Village of Diamond Village Board met Aug. 27.

Here is the minutes provided by the board:

Proceedings, transactions and resolution made and order of said record of said Board in the Village of Diamond, IL on the 27th Day of August 2019.

The scheduled meeting of the Diamond Village Board was held on Tuesday, August 27, 2019 at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Denise Brown, Jeff Kasher and Dave Warner. Mark Adair- arrived at 6:13 p.m.

Approval of Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 08/13/2019 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of August 27, 2019 Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve the August 27, 2019 bill list. All Ayes; Motion Carried.

Public Comment

Boy Scout Michael Albano was in attendance to present his revised proposal for his Eagle Scout Project. All were in favor of his proposed project with some minor modifications. Commissioner Kasher would like conduit in place under the concrete for future lighting purposes. Commissioner Warner would like to see the bench angled. A unanimous consensus was given to proceed with project. This item will be placed on the September 10, 2019 agenda for formal approval.

New Business

Approve Gene Wren Construction Proposal in the amount of $5,200.00 for street patching on Border, Calkey and School Streets

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve Gene Wren Construction Proposal for street patching on Border, Calkey and School Streets in the amount of $5,200.00. All Ayes; Motion Carried.

Approve Gene Wren Construction Proposal for Additional Paving

This item was passed.

Gaming Funds/Utility Billing

This item was passed until additional information is obtained from Accountant Janet Brown.

Azavar Quarterly Update

Village Clerk Lori Holmes presented the update report from Azavar.

Discuss STP3

Mayor Kernc stated the STP shared fund application which was submitted, the village is not scoring high on the application process. Kernc would like to apply for the grant in January under the regular STP grant process. She would like to change the proposed work to enclose the entire ditch along Will Road in the new application. Kernc said she had feedback from numerous residents which would like to see the ditch enclosed the entire way on Will Road. Kernc is also concerned with the shoulder slowly deteriorating away and it is a safety issue as well. Commissioner Warner stated he is in favor for this project. This would attract more businesses and expedite a business’s building process. Commissioner Brown agreed with Commissioner Warner. Village Engineering Mike Perry stated Engineer Jim Clinard needs soil boring tests from McCleary Engineering to complete the road design plans. Commissioner Kasher inquired what the cost would be for Clinard’s engineering design. Perry stated the proposal is still being completed. Perry stated Phase 1 is the preliminary which IDOT agrees with the concept plan, geometrics etc. Phase 2 is shovel ready. Perry feels this is a good opportunity for the village to pursue the grant.

Approve McCleary Engineering Proposal for Subsurface Investigation & Roadway Geotechnical Report for Will Road

MOTION was made by Commissioner Brown, SECOND by Commissioner Adair to approve McCleary Engineering Proposal for Subsurface Investigation & Roadway Geotechnical Report for Will Road in the amount of $11,550.00. All Ayes; Motion Carried.

Grundy and Will County Sheriff’s Monthly Update

No Report from Sheriff’s Department. Mayor Kernc discussed an issue on Laura Lane regarding a neighborhood dispute parking issue and the Grundy County Sheriff’s department assistance in the issue.

Engineer Updates

Village Engineer Mike Peery stated the directional boring project is targeted for Mid-September. Perry did state he investigated the water figures and Water/Sewer Operations Josh Bzdusek will get this year’s figures to Village Clerk Holmes to calculate the water loss ratio.

Mayor Kernc

Mayor Kernc contacted the vendor from which the streetlights were purchased, and they do not have a re-sale market. Commissioner Kasher recommended to place the lights on govdeals.com to try to sell the items.

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to enter closed session at 6:48 p.m. All Ayes; Motion Carried.

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to enter open session with no action taken at 6:50 p.m. All Ayes; Motion Carried.

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to release the following closed session minutes: 09-25-2018, 12-11-2018 and 04-09-2019. All Ayes; Motion Carried.

Adjournment

MOTION was made to adjourn the meeting at 6:58 p.m. by Commissioner Adair, SECOND by Commissioner Warner. All Ayes; Motion Carried.
