Wauponsee Township Board met Sept. 11.

Here is the minutes provided by the Board:

The regular scheduled meeting of the Board of Trustees of Wauponsee

Township of Grundy County, the State of Illinois, was held on the above date at the Wauponsee Township Road and Bridge Office for the purpose of conducting normal business. Supervisor Wiesbrook opened the meeting at 7:00.

The Pledge of Allegiance to the flag followed immediately.

The meeting attendance roll call results are shown below.

Ray Frias

Public Comments

Township resident Ray Frias, 3625 Prairie Lane, asked the Board to consider the placement of bump or hump stripes in his neighborhood to reduce the speed of young drivers in the area. He also represented other residents in the neighborhood who have been affected by the traffic speed. Ray indicated there are many pedestrians in the area that walk their dogs and exercise at all times of the day. Based on his experience as an IDOT Operations Supervisor he provided the Board with details of approximate cost as well as installation details for the Board’s consideration.

Approval of Minutes

Meeting minutes for the August 14th meeting was presented. A motion to approve the minutes as presented was made by Trustee Fannin and seconded by Trustee Carr. The motion passed on a voice vote.

Approval of Claims

A motion was made by Trustee Chandler and seconded by Trustee Fannin to authorize the Township Fund claims and bank fund summary report as presented by the Supervisor.

The motion passed on a roll call vote. The claim details are listed on the attachment to these minutes.

A motion was made by Trustee Carr and seconded by Supervisor Wiesbrook to authorize the Wauponsee Township Road and Bridge Fund claims as presented.

Supervisor’s Report

Ed Wiesbrook reported the following: The Township received a letter from the County Supervisor of Assessments which identified the cost of the county performing the Norman-Wauponsee property assessments. The bill is for substantially more than is available from the MTAD funds. A meeting of the Norman-Wauponsee MTAD will be scheduled soon.

Road Commissioner’s Report

Mark Doerfler reported the following:

• Whitetie Road asphalt work will begin soon.

• Tree work to be done.

• Electricity will be provided by ComEd in the future.

• Sign work continues. This involves the installation of new posts under an IDOT grant.

• The road work for the year is about done. In order to accomplish some work, budget line items had to be reallocated. A proposed budget amendment was presented to the Board for review. A vote to approve the budget amendment will be held at the next regular meeting.

• The interview process for a new Road Commissioner will begin on Sept. 23 with an orientation session for all interested candidates. The orientation will include the following points:

Discuss budgeting, computer use, future plans, and a facility tour.

The position is much different than in the past. A larger % time spent on paperwork.

Board may reduce salary at the next term to reflect experience.

Request a brief narrative of background and experience before the board interview as well as three references.

An offer of assistance from Mark if wanted.

Clerk’s Report

The check signing signature authority for Ed Wiesbrook is complete.

Four Additional items have been added to the MACK work list.

1. John Duvick and Jeff Carr- Incorrect W-2’s

2. IL Dep. Of Employment Security- Money paid in but the account should have never been opened.

3. Norman/Wauponsee Township MTAD unverified FED withholding issue.

4. 941’s Fed and State for account 36-2941211. Some were not paid, and others duplicated. May be related to transition to Paycheck in early 2018.

5. An error in the 2018 report to the Comptroller’s Office.

Unfinished Business

Schedule special meetings to interview Road commissioner candidates. After some discussion the following dates were selected by the Board for special meetings to conduct the interviews of the six candidates. October 2, October 3 and October 8, 2019. The meetings will be from 5-6 pm and 6:30 to 7:30 pm. (two interviews per night)

Review /Approve Interview questions.

The question on budgets and computer use was split into two questions. A question was added: How would you address a township resident’s request for a speed bump on their residential street to slow down speeders? The revised question list is attached to these minutes.

Status Report on MACK Audit

Currently the Township is providing requested information. The audit is in progress.

TOI 2020 Legislative Survey

All Board members were provided a copy of the Survey Letter from TOI. Supervisor Wiesbrook asked for input from the Board on topics that TOI should address. There were no immediate topics raised.

Adjournment

Being no further business, Trustee Fannin made a motion to adjourn the meeting. Trustee Chandler seconded the motion, which carried on a voice vote.

The meeting was adjourned at 8:58 p.m.
