Maine Township Board met March 6.

Here is the minutes provided by the board:

Board Members Present: Supervisor Morask, Clerk Gialamas, Assessor Moylan Krey, Trustees Jones, McKenzie, Carrabotta and Sweeney

Others in attendance: Keri-Lyn Krafthefer, Denise Jajko, Christopher Scalet, Michael Samaan, Ryan McKenzie, Diane Carrabotta, Joseph Egan, Donna Adam, Victor Dula, Richard Lyon and Wiesia Tytko.

Supervisor Morask called the meeting to order at 7:04 p.m. and Clerk Gialamas led the Pledge of Allegiance and called the roll.

Supervisor Morask stated that the purpose of the Special Board meeting is to discuss and vote on Personnel Policy Manual and Abatement amount for General Assistance and General Town Fund.

Agenda Item: Public Participation

Donna Adam, Des Plaines resident, expressed her interest in an abatement and giving money back to the residents.

Victor Dula, Des Plaines resident, spoke about the debate that was shot down regarding the abatement at the February 26th Board meeting.

Agenda Item: Approval of April 9, 2019 Annual Town Meeting Agenda

Clerk Gialamas stated that the Appointment of Sergeant of Arms will be removed from the proposed Annual Town Meeting Agenda.

Attorney Krafthefer suggested adding Public Comments to the Agenda.

Supervisor Morask Motion to adapt the Annual Town Meeting Agenda as amended.

Trustee Carrabotta Second.

Motion carried on a roll call vote as follows:

Trustee Carrabotta Yes

Trustee Sweeney Yes

Motion carried.

Agenda Item: Personnel Policy Manual/Discussion & Vote

Supervisor Morask stated that various amendments went to Attorney McCabe for the Maine Township Personnel Policy Handbook.

Supervisor Morask Motion to accept Maine Township Personnel Policy Manual with the amendments suggested by Attorney McCabe, which were combined with some proposed suggestions from the Board.

Trustee Jones Second.

Discussion which included Trustee Sweeney’s suggestion to examine more edits and Trustee Carrabotta suggestion to review the final Personnel Policy Manual before adapting it.

Supervisor Morask stated if the trustees required a line by line examination of the proposed edits, she would withdraw her previously stated objection to not moving forward tonight as long as we scheduled it for special workshop meeting which had been suggested by the attorney.

Trustee Carrabotta Motion to postpone the approving the Personnel Policy Manual to the March 26th Board meeting.

Trustee Sweeney Second.

Discussion regarding scheduling a Special Workshop meeting for more discussion about all suggested changes to the Personnel Policy Manual.

Trustee Carrabotta Motion to amend the previous motion to postpone discussing and approving the Personnel Policy Manual to the Special Meeting/Workshop on Tuesday, March 19th at 7:00 p.m.

Supervisor Morask Second (With the provision that any changes and suggestions will be sent to Attorney McCabe for editing no later than close of business March 13th).

Trustee Carrabotta Motion to re-amend the previous motion to postpone discussing and approving the Personnel Policy Manual to the Special Meeting/Workshop on Tuesday, March 19th at 7:00 p.m. with the provision that any changes and suggestions will be sent to Attorney McCabe for editing by March 13th that can be ready for approval on March 19th.

Supervisor Morask Second.

Agenda Item: Discussion/Possible Vote on any Abatement Amount for GA/TF Including but not Limited to:

a) Possible Pay Down of Unfunded Pension Liabilities in Combination with any Potential

Abatement Amount Between 0 & 100%

b) Previously Tabled Ordinance 2019-2

c) Previously Tabled Ordinance 2019-3

Supervisor Morask asked for discussion on the Possible Pay Down of Unfunded Pension Liabilities in Combination with any Potential Abatement Amount Between 0 & 100% and was interrupted by Trustee Sweeney who requested that the Previously Tabled Ordinances 2019-2 and 2019-3 should be first to discuss.

Trustee Sweeney Motion to table the Possible Pay Down of Unfunded Pension Liabilities in Combination with any Potential Abatement Amount Between 0 & 100%.

Trustee Carrabotta Second.

Supervisor Morask disagreed stating that she had right to make an agenda as proposed.

Attorney Krafthefer speech regarding Abatement process. Attorney recommendation was not to abate 100% in the event of a property tax freeze and her analysis that best long term savings to residents was to do a 50% Abatement and then do a $400,000 paydown of unfunded GA liabilities.

Public Participation.

Donna Adam, Des Plaines resident and Joe Egan expressed their opinion regarding tax abatement for Maine Township.

Trustee Sweeney Motion to adopt the Ordinance 2019-2, An Ordinance abating a portion of the tax heretofore levied December 2018 for township and general assistance purposes of Maine Township, Cook County, Illinois as read at the February 26th Board meeting and tabled.

Trustee Carrabotta Second.

Trustee McKenzie Motion to amend the previous motion to adapt the Ordinance 2019-2, An Ordinance abating a portion of the tax heretofore levied December 2018 for township and general assistance purposes of Maine Township, Cook County, Illinois, with the proposed Abatement of 100% for General Assistance Fund and modify General Town Fund Abatement to 10%.

Trustee Sweeney Second.
