The scheduled meeting of the Diamond Village Board was held on Tuesday, September 10, 2019 at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Jeff Kasher and Dave Warner. Absent: Mark Adair and Denise Brown.
Approval of Minutes
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 08/27/2019 regular meeting minutes and place on file. All Ayes; Motion Carried.
Approval of September 10, 2019 Bill List and Additional Bill List
MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the September 10, 2019 bill list and additional bill list and place it on file. All Ayes; Motion Carried.
Approval of the August 2019 Treasurer’s Report
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the August 2019 Treasurer’s Report and place it on file. All Ayes; Motion Carried.

Accept Lori Bonarek’s Resignation from the P & Z Board
Mayor Kernc stated Lori Bonarek has moved out of Diamond therefore, resigned from the P & Z Board. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to accept Lori Bonarek’s resignation from the P & Z Board. The board expressed appreciation for her outstanding service to the community. All Ayes; Motion Carried.
Approve Mindy Rampa to the P & Z Board
Mayor Kernc stated Mindy was recommended by the Craig Van Duyne; Chairman of the P & Z Board and presented Mindy’s resume. After a brief discussion, MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve Mindy Rampa to the P & Z board. All Ayes; Motion Carried.

Discuss Chamlin Engineering for Berta Road/Midland Bank
Mayor Kernc stated the village has been trying options to connect the field tile to an inlet to allow for drainage into the storm water system. There are numerous underground utilities which would make it difficult for the village to underground bore. Kernc reached out to Village Engineer Mike Perry and he designed a plan to move the existing inlet over, install a catch basin and then run it all into the storm water system. It will be engineered so that it will ensure proper functionality. Perry explained how his plan would work for the drainage issue. Topo has already been completed on this project. Perry stated there are two breaks in the line. Commissioner Kasher inquired about the clay tile which exists there. Kernc stated it was not the village’s tile. Commissioner Kasher would like the Public Works department to camera the line in case the line is only blocked due to sentiment etc., and if it is blocked with sentiment, then the line could be blown out and cleared. After discussion, decision was made to camera the line first to see if the line could be jetted out. The remaining engineering plan will cease until further investigation is completed. The engineering plan would be implemented based on the camera findings. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve Chamlin Engineering for Berta Road/Midland Bank not to exceed $800.00. All Ayes; Motion Carried.

Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc presented the Will and Grundy County’s reports. Nothing out of the ordinary was reported.
Approve Gaming Funds for Utility Billing
Mayor Kernc stated Village Attorney John Gallo discussed this with Accountant Janet Brown and it will be reflected as a video gaming credit of $7.50 per month/$15.00 per bi-monthly bills for all single- family dwellings. This credit will be effective on the November utility bills for all single-family dwellings. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the video gaming credit of $7.50 per month/$15.00 per bi-monthly utility bills applied to all single-family dwelling utility bills. All Ayes; Motion Carried.

Engineer Updates
Village Engineer Mike Perry stated he is waiting for the start date from Gene Wren Construction for the directional bore project.
Maintenance Updates
Public Works Director Austin Vining stated the removal of additional sidewalk will be required for the tie-in at McGinty Street. Vining discovered his water meter isn’t reading which was installed in Jan. 2018. There have been other newly installed meters which are not working. Vining has the representative from Ferguson Water Works coming out Friday. After discussion, Commissioner Warner would like Vining’s meter checked for any sediment which is in the line and/or the reason for the not functionality. Warner would also like Village Clerk Holmes to run reports new vs. old meters installed on several locations for a comparison on metered water. Vining stated there was an issue at the sludge handling building on 2 different occasions this past weekend. The fill valve for the non- portable water float stuck causing a back-up/flooding situation in the basement. There are several options which will be researched to not only replace the float to ensure increased reliability but also add redundancy.
Clerk Updates
Village Clerk Lori Holmes stated the current figures for water loss shows 49%. Further investigation into this matter must be completed to ensure the accuracy of the numbers.

Mayor Kernc
Mayor Kernc stated she has reached out to Grundy County for a code enforcement officer to occasionally follow-up on complaints. Grundy County does have a code enforcement officer and will look into doing an I.G.A. for those services. Once Grundy County, Grundy SAO and Village of Diamond have reviewed it, it will appear on an agenda for board action.
