V. Health Department Operations Report
1. Health Department Operations Report
Administration: Working on submitting State FY2020 grant proposals (most are due in April or May); Preparing for County FY2020 budget submission; evaluating current processes related to employee and client communication; evaluating health department committees structure and purpose of initiatives.
Outreach and Education: Youth Mental Health First Aid training was provided for 15 staff at Minooka School District; presentation at Coal City Junior H.S. on vaping, e-cigarettes, and juuling; garden box clean up scheduled for May 10th; 2nd Annual ANYBody 5K registration is open.
Finance: Budgeted Subsidy- $355,256. YTD Actual: $331,954. Behavioral health billing not submitted due to learning new Electronic Health Records system billing processes and IDOA behind in issuing payments. At 33% the way through the year Revenue is at 10.52% and Expenses are at 31.33%. Seniors: Currently staffed with 2 fulltime and 1 part-time employee. Contractual staff is being used to cover staffing shortage; Older Americans Month will be celebrated May 15th from 12pm - 3pm at the Administration Building.
Nursing: Discussion was held on the emerging multidrug-resistant fungus called Candida auris that is causing healthcare associated infections around the world, including the U.S. and Illinois. There are zero cases in Illinois. Reviewed were the number of reported cases for: Campylobacterial (1), Chlamydia (4), Gonorrhea (3), Hep C (1), Influenza (8), Salmonella (2).
Behavioral Health: Adding additional psychiatric services, tentatively starting on April 26th and seeing clients age 13 and up; working with J. Thomas and Morris Hospital on a community behavioral health initiatives; staff member has taken the DUI Evaluation class so we will be able to start completing DUI Evaluations/Services; Saratoga School is interested in providing "in school therapy" for students beginning this fall; researching what it means to be a "Trauma-Informed Health Department", learning more on adverse childhood experiences.
Environmental Health: staff attended an On-Site Wastewater Workshop which is required by the Local Health Protection Grant for the Private Sewage Disposal program; hosted the second Certified Food Protection Managers Course in 2019; presented information about temporary food requirements (for non-profit groups) at an Outdoor Events Workshop; reviewed were program statistic comparing to 2018.
Public Health Emergency Preparedness: the Multi-Year Training and Exercise Plan was completed on March 8th and submitted to the Illinois Department of Public Health; to meet out grant deliverables, a through-put drill on dispensing and screening was conducted within the health department. In 40 minutes 953 forms were processed providing medication to 2017 people.

VI. Financial Report
1. Financial Report FY19 March
The Board of Health reviewed the financial report. M. Pruim stated we are slow in getting revenue in due to learning the billing and submitting billing through the new Electronic Records system. We are also waiting for payments from IDOA. As of the end of March, we have used 93% of our budgeted subsidy of 331,954.05. As we start receiving payments this amount will decrease.
