City of Coal Planning and Zoning Board met June 3.

Here is the minutes provided by the board:

At 7 p.m. on Monday, June 3, 2019, Village Clerk Pamela Noffsinger called the meeting of the Coal City Planning and Zoning Board to order in the boardroom of the Village Hall. Roll call-Members Maria Lewis, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns. Absent; Georgette Vota and Jill Breneman. Also in attendance was Matt Fritz, Village Administrator.

In the absence of the Chairman, Georgette Vota, Lewis moved to appoint Richard Crotteau as acting chairman for the meeting, second by Burns. Roll call-Ayes; Lewis, Crotteau, Hawkinson, DeWald and Burns. Nays; none. Absent; Vota and Breneman.

The minutes of the May 20, 2019 meeting were presented. Following review, Hawkinson moved to approve the minutes as written, second by Burns. Roll call-Ayes; Lewis, Crotteau, Hawkinson and Burns. Nays; none. Absent; Vota and Breneman. Pass; DeWald, Motion carried.

ZONING BOARD OF APPEALS PUBLIC HEARING

VARIANCE REQUEST

740 S. Broadway Roseanne Matteson

Clerk Noffsinger swore in anyone wishing to speak at the Public Hearing. Mr. Fritz explained that the petitioners are requesting a side yard variance for the construction of a new shed. The present shed located on the property will be demolished. (Jill Breneman arrived at the meeting at 7:08 p.m.) The 10' x 8' shed will be 1.6' from the property line, with the setback being 7.5'. The fence located on the property is that of the petitioner's, There was no public comment. Hawkinson moved to approve the variance request for 740 S. Broadway as per the findings of fact, second by Burns. Roll call-Ayes; Lewis, Breneman, Crotteau, Hawkinson, DeWald and Burns. Nays; none. Absent; Vota. Motion carried. The request will be presented to the Village Board at their June 12, 2019 meeting. (The petitioners requested information regarding changing the sewer line in front of their residence from iron to PVC. They were told to contact the Public Works Director when they are ready to do the project.)

Discussion was held regarding trailers parking on residential driveways. Mr. Fritz explained that a resident on the northwest corner of Second Street and Garfield has his

Coal City Planning and Zoning Board Meeting June 3, 2019 Page Two camping trailer parked in his driveway and the neighbor is complaining. This is an ongoing problem with the neighbor. The facts are the camper has been sitting there for several months, is plugged into electricity and could be stored in the rear yard. The downfall of parking the camper in the rear yard is:

• Camper could pull down the electrical wire between two electric poles

• Due to the water/rain, the camper would get stuck and/or sink

• The weight of the camper could collapse the existing storm tiles would need to be extremely trimmed in order to drive the camper in the rear yard Camper is in storage from November 1st-April 1st every year. Camper owner, Stephen Sayers, stated that due to health reasons, he has not yet pulled the camper out for recreational purposes. An Ad Hoc Committee was established consisting of Maria Lewis, Richard Crotteau, Georgette Vota, Trustee Dave Togliatti, Matt Fritz and the Building Department and they will meet on June 10th at 4:30 pm the findings. To be considered are:

• Safety issues

If a camper is parked in the driveway, then the autos are on the streets

• Obstruction of street view

Blocking sidewalks Setting a time limit on the length of time campers could be parked in driveways

• Define "accessible" standards.

· Lewis moved to adjourn the meeting, second by Burns. All signified by saying aye. No one opposed. Motion carried and the meeting was adjourned at 7:33 p.m.
