Coal City Planning and Zoning Board met June 10.

At 7 p.m. on Monday, June 10, 2019, chairman Georgette Vota called to order the meeting of the Coal City Planning and Zoning Board in the boardroom of the Village Hall. Roll call-Members Maria Lewis, Jill Breneman, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns. Also in attendance was Dave Togliatti, Trustee and Matt Fritz, village administrator.
The minutes of the June 3, 2019 meeting were presented, Burns moved to approve the minutes as presented, second by Breneman. Roll call-Ayes; Maria Lewis, Jill Breneman, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns. Nays; none, Motion carried.
ZONING BOARD OF APPEALS
PUBLIC HEARING
RE-ZONING and CONDITIONAL USE PERMIT
PARCEL 1, 2, 3, & 4 lying between the BNSF and UP Railroad
Blocks 9, 22 and 16 Felix Township
The Village is considering the sale of surplus property located between the BNSF and UP Railroad tracks at the end of Railroad Street. Following the establishment of the legal descriptions, it was advised for rezoning from l-1 to C-5 with the conditional use for outdoor storage and mini-warehouses. Following discussion, Lewis moved to approve the re-zoning of these parcels from l-1 to C-5, second by Croutteau. Roll call-Ayes; Maria Lewis, Jill Breneman, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns. Nays; none. Motion carried.
Concerning the same parcels, Lewis moved to approve the conditional use of outdoor storage and mini-ware-houses, second by Burns. Roll call-Ayes; Maria Lewis, Jill Breneman, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns, Nays; none, Motion carried.
FINAL PLAT APPROVAL
MEADOW ESTATES SUBDIVISION PHASE V
MARK SKAGGS DEVELOPMENT, INC.
Deputy Clerk Allen swore in those wishing to speak at this public hearing. The developer of Meadow Estates Subdivision would like this board to consider final plat for Phase V which would develop lots 14-24 along with lots 31 & 38 on the west side.
Brian Meents of 360 Emerald in Diamond questioned if the intended use is multi family which the developer Skaggs said it is not. Mr. Meents also was concerned about drainage of which Skaggs described the storm drainage system to be installed and offered tap ons for the adjacent Diamond Estates Subdivision lots to tie in to the storm draining system.
Tim Blair of 390 Emerald, Diamond was also concerned about drainage. He stated allowing water flow into the ditch is concerning due to the elevation of his property being lower than the Meadow Estates lots.
Scott Patterson, 1015 Crown Court, Diamond is also worried about drainage and suggested surveys of elevation be done.
Developer Skaggs stated he will be installing infrastructure that will allow for storm water to drain properly and is willing to meet with these property owners of Diamond Estates at the site to discuss the matter further.
With Skaggs agreeing to meet with the adjacent Diamond Estates homeowners. Hawkinson moved to approve the final Plat of Meadow Estates Subdivision Phase V, second by DeWald.. Roll call-Ayes; Maria Lewis, Jill Breneman, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns. Nays; none. Motion carried.
PLAN COMMISSION
The conclusion of the Trailer Parking on Driveway Ad Hoc Committee meeting held earlier this evening is:
• Parking in front driveway limited to 5 days in preparation of a trip.
• At no time can a trailer/RV cover a sidewalk
• It is ok to park them in the side and rear yard with a 5 foot setback from any property line
Lewis moved to adjourn the meeting, second by Burns. All signified by saying aye. No one opposed. Motion carried and the meeting was adjourned at 7:45 p.m.
