The Education/Personnel/VAC meeting was called to order at 4:30pm. Also attending were: Chris Balkema, County Board Chair; George Gray, County Administrator; Mary Kucharz, County H.R.; Chris Mehaochko, ROE; Dian Brown, Health Department; John Callahan, Coroner; Ken Buck, VAC. This meeting is being recorded.

The April 11, 2019, Education/Personnel/VAC minutes were approved as presented.

1. Motion to approve the May 2019 VAC Claims as presented

K. Buck reviewed the VAC report with the committee. Approximately ten to fifteen new veterans or their spouses' are reaching out to him on a monthly basis. Discussion a signage on the outside of the building for VAC was discussed.

B. HR Report

M. Kucharz reported on the New Hires, Separated, and Open positions currently in the County, along with pending/closed Workman Comp claims. Upcoming projects: researching the possibility's of a County Wellness Program; County Wellness/Benefits Fair scheduled for July 23, 2019 at the Administration Building; Health Screenings scheduled for July 23, 2019 at the Administration building and July 29, 2019 in the Sheriff's Department building.

A. Coroner Deputy Chief Job Description

1. Deputy Chief Coroner JD

The existing job description was amended with change in Education requirements. Requiring a Bachelor's degree will allow the person to take classes and become board certified. This is an existing position that has not been filled.

Coroner Deputy Chief Job Description

The existing job description was amended with change in Education requirements. Requiring a Bachelor's degree will allow the person to take classes and become board certified. This is an existing position that has not been filled.

IT Director Job Description

IT Director JD

The Information Technology Director job description was updated and reviewed/revised with the technology expertise from E. Peterson. Language was removed for old software/programs that no longer exist.

C. Employee Handbook Updates

1. Personnel Manual Handbook

A motion was made to forward the changes presented to the full County Board for approval retroactive to December 1, 2017 (Map union contract effective date). This keeps both union and non-union employees vacation benefits parallel. Changes presented were: vacation earned time frames; return of County property and termination provisions; sick time donation; mandatory employee training.
