Sue Gale updated the Committee on Animal Control FY 2020 budget and any changes taking place from 2019.

Sue Gale informed the committee on Animal Control Capital Improvement Plan.

A. Transit - FY20 Budget/Capital Plan

George Gray announced that Transit budget and CIP is in progress but not ready for tonight's meeting.

VII. Old Business Transit

A. Grant Application Update

George Gray updated the committee that the county has received 2nd requisition for 2019 operating funds.

George Gray informed the committee that a request for qualifications is being assembled for the Bus Storage Facility.

IX. Fuel Usage and Overtime

1. Fuel

Fuel usage is normal for this time of year.

Fuel island and fuel master system was improved to run on battery back up to avoid surges caused by weekly generator system exercises.

Overtime normal for season.

X. New Business Highway

A. Highway - FY20 Budget/Capital Plan

1. FY20 Budget - Highway

Eric Gibson updated the committee on FY 2020 budget. Eric explained and reviewed all changes to the budget from 2019 to 2020. Changes are due to projects moving to later dates and raises.

2. Highway CIP 2020

Eric informed the committee of the Highways capital improvement plan. This plan reflects equipment purchases and bridge upgrades.

XI. Old Business Highway

A. Approve 5 year Construction Plan

1. Five Year Construction Plan

Eric Gibson informed the committee of the Grundy County Highway 5 year construction project plan. The updated list reflects projects moved to later dates and several bridges off of critical watch list and weight restriction list.

B. Ridge Road Update

Eric Gibson updated ROW certification date for August letting was not met. ROW acquisition is in progress and the project has been moved to September Letting. Project plans and specs are complete. ROW and railroad agreements are critical path at this point.

C. Pine Bluff Road Flattening Update

Eric updated the committee that the project is awaiting environmental survey request results. When results are received a phase 1 engineering estimate can be provided.

D. Grand Ridge Road Bridge Update

Grand Ridge Road bridge is on schedule. Contractor working on earth work and stone. Both operations are weather dependent.

E. Braceville Road Bridge Update

Braceville Road bridge is on schedule. Contractor working on earth work and stone. Both operations are weather dependent.

F. Review Construction Agreement with WCL Railroad

Nothing received.

G. Review Construction Agreement with CSX Transportation Railroad

Nothing received awaiting updated cost estimates.

XII. Review and Approve Kinsman Storm Sewer Bids

Grundy County Highway Department received bids from 3 contractors for storm sewer in Kinsman.

Fatlan Construction $24,750 Biros $25,000

D Construction $16,900

Eric requested the committee approved D Construction to complete the Kinsman Railroad work.
