woman education; Back to School physicals are scheduled for July 10th and August 1st (pending).

Behavioral Health: the first WRAP (Wellness Recovery Action Plan) graduation was March 6th with 11 graduates, Community Support Group will be the next step on the Continuum of Care plan for these clients; J. Moss will be attending a DUI training in April so the health department has the ability to offer these services; the Abel grant funds are available to be used for therapist ACES (Adverse Childhood Experience) training. D. Jasien will also be researching what it means to be a "Trauma-Informed Health Department".

Environmental Health: All annual permit fee were paid as of March 1st. To date there are 277 permitted facilities; C. Anderson participated in the Student Leadership Initiative Program in February; new hire B. Finley began on February 11 as Environmental Health Sanitarian; there were 81 food related inspections in the month of February.

Public Health Emergency Preparedness: the Annual Training and Exercise Planning Workshop (TEPW) was held on February 21st, with key staff. This is a grant requirement; C. Anderson attended the Region VII Health Care Coalition (HCC) meeting in Oak Lawn. This is a grant requirement.; a quarterly SIREN (Staff Notification Drill) was conducted on February 28th. The response rate was 88%.; preparations continue for the April 11 Throughput Training/Drill.

1. Public Health Nurse/Behavioral Health Job Description

The Public Health Nurse Behavioral Health Job Description was revised to include the behavioral health duties needed as a psychiatric nurse along with a public health nurse. This job description will report to the Director of Behavioral Health. The job description was approved by the union and approved by the board as revised and submitted.

This job description will report to the Director of Nursing. The job description was approved by the union and approved by the board as revised and submitted.
